and Donald F. Gage, 7:00 p.m.
Growth
Issue
The Mayor noted that the meeting of February 1, 1993 was
adjourned to discuss and receive public input on the rate of
residential growth for the City of Gilroy and the possibility of
approval of an Advisory Measure on the November 1993 Ballot. The
request for same by the Citizens' for Balanced Growth previously
presented to Council was noted.
The Mayor requested that Anna Marie Del Rio, representing
the SRI Survey of April 19, 1991 explain the survey as it
pertains to growth.
Ms. Ann Marie Del Rio, addressed the Council and explained
the SRI Survey prepared for the City of Gilroy as it pertained to
the growth issue.
Discussion was had by Council on the matter.
The Mayor asked if there was anyone in the audience wishing
to speak on the matter. The following addressed the Council:
Connie Rogers, 7690 Santa Theresa Drive, representing
Citizens' for Balanced Growth, noting that they were not present
to discuss the growth issue, but are requesting that the matter
be placed on the November 1993 Ballot as an Advisory Measure.
Frank Romero, 6400 Sussex Place, member of the Growth Task
Force, noting that sufficient research had been taken by the
Committee to reach their recommendation and that he would be
disappointed if Council did not take definitive action on the
Task Forces' recommendation.
Miguel Paredes, 7781 Church Street, noted the issue has
been discussed thoroughly and Council should take the recom-
mendation of the Task Force and continue on with business.
David Collier, 1291 Hersman Drive, member of the Growth
Task Force and noted that his personal opinion is that an
Advisory Measure should be placed on the November 1993 Ballot
regarding the growth issue.
Don wolfe, Director of Governmental Affairs for the
Building Industry Association, is in agreement with Council's
previous action regarding the residential growth rate and is
opposed to an Advisory Measure on the November 1993 Ballot.
Dave Bouchard, representing the Gilroy Chamber of Commerce,
in support of the Growth Task Force, noting that there has been
more than adequate study on the matter and the community should
be allowed to proceed with the numerical limits approved by
Council.
Kathleen Chavez, 7177 Saratoga Place, member of the Growth
Task Force and agrees with an Advisory Measure since she believes
that the citizens have not had a chance to speak on the matter.
Bill Reimal, 7551 Kentwood Court, Growth Task Force member,
opposed to an Advisory Measure regarding the growth issue on the
November, 1993 Ballot.

Sue Gamm, Rancho Hills Drive, member of Citizens' for
Balanced Growth and requested Council place an Advisory Measure
on the November 1993 Ballot regarding the growth issue.
Carolyn Tognetti, 820 Carignane, requesting an Advisory
Measure be placed on the November 1993 Ballot regarding the
growth issue.
Skip Kover, 670 Johnson Way, noting that he would not have
signed the growth issue petition if same were for an Advisory
Measure to be placed upon the November 1993 Ballot.
Pat Vickroy, 10275 Lucky Court, noting that he is opposed
to growth and that he believes Council is not listening to the
people living in Gilroy; that they should consider quality of
life for all, not just special interest groups.
Discussion was had by Council on the matter.
City Administrator Baksa noted that the RDO process is
presently before the Planning Commission and would be before
Council in the next sixty days and that the agreements with
developers would have to be worded to protect the City in the
event the numerical limits changed. He noted that Council could
put a hold on the RDO process if the matter was placed as an
Advisory Measure on the November 1993 Ballot.
The Mayor noted that he is opposed to placing an Advisory
Measure on the November 1993 Ballot regarding the growth issue.
Kenneth Noonan, Superintendent of Schools, addressed the
Council regarding an update on the agreement with the School
District and Developers noting that it is anticipated that they
would be executed by all soon and that the agreements were
drafted and informally agreed upon based on the City'S action
regarding the numerical limits established for the ten year
period.
At 9:00 p.m. the Mayor declared a break to change the video
tape and reconvened the meeting at 9:02 p.m.
Motion was made by Councilwoman Rowlison seconded by
Councilman Kloecker and failed by the following Roll Call Vote
that an Advisory Measure regarding the Growth Issue be placed on
the November 1993 ballot: Ayes: Councilmembers: Kloecker,
Rowlison and Valdez; Noes: Councilmembers: Gilroy, Hale, Nelson
and Gage.
Councilwoman Rowlison suggested that perhaps the Strategy
Research Institute be hired again regarding the growth factor.
Councilman Valdez recommended that if an additional survey is
contemplated that the matter be advertised for bids.
The Mayor thanked everyone for attending the meeting.
The Mayor noted that Governor Wilson's Office has scheduled
a meeting on February 11, 1993 at 11:00 a.m. in Cupertino
regarding the economic situation. Councilman Hale noted that he
is planning to attend.
At 9:11 p.m. the Mayor adjourned the meeting to Tuesday,
February 16, 1993 at 7:00 p.m., noting that February 15, 1993 is
a legal holiday.
