J n u Regular Meeting september 28, 1992 Gilroy, California The Mayor led the Pledge of Allegiance to the Flag. The City Clerk noted that the Agenda had been posted on September 24, 1992 at 9:09 a.m. Present: Councilmembers: Mike Gilroy, Leonard A. Hale, Paul V. Kloecker, Sara C. Nelson, Suellen C. Rowlison, Pete Valdez Jr. and Donald F. Gage. Motion was made by Councilman Gilroy seconded by Councilman Valdez that the following items under the Consent Calendar be approved as recommended by the following Roll Call Vote: Ayes: Councilmembers: Mike Gilroy, Leonard A. Hale, Paul V. Kloecker, Sara C. Nelson, Suellen C. Rowlison, Pete Valdez, Jr. and Donald F. Gage; Approved Budget Amendments/Transfers as recommended; Approved annual request of the Gilroy Chamber of Commerce to Install and Remove Street Christmas Decorations; and Approved the Minutes of the Regular Council Meeting of September 21, 1992. At 7:02 p.m. Director of Public Works Allen gave his Departmental Report. At 8:03 p.m. the Mayor reconvened the meeting. The Mayor noted that Council action regarding the Residen- ~ ;~~; ;1 Pers.Com. 9-14-92 AAUW tial Development Ordinance was continued from september 8, 1992 and that the Public Hearing was held and action continued to this meeting. Mrs. Connie Rogers, addressed the Council representing Citizens For Balanced Growth and gave a presentation regarding the recommendations of the Growth Task Force and assignment of the Build-Out Schedule. Discussion was had by Council on the matter. City Administrator Baksa noted the Staff Report further explaining same. Discussion was had by Council on the matter. Council set October 21 and 27, 1992 as Council Study Sessions to discuss the following: Recommendations of the Growth Task Force; Residential Development Ordinance Intent and Growth Criteria; Annual Numerical Limits for Ten Years and Commencement Date of the Goals; and Current Housing Carry-overs. At 9:01 p.m. the Mayor declared a recess and reconvened the meeting at 9:07 p.m. The Mayor noted Council action regarding the Residential Development Ordinance issues would be re-agendized on the November 2, 1992 Council Agenda. The Mayor noted that no one was present to give the oral presentation scheduled by the Transit Advocates Group re: Measure A - Transportation Tax Issue on the November Ballot. The following informational items were noted with no separate discussion on same: Customer Service: Inter Office Memo in Appreciation re: Home Gardening Program; Amalgamated Transit Union Local 265 re: Gladys Jackson Bus Line in San Martin; Law and Order Police Magazine Article, september 1992 re: Gangs; Proclamations Issued by Mayor Gage: Endorsing Silicon Valley Arts Fund; German-American Day - October 6, 1992; Crime Prevention Award; and EMC Planning Group Inc. In Appreciation. The Report of the Personnel Commission Meeting of September 14, 1992 was noted. City Administrator Baksa distributed a memorandum of proposed budget cuts due to State actions to be discussed at the October 5, 1992 regular meeting. City Administrator Baksa distributed an article re: Storm Drain Utilities for the September 29, 1992 Council Study Session. City Administrator Baksa noted Customer Service Training schedule for the Fall. The City Attorney reported on the request of the American Association of University Women (AAUW) to cablecast an election forum for the Gilroy Unified School District Bond Election. " Mrs. Connie Rogers, representing the AAUW, addressed the Council further explaining the request. Plan. Com. Retreat Adjrnmt. ~ ; ~.~ 1 ~i Motion was made by Councilman Kloecker seconded by Councilmember Gage that the request of the AAUW to cablecast the election forum be denied by the following Roll Call Vote: Ayes: Councilmembers: Hale, Kloecker, Rowlison and Gage; Noes: Counci1members: Gilroy, Nelson and Valdez. Council extended the deadline to receive Planning Commission applications to October 14, 1992. Mayor Gage noted one of the applicants was unable to attend the October 20, 1992 interview date and Councilmembers agreed to talk to the applicant by telephone. The Mayor requested that an issue of low-income housing exemption be discussed at the October 21 and/or 27, 1992 Council study Sessions regarding the Residential Development Ordinance. Council had no objections. Discussion was had regarding the Council annual Retreat. Council requested City Administrator Baksa submit options of available facilitators and available dates for scheduling the Retreat at the Gilroy Senior Center for Council review; Councilmembers to submit a list of general subjects desired to be discussed. Councilmembers: Gilroy, Hale and Gage to assist the City Administrator. Councilwoman Nelson invited the Council, City Staff and the public to a presentation on environmental issues, sponsored by the local John Birch Society at the Medical Center on Wren Avenue, October 3, 1992. Councilwoman Rowlison noted recyclable paper requested to be placed in containers located outside the Council Chambers. The Mayor tabled the scheduled closed Session re: City Administrator's Evaluation to follow the October 5, 1992 regular Council Meeting. At 10:31 p.m. the Mayor adjourned the meeting. ~iZ:05~
