Flag.
Pastor Kevin wilson, Gilroy Bible Church, gave the
Invocation.
The city clerk noted that the Agenda had been posted on
December 30, 1993 at 8:35 a.m.

The Mayor Protempore introduced the following new eployees:
Tanya welsh, police Records Technician I and Jamie sutton, Public
safety Communicator I.
Motion was made by councilman Kloecker, seconded by council-
woman Rowlison that the following items under the consent calendar
be approved, removing Item "H" Minutes of the December 20, 1993
regular Council Meeting, by the following Roll call Vote: Ayes:

RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY SETTING PRIORITIES
FOR PROJECTS ELIGIBLE FOR FUNDING FROM THE TRANSPORTATION
DEVELOPMENT ACT (TDA) ARTICLE 3 PROGRAM FUNDS THROUGH THE
CONGESTION MANAGEMENT AGENCY (CMA) AND THE METROPOLITAN
TRANSPORTATION COMMISSION (MTC).

APPEAL OF THE PLANNING COMMISSION'S DECISION AND THEREBY UPHOLDING
A DECISION OF THE PLANNING DIRECTOR TO DENY AN EXEMPTION UNDER THE
CITY'S RESIDENTIAL DEVELOPMENT ORDINANCE.

Mayor Protempore Gilroy noted that under the December 20,
1993 Minutes of the regular Council meeting re: the San Martin
center council authorized staff to work with Marie Juncker,
Executive Director of South County Housing on the issue, but did
not approve the project in concept.
Motion was made by Councilman Kloecker seconded by
Councilman Morales that the Minutes of the December 20, 1993
regular Gilroy city council Meeting be approved as amended,
specifically noting Marie Juncker, Executive Director of South
county Housing requested approval in concept and to allow staff to
work with her and Morgan Hill to address the issues. It was the
consensus of the council that staff work with Marie Juncker to
address the issues, notinq that no action was taken in reqard to
approval in concept, by the following Roll Call vote: Ayes:
councilmembers: Kloecker, Morales, Rogers, Rowlison, Valdez and
Gilroy; Absent: Councilmember: Gage.
The Mayor Protempore noted that it was the time and plaqe
scheduled for a public Hearing to consider the annual destruction
of removal of weeds and/or refuse constituting a public nuisance
in the city of Gilroy.
city Administrator Baksa explained the annual Weed Abatement
Program.
The Mayor Protempore asked if there was anyone in the
audience wishing to speak for or against the proposal. There was
no comment from anyone in the audience. The Mayor protempore
closed the Public Hearing.
Motion was made by councilman Kloecker seconded by
councilwoman Rowlison that the reading of Resolution No. 94-3 be
waived and that it be adopted.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY INSTRUCTING
THE CHIEF OF THE FIRE DEPARTMENT TO ABATE THE NUISANCE ARISING OUT
OF WEEDS GROWING AND REFUSE ACCUMULATING UPON LOTS OR IN FRONT OF
PROPERTY IN THE CITY OF GILROY, PURSUANT TO SECTION 12.51 OF THE
GILROY CITY CODE.
PASSED AND ADOPTED this 3rd day of January, 1994, by the following

city Administrator Baksa noted the strategic plan is
completed and distributed Goals & objectives to council for
prioritizing at the January 10, 1994 study session.
city Administrator Baksa distributed documents for council
to complete and bring to the January 10, 1994 study session for
the Retreat Facilitator.
city Administrator Baksa noted a letter from south County
Housing received too late for this agenda to be agendized on the
January 18, 1994 Agenda, requesting support for the San Martin
Living Center.
councilwoman Rowlison requested an update on the Secret
witness Program and noted Wee Tip Program information within the
contel Telephone Book. city Administrator Baksa noted the Secret
witness Program to be reinstituted January 4, 1994.
councilman Morales volunteered the services of attendees at
the Vocational Training Program in the county for preparation of
the community/Youth Center at sixth & Railroad streets. council-
woman Rogers commended councilman Morales for his idea.
councilwoman Rogers gave an update on the proposed Gun
Amnesty Program in regard to Bass Tickets and noted the need to
solicit other local businesses/agencies/organizations for prizes
for this event.

councilman Kloecker noted that the League of california
cities has requested his participation on a committee for Air
Quality Issues. He further noted that January and February
Meetings regarding consolidation of the Transportation Commission
would be addressed.
councilman Kloecker noted that the IOOF Facility has offered
their facilities to council for the council/Mgr. Retreat for no
fees and requested that same be agendized for council action
January 18, 1994.
