Carts Regular Meeting February 1, 1993 Gilroy, California The Mayor led the Pledge of Allegiance to the Flag. Pastor Kevin Wilson, First Baptist Church, gave the Invocation. The City Clerk noted that the Agenda had been posted on January 28, 1993 at 9:43 a.m. Present: Councilmembers: Mike Gilroy, Leonard A. Hale, Paul V. Kloecker, Suellen C. Rowlison, Pete Valdez Jr. and Donald F. Gage, 7:00 p.m.; Absent: Councilmember: Sara C. Nelson. Motion was made by Councilman Rowlison seconded by Council- man Valdez that the following items under the Consent Calendar be approved, by the following Roll Call Vote: Ayes: Counci1members: Mike Gilroy, Leonard A. Hale, Paul V. Kloecker, Suellen C. Rowlison, Pete Valdez, Jr. and Donald F. Gage; Absent: Councilmember: Sara C. Nelson: Minutes of the Regular Council Meeting of January 19, 1993; Adopted Ordinance No. 93-3 approving Z 92-04 rezoning from Al (Agriculture) to R3 (Medium Density Residential) on approxi- mately 4.96 acres located at the south side of Farrell Avenue, between Monterey Street and Wren Avenue, APN 790-12-014. ORDINANCE NO. 93 - 3 CITY OF GILROY APPROVING TO R3 (MEDIUM DENSITY LOCATED AT THE SOUTH ROAD AND WREN AVENUE, AN ORDINANCE OF THE CITY COUNCIL OF THE Z 92 - 04 REZONING FROM A1 (AGRICULTURE) RESIDENTIAL) ON APPROXIMATELY 4.96 ACRES SIDE OF FARRELL AVENUE, BETWEEN MONTEREY APN 790-12-014. PASSED AND ADOPTED this 1st day of February, 1993, by the following vote: AYES: COUNCILMEMBERS: NOES: ABSENT: GILROY, HALE, KLOECKER, VALDEZ andGAGE None NELSON; ROWLISON, COUNCILMEMBERS: COUNCILMEMBER: Approved Budget amendments/transfers as recommended;and Approved the Minutes of the Regular Council Meeting of January 25, 1993. A recommendation of a proposed abandoned shopping cart ordinance was noted and further explained by Parks & Recreation Director Connelly. Discussion was had regarding the proposed ordinance. Motion was made by Councilman Hale seconded by Councilman Gilroy and carried unanimously to read the ordinance by title only and waive further reading of the ordinance. The City Clerk read the title of the ordinance. Motion was made by Councilman Hale seconded by Councilman Gilroy that the ordinance be introduced to include Section II distributed to Council to regulate abandoned shopping carts by adding Chapter 19A and renumbering Chapter 19A to 19B of the Gilroy City Code for codification purposes by the following Roll Call Vote: Ayes: Councilmembers: Gilroy, Hale, Kloecker, Valdez and Gage; Noes: Councilmember: Rowlison; Absent: Councilmember: Ne+son. Discussed same. Councilman Kloecker noted no action required. Customer Service: Peter Burge In Appreciation of Department of Public works; St. Joseph's Family Center In Appreciation of Donation for the Poor at Christmas; Inter-Departmental Memo In Appreciation; Memorandums of Commendation re: Santa Clara County Sheriff's Office In Appreciation to Gilroy Police Officers; The Marra Family In Appreciation of the Fire Department; Administration In Appreciation of All City Employees; Proclamation Issued by Mayor Gage: The Week of the Young Child - April 18th through 24, 1993; and Falcon Cable Systems Company. The Minutes of the Gang Task Force Meeting of January 13, 1993 were noted. Council agreed to adjourn the meeting to February 8, 1993 at 7:00 p.m. to discuss and receive public input regarding the rate of residential growth for the City and possibility of approval of an advisory measure on the November 1993 Ballot. Councilman Gilroy reminded Councilmembers of the Lord's Table Fund Raiser on March 6, 1993 - 5:00 p.m. to 9:00 p.m. Councilman Kloecker noted that CalTrain Service is paid by all counties benefiting from the service. Councilman Hale requested Staff obtain copies of reports on the Santa Clara County General Plan Review Committee issues for recommendation on same to Council. Councilman Hale requested information if any regarding the water situation from the Santa Clara Valley water District. Councilwoman Rowlison gave a report on the League of California Cities - Peninsula Division General Membership Meeting January 28, 1993. Councilman Kloecker inquired about the City applying for federal grant monies not necessarily limited to transportation projects. At 7:40 p.m. the Mayor adjourned the meeting to Monday, February 8, 1993 primarily to discuss and receive public input on the rate of residential growth for the City of Gilroy and the possibility of approval of an Advisory Measure on the November 1993 Ballot.
