Minutes 1993/01/25 Invocation Posting Agenda Roll Call Consent Calendar Claim Budget Bids re: Equip. Dept.Report ,jl , .~ t;' 1~..J "..; Regular Meeting January 25, 1993 Gilroy, California Cub Scout Pack 711 led the Pledge of Allegiance to the Flag. Father Jim Wilson, st. Stephens' Church, gave the Invocation. The City Clerk noted that the Agenda had been posted on January 21, 1993 at 8:50 a.m. Present: Councilmembers: Mike Gilroy, Leonard A. Hale, Paul V. Kloecker, Sara C. Nelson, Suellen C. Row1ison, Pete Valdez Jr. and Donald F. Gage, 7:00 p.m. Motion was made by Councilwoman Rowlison seconded by Councilman Hale that the following items under the Consent Calendar be approved, by the following Roll Call Vote: (removing Item "ILA-2" re: Charles Campanella claim) Ayes: Councilmembers: Gilroy, Hale, K1oecker, Nelson, Rowlison, Valdez and Gage: Denied Claim of Sandra Brown; and Approved Budget Amendments/Transfers as recommended; Discussion was had regarding the claim of Charles Campanella. Motion was made by Councilman Gilroy seconded by Councilwoman Nelson that the claim of Charles Campanella be tabled until a Closed Session of the Council can be scheduled by the following Roll Call Vote: Ayes: Counci1members: Gilroy, Hale, Kloecker and Nelson; Noes: Councilmembers: Rowlison, Valdez and Gage. City Administrator Baksa presented a recommendation to award the bid of Unisys Corporation in the amount of $56,370.00 for Telephone & Computer Network Cabling. Motion was made by Councilman Kloecker seconded by Council- man Hale and carried that the bid of Unisys Corporation in the amount of $56,370.00 be awarded for Telephone and Computer Network Cabling as recommended. At 7:11 p.m. Police Chief Sumisaki presented his Depart- mental Report of the Gilroy Police Department further explained by Lt. Greg Guisiana and Assistant Police Chief Gardner. The report was completed at 8:05 p.m. The Mayor asked if there was anyone in the audience wishing to speak on any item not on the agenda. Mr. Charles Campanella, 7241 Carmel Street, addressed the Council regarding the claim that he presented to the City. It was noted that he should contact the City Administrator in regard to same. Council tabled action on the request of Peggy & Pete Arias for a property lot split at 7327 Chestnut Street, requested by the applicant. The following informational items were noted with no separate discussion on same: Correspondence re: 1993 State Budget: League of California Cities 1993 Legislative Bulletin '1 - January 15, 1993; , ., ' "')" h '\. P & R Com 12-15-92 Adjrnmt Customer Service: Outreach & Escort Service In Appreciation; Minutes of the Visitors' Bureau Advisory Council Meeting of December 10, 1992; December 1992 Financial Statement; and 1993 Plan of Action; Proclamation Issued by Mayor Gage: Patriotism week - February 15 through 20, 1993; and State Office of Emergency Services re: Old City Hall. The Minutes of the Parks & Recreation Commission Meeting of December 15, 1992 were noted. The Minutes of the Senior Advisory Board Meeting of December 21, 1992 were noted. The Minutes of the Library & Culture Commission Meeting of January 12, 1993 were noted. City Administrator Baksa distributed an Analysis of the Budget Message of the Governor. City Administrator Baksa distributed General Fund Revenue Projections for the January 28 Study Session. City Administrator Baksa distributed a letter re: induce- ment and waiver of fees for Affordable Housing Apartment Complex. Noted same would be scheduled for a Study Session in March. The Mayor noted the JPA scheduled Meeting of January 26, 1993 at 7:30 a.m. in the Gilroy Council Chambers. Councilmember Kloecker inquired of the City'S percentage on property tax from Santa Clara County. Councilmember Kloecker inquired of the Federal Government program for projects completed and awaiting funding noted in the National Conference for Mayors. Councilmember Hale gave an update on the Santa Clara County Cities Association Meeting. Councilmember Valdez reported on information from Sally Reed re: schools and requested that the information be distri- buted to Councilmembers, Gilroy Unified School District and Gavilan College for a future Study Session on same. Councilwoman Nelson suggested that the City investigate the matter of Sales Tax Revenues prior to the State seeking said revenues. The Mayor noted the Gilroy Council Study Session of January 28, 1993 - 7:00 p.m., Council Chambers, re: General Fund Revenue Projections/Capital Improvement Program 1993-1998; Storm Drain Utility Issue; and Traffic Impact Fees. Councilwoman Nelson noted that the newspaper stated that the Public Safety Issues of the Council were on a low priority, when in fact other issues needed to be addressed; however, this issue remains a high priority for Council.
