Gage; Absent: Councilmembers: Mike Gilroy and Suellen C. Rowlison. Motion was made by Councilman Kloecker seconded by Council- Councilman Hale that the following items under the Consent Calendar be approved as recommended removing Item "C" - Workers compensation Administration Contract, by the following Roll Call Vote: Ayes: Councilmembers: Leonard A. Hale, Paul V. Kloecker, Sara C. Nelson, Pete Valdez, Jr. and Donald F. Gage; Absent: Councilmembers: Mike Gilroy and Suellen C. Rowlison: Denied the Claim of Clemente Castro as recommended; Adopted Ordinance No. 92-13 fixing amount of revenue from property taxes necessary to pay bonded or other indebtedness of the City for 1992-1993 and Ordinance No. 92-14 fixing ad valorem assessment for 1992-1993 - Parking District No. 1 - First Division; ORDINANCE NO. 92 - 13 ORDINANCE OF THE CITY OF GILROY FIXING AMOUNT OF REVENUE FROM PROPERTY TAXES NECESSARY TO PAY BONDED OR OTHER INDEBTEDNESS OF THE CITY OF GILROY OR ANY PORTION OR DISTRICT OF THE CITY OF GILROY FOR THE FISCAL YEAR 1992-1993. PASSED AND ADOPTED this 24th day of August, 1992, by the following vote: AYES: COUNCILMEMBERS: HALE, KLOECKER, NELSON, VALDEZ and GAGE NOES: COUNCILMEMBERS: None ABSENT: COUNCILMEMBERS: GILROY and ROWLISON; ORDINANCE NO. 92 - 14 ORDINANCE OF THE CITY OF GILROY FIXING THE AD VALOREM ASSESSMENT FOR THE CURRENT FISCAL YEAR 1992-1993 NECESSARY TO PAY BONDED INDEBTEDNESS OF THE CITY OF GILROY AND THE CITY OF GILROY PARKING DISTRICT NO. 1 - FIRST DIVISION. PASSED AND ADOPTED this 24th day of August, 1992, by the following vote: AYES: COUNCILMEMBERS: HALE, KLOECKER, NELSON, VALDEZ and GAGE NOES: COUNCILMEMBERS: None ABSENT: COUNCILMEMBERS: GILROY and ROWLISON; and Denied Claim of Guadalupe Castaneda as recommended. City Administrator Baksa explained the Workers' Compensa- tion Administration Contract and recommended approval. (/18Ac;.) Motion was made by Councilwoman Nelson seconded by Councilman Hale that the Workers' Compensation Administration Contract be approved as presented by the following Roll Call Vote: Ayes: Councilmembers: Hale, Kloecker, Nelson, Valdez and Gage; Absent: Councilmembers: Gilroy and Rowlison. The City'S response letter to the League of California Cities recommendation on State Budget Revenues to Cities was noted and discussed. Motion was made by Councilman Kloecker seconded by Councilman Valdez and carried to approve Items 1, 3, 4, 5 and 6 with changes discussed. Motion was made by Councilman Kloecker seconded by Council- man Valdez and failed to approve Item 2 re: Simple majority needed for passage of a tax when voted upon. Motion was made by Councilman Hale seconded by Councilman Kloecker and carried that the Vehicle Driving and Pursuit Policy be approved as recommended. The Mayor asked if there was anyone in the audience wishing to speak on any item not on the agenda. Mr. Tom Hyde, 7180 Rosanna Street, addressed the Council offering his assistance in presenting, petitions, letters, etc. to state and Federal government requesting funds for United States Homeless and Educational purposes. A letter from Santa Clara Transportation Agency re: proposed service changes was noted and discussed. Councilman Kloecker volunteered to attend the hearing scheduled on September 14. regarding the bus service changes and prepare a letter for the Transportation Commission following the hearing regarding the City's concerns. He further noted that he would obtain statistical data regarding ridership of the local bus lines for Council. Discussion was had regarding the City's Trip Reduction Ordinance not being successful if mass transit is reduced. The following informational items were noted with no separat~ discussion on same: Customer Service: Gilroy Police Department Inter-Office Commendation; Gilroy Garlic Festival in Appreciation; and Odd Fellow-Rebekah Children's Home In Appreciation; Santa Clara County General Plan Review Advisory Committee Meeting August 27, 1992 - 6:00 to 9:00 p.m., Housing Authority of Santa Clara County, 505 W. Julian Street, San Jose; Gilroy Police Department re: Booking of Prisoners in Need of Medical Attention; City's Response to SB 161 and to SB 1538 (Kopp); Police Department's Employee of the Month of July 1992, Officer Daniel Castaneda; New Hours for the Gilroy Police Department Business Office; County of Santa Clara, Advance Planning Office, Info, Issue #92-6, August 10, 1992; Monthly Cash and Investments Report, June 30, 1992; and Proclamation Issued by Mayor Gage: Rehabilitation Week _ September 13-19, 1992. Noted the Minutes of the Parks and Recreation Commission Meeting of July 21, 1992. Noted the Minutes of the Senior Advisory Board Meeting of July 20, 1992. Noted the Minutes of the Library & Culture Commission Meeting of August 11, 1992. Noted the Report and the Minutes of the Personnel Commission Meeting of August 17, 1992. Adjrnmt. r" ., Motion was made by Councilman Kloecker seconded by Councilman Valdez and carried that the Classification and Range of Youth and Teens to Recreation Supervisor and of Payroll Support Specialist/Control to Junior Staff Account be approved and the Range changes for Auto Equipment Mechanics I and II and Assistant Mechanics be approved as recommended. Councilwoman Nelson voted "no" on the motion. City Administrator Baksa recommended that the recommenda- tion to approve the procedure for vested time donation procedures be tabled and resubmitted to Council at a later date. City Administrator Baksa distributed an update regarding State budget Issues from Senator Mello. City Adminstrator Baksa noted the Deficiency Survey has been completed and has been referred to the Handicap Appeals Board to be presented to Council with any changes and amendments thereto. City Administrator Baksa noted an updated Personnel Rules & Regulations to be presented to Council in November 1992. Noted revised updated Affirmative Action Plan to be presented to Council for approval in the near future. Noted training for the support staff regarding Customer Service to begin in October. The Mayor noted receipt of $381,765.61 from the State regarding the Sales Tax Suit which included the 10% interest payment.
