Pastor Roger wisdom, Grace, Evangelical Free Church, gave the Invocation. The City Clerk noted that the Agenda had been posted on March 19, 1993 at 1:15 p.m. Present: Councilmembers: Mike Gilroy, Leonard A. Hale, Paul V. Kloecker, Suellen C. Rowlison, Pete Valdez Jr. and Donald F. Gage, 7:00 p.m.; Absent: Councilmember: Sara C. Nelson. The Mayor introduced new employee: James Z. McCann, Public Information Technician. <( , . ., '. ,;. certificate Consent Calendar Bids re: Old City Hall Res.93-14 Mayor Pro- tempore Res.93-l5 Retiring Public Information Technician Savage presented Certifi- cates of Appreciation to Channel 34 Volunteers: Jim Dickson, Star Patrick, Jim Porter and Danny Fonseca. Discussion was had regarding the application for funds for repair and remodeling of the Gilroy Southern Pacific Railroad Station, further explained by Planning Director Dorn. Motion was made by Councilman Gilroy seconded by Councilman Kloecker that the reading of Resolution No. 93-13 be waived and that it be adopted. RESOLUTION NO. 93 - 13 RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY APPROVING THE APPLICATION FOR FUNDS FOR THE TRANSPORTATION ENHANCEMENT ACTIVITIES PROGRAM UNDER THE INTERMODAL SURFACE TRANSPORTATION EFFICIENCY ACT OF 1991 FOR THE FOLLOWING PROJECT: REPAIR AND REMODELING OF THE GILROY SOUTHERN PACIFIC RAILROAD STATION DEPOT. PASSED AND ADOPTED this 22nd day of March, 1993, by the following vote: AYES: COUNCILMEMBERS: GILROY, HALE, KLOECKER, VALDEZ and GAGE None NELSON ROWLISON, NOES: ABSENT: COUNCILMEMBERS: COUNCILMEMBER: At 7:11 p.m. the Department of Public Works gave their report including a report of Resource Management Coordinator Menacho regarding the recycling program. The Mayor reconvened the meeting at 8:10 p.m. Planning Director Dorn explained the bids received for earthquake repairs to the Old City Hall recommending the bid of H. P. Construction be approved contingent upon securing FEMA funds for the project. Motion was made by Councilman Kloecker seconded by Councilman Hale and carried that the bid of H. P. Construction in the amount of $1,899,000.00 for earthquake repairs to the Old City Hall be approved, noting award of bid contingent upon securing FEMA funding for the project. Motion was made by Councilman Kloecker seconded by Councilman Hale that the reading of Resolution No. 93-14 be waived and that it be adopted establishing charges for the collection of abandoned shopping carts. RESOLUTION NO. 93 - 14 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY PURSUANT TO SECTION 19A.5(b) OF THE CITY CODE ESTABLISHING A CHARGE FOR THE COLLECTION OF ABANDONED SHOPPING CARTS FOUND TO BE LITTERING PUBLIC PROPERTY. PASSED AND ADOPTED this 22nd day of March, 1993, by the following vote: AYES: COUNCILMEMBERS: GILROY, HALE, KLOECKER, ROWLISON, VALDEZ and GAGE NOES: ABSENT: COUNCILMEMBERS: None COUNCI LMEMBER : NELSON The Mayor recommended the appointment of Councilwoman Rowlison as Mayor Protempore from April 1, 1993 to December 1, 1993 and Councilman Gilroy from December 1, 1993 to August 1, 1994. Motion was made by Councilman Kloecker seconded by Council- man Hale and carried that Councilwoman Rowlison be appointed Mayor Protempore from April 1, 1993 to December 1, 1993 and Councilman Gilroy from December 1, 1993 to August 1, 1994 as recommended. Planning Director Dorn presented and explained the Staff !!... t ~ ) report recommending annexation of Leavesley/San Ysidro Reorgani- zation 92-1 containing 16.551 acres, Uninhabited Territory, located at the northeast side of Leaves1ey Road and San Ysidro Avenue. RESOLUTION NO. 93 - 15 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY ORDERING THE REORGANIZATION OF APPROXIMATELY 16.5 ACRES OF LAND ON THE NORTHEAST CORNER OF LEAVESLEY ROAD AND SAN YSIDRO AVENUE, FOR ANNEXATION TO THE CITY OF GILROY AND DETACHMENT FROM THE SOUTH SANTA CLARA COUNTY FIRE DISTRICT (LEAVESLEY/SAN YSIDRO REORGANIZATION 92-1). Council requested paperback copies of "Reinventing Government." City Administrator Baksa noted the Mayor and Councilman Hale will meet in Morgan Hill with Senator Mello regarding State Budget Issues and requested other Councilmembers notify the him if they intend to attend so that the proper public notice can be posted. The Mayor distributed minutes of the first Meeting of the Interim Governing Board of the Santa Clara County Open Space Authority, noting that the next meeting is scheduled for April 9, 1993 and requested Council give him any concerns they may have regarding this agency. Councilman Gilroy gave an update on the Drug Abuse Task Force regarding the Rogers Lane Project and requested Public works staff assistance to clean-up the area. City Administrator Baksa requested that Councilman Gilroy, Police & Fire Chiefs and himself meet to discuss a plan of attack regarding right-of-way entry for debris removal. Councilman K10ecker requested Council appoint him as Council Representative on the Policy Advisory Board for the Santa Clara County Local Transportation Authority (LTA). Motion was made by Mayor Gage seconded by Councilwoman Row1ison and carried that Councilman Kloecker be appointed as Council representative on the policy Advisory Board for the Santa Clara County Local Transportation Authority (LTA). Councilwoman Rowlison invited Council to the Wheeler Manor Grand Opening April 22, 1993, 5:30 p.m. Councilman Gilroy reminded the City Administrator that the Commissions were going to review their tasks per the City Charter and report to Council on same.
