RESOLUTION NO. 93 - 54 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY APPROVING THE APPLICATION FOR THE TRANSIT CAPITAL IMPROVEMENT PROGRAM. (Gilroy Train Depot). Councilman Gilroy requested Staff document results of the No Cruising Ordinance and advise Council of the incidents as they occur. Motion was made by Councilwoman Nelson seconded by Councilman Hale that Ordinance No. 93-19 be adopted adding Sections 15.14 to 15.16 to Chapter 15 of the City Code regarding Cruising by Motor Vehicles. ORDINANCE NO. 93 - 19 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GILROY ADDING SECTIONS 15.14 TO 15.16, REGARDING CRUISING BY MOTOR VEHICLES, TO CHAPTER 15 OF THE CODE OF THE CITY OF GILROY. PASSED AND ADOPTED this 7th day of September, 1993, by the following vote: AYES: NOES: ABSENT: COUNCILMEMBERS: GILROY, HALE, NELSON, ROWLISON and GAGE COUNCILMEMBERS: KLOECKER and VALDEZ COUNCILMEMBERS: None Discussed location of Development Agreement 93-31 with Joanne and George Hall. Motion was made by Councilman Kloecker seconded by Councilwoman Nelson and carried that Development Agreement 93-31 with Joanne and George Hall be approved as recommended. The Gilroy H~althy Start Collaborative Needs Assessment Report was noted and explained by Alice Dufresne Reyes, Coordinator, regarding the survey conducted, intentions on proceeding with the issues, and update on the funding. City Administrator Baksa noted that the Santa Clara County Farm Bureau have asked that their request for adoption of an ordi- nance re: Agricultural Disclosure be re-agendized on the September 20 Council Agenda and noted Staff would have no recom mendation on the ordinance until after the Farm Bureau's presentation. Councilman Kloecker requested copies of the supplemental documentation for Council review. The Minutes of SCRWA Meeting of July 27, 1993 were noted. Update on the Water Conservation Program was noted. City Administrator Baksa noted the Council Study Session of September 13, 1993 re: Strategic Plan - Policy Issues & Economic Vitality. He distributed notes from the previous Study Session. Council cancelled the October 18, 1993 Regular Council Meeting due to a majority of Council to be attending the Annual League of California Cities Conference in San Francisco. City Administrator Baksa noted July Completion of Customer Service Training. City Administrator Baksa noted a SCRWA defective wastewater treatment meter in for repair. Council agreed dry weather flow figures to be delayed until December 1993. City Administrator Baksa noted Staff study of Animal Control regulations with City of Morgan Hill and an Ad Hoc Committee for South County. City Administrator Baksa gave an update on 1992 Cable Act regulations. Motion was made by Councilwoman Nelson seconded by Councilman Kloecker and carried to direct Staff to proceed with scheduling a Joint Study Meeting of the City Councils of Gilroy/Morgan Hill/Hollister to discuss current regulations, etc. Councilwoman Nelson noted the Visitors' Bureau advertisement on Channel 35. Councilman Hale noted the Santa Clara Counties Cities Association Annual Report. Councilman Hale requested an inventory of Youth Services and Activities available throughout the City. Councilman Kloecker reported on his hometown City in Pennsylvania regarding governmental issues, etc. Councilman Gilroy invited Council to a Youth Center fund raiser activity at the Golf Course September 10, 1993, 6:30 p.m. The Mayor noted the following meetings/events: Leadership Forum, September 16, 1993, 7:30 a.m. to 9:00 a.m., re: Fire Prevention and Education, Gilroy Senior Center Meeting Room, 7371 Hanna Street, Gilroy, CA 95020; ABAG Golf Tournament, September 28, 1993 - 10:30 a.m., Franklin Canyon Golf Course.
