Regular Meeting

The Mayor led the Pledge of Allegiance to the Flag.
The City Clerk noted that the Agenda had been posted on
April 1, 1993 at 9:54 a.m.
Present: Councilmembers: Mike Gilroy, Leonard A. Hale, Sara
C. Nelson, Suellen C. Rowlison, Pete Valdez Jr. and Donald F.
Gage; Absent: Councilmember: Paul V. Kloecker:
The Mayor introduced new employee: Aileen M. McDonald,
Engineer I.
Motion was made by Councilwoman Hale, seconded by Council-
woman Rowlison that the following items under the Consent
Calendar be approved, by the following Roll Call Vote: Ayes:

Minutes of the Regular Council Meeting of March 15, 1993;
and
Approved Budget Amendments/Transfers as recommended;
Minutes of the Regular Council Meeting of March 22, 1993;
and
Approved Development Agreement, Project 93-11 with Gary
walton, Kern Avenue as recommended.
City Administrator Baksa presented and explained a recom-
mendation on proposals for Professional Consultant for the Fire

station/staff study recommending approval of VSP Inc. in the
amount of $15,735.00 further explained by Assistant Fire Chief
Ledesma. Council requested that they receive copies of the RFPs
for this proposal.
Motion was made by Councilwoman Rowlison seconded by
Councilman Valdez and carried that the proposal of VSP be awarded
for Professional Consultants for the Fire Station/Staff Study as
recommended.
City Administrator Baksa presented and explained a
recommendation to renew an Auditing Contract with Conrad and
Associates for three years.
Motion was made by Councilwoman Rowlison seconded by
Councilman Hale and carried that the Audit Contract with Conrad
and Associates be renewed for three years as recommended and that
the City Attorney prepare a contract agreement for same.
The Mayor asked if there was anyone in the audience wishing
to speak on any item not on the agenda. There was no comment
from anyone in the audience.
A letter of resignation from Mary Lou Mazzone from the
Parks & Recreation Commission was noted and accepted with regret.
Council set May 3, 1993 at 5:00 p.m. as a deadline to
accept applications for appointment to fill the unexpired term
January 1, 1996.

Councilman Hale requested any additional information
received regarding the proposed Constitutional Amendments. The
City Attorney noted that the League of California Cities has
requested that cities not join Amicus with the City of Alhambra
until further study regarding their proposal.

Noted the Minutes of the Gang Task Force Meeting of March
10, 1993.
City Administrator Baksa gave an update on the water
Conservation Program noting that the Santa Clara Valley water
District is proposing 1993 Voluntary water Conservation Program
and that they will be conducting a Public Hearing on rates, April
7, 1993 at 7:00 p.m. in the Council Chambers. He noted and
explained the Staff Report further explained by Director of
Public works Allen, further noting that the water District has
recommended that there will be no increase in pump tax. He
further noted that he would be in attendance and Council noted
that Counci1members: Hale, Gilroy and Nelson would be assisting.
The consensus of the Council was to allow the Hearing to be
televised if desired by the Santa Clara Valley Water District.
Discussion was had regarding the City'S water prohibitions
with options for codification, volunteer basis and tiered rates
to be further discussed at the next regular Council Meeting.
City Administrator Baksa presented and explained the
potential TRANs Issuance. Council authorized Staff to prepare a
Revenue Cash Flow Analysis to determine if the City is eligible
to participate in the Tax Revenue Anticipation Notes (TRANs).
Council agreed to hear the Police Department Year-end
Briefing Statistics at the next regular Council meeting available
for same.

City Administrator Baksa distributed "Reinventing
Government" Paperback Book to Counci1members.
The Mayor appointed Councilman Hale as City'S
representative on the TAC Committee for Interim Board-Open Space
Authority. Council concurred.
The Mayor noted an invitation to Council to participate in
the Armed Forces Day Parade, May 15, 1993 at Moffett Field and
same was referred to Councilman K1oecker.
The ABAG request for City resolutions regarding the State
Budget were noted to be agendized April 19, 1993.
Councilman Hale gave an update on proposed available HUD
funding and future HUD funds to be administered by the city.
Councilwoman Nelson reported on a Teen Congress held at the
Gilroy Elks' on April 3, 1993. The Mayor noted that the Gang
Task Force intend to work with this group.
Councilwoman Rowlison reported on the Arts Open Studio
April 24th and 25, 1993, ticket $7.00 per couple and noted the
type setting of the program prepared by the City'S Public
Information Technician, Jim McCann and additional information
available at 998-ARTS.
The Mayor noted the following meetings:

p.m., noting the location has been changed to the Gilroy Senior
Center, 7371 Hanna Street, Gilroy, CA 95020 re: Strategic
Planning.
