Imp .Area Regular Meeting April 4, 1994 Gilroy, california The Mayor led the Pledge of Allegiance to the Flag. pastor Malcolm MCPhail, First Assembly of God church gave the Invocation. The city clerk noted that the Agenda had been posted on March 31, 1994 at 10:14 a.m. present: Councilmembers: K. A. Mike Gilroy, paul v. Kloecker, charles s. Morales, suellen c. Rowlison, Pete valdez, Jr. and Donald F. Gage; Absent: councilmember: connie Rogers. 7:02 p.m. Motion was made by councilman Kloecker, seconded by Coun- cilwoman Rowlison that the following items under the consent calendar be approved, removing Item "B" Resolution in support of Coast Rail Line High speed passenger Train project by the follow- ing Roll call vote: Ayes: councilmembers: K. A. Mike Gilroy, paul v. Kloecker, charles s. Morales, suellen c. Rowlison, Pete valdez Jr. and Donald F. Gage; Absent: councilmember: connie Rogers: Minutes of the Regular Meeting of March 21, 1994; and Approved the following public Hearings for Maintenance District No.1: May 3, 1994 and June 6, 1994 as recommended. Discussed the proposed resolution in support of the Coast Rail Line Train project. Motion was made by councilman Kloecker seconded by councilman Morales that no action be taken at this time re: support of coast Rail Line High speed passenger Train project, to await action by the county, by the following Roll Call vote: Ayes: councilmembers: K. A. Mike Gilroy, Paul v. Kloecker, charles S. Morales, suellen c. Rowlison, Pete valdez, Jr. and Donald F. Gage; Absent: councilmember: connie Rogers. city Administrator Baksa presented a recommendation to approve the proposal of Marchione & spero Research center, Inc. for Design and Execution of a city services and community Information survey. Motion was made by councilman Kloecker seconded by councilman Morales and carried that the proposal of Marchione & Spero Research center, Inc. be approved for the Design and Execution of a city services and community Information survey as presented and recommended. The Mayor stated that it was the time and place scheduled for a Public Hearing to establish numerical limits of dwellings units to be permitted under the requirements of the city's Residential Development ordinance for the years 1995, 1996 and 1997 and that councilwoman Rogers requested that said hearing be continued to April 25, 1994. Motion was made by councilman Kloecker seconded by council- man Gilroy and carried that the Public Hearing to establish numerical limits under the Residential Development Ordinance be continued to April 25, 1994 as requested. The Mayor stated that it was the time and place scheduled for the public Hearing to consider levy of the annual assessment for the 1994 Fiscal Year for the Downtown Gilroy Business Improvement Area. city Administrator Baksa noted the Downtown Gilroy Business Improvement Area 1994 Annual Report prepared by the Advisory Board and that several protests were received just prior to this meeting and have not been calculated to date. Herman Garcia, owner of Garcia's card club and Restaurant, representing protestants of levying an assessment for 1994 Fiscal Year, addressed the council noting they oppose a levy of an assessment for the 1994 Fiscal Year. The Mayor asked if there was anyone further in the audience wishing to speak on the matter. There was no comment from anyone in the audience. The Mayor closed the Public Hearing and noted that the protest letters would be calculated and the matter would be continued to the April 18, 1994 regular council Meeting for further action at that time. council requested that this be an Unfinished Business item and not agendized as a consent calendar issue. The following informational items were noted with no separate discussion on same: customer service: Parks & Recreation Inter-office Memorandum In Appreciation of Equipment Maintenance Division; Director of Human Resources Inter-office Memorandum In Appreciation of Public Information Division; Gilroy police Department Employees of the Month of December 1993 and January 1994. (Officer Brett Johnson & Reserve officer Jeff scherck-Dec.'93; Detectives Norm chapin & Brenda Bergman- Jan. '94.); Mayor Gage In Appreciation of city council; county of Santa clara re: Booking Fees; special olympics Magazine Article Home & Garden, spring Edition; League of california cities Legislative Bulletin, #12-1994; State Department of water Resources re: statewide Legalization of Graywater use; status of the city's Long-Range Applications; and city's Response to Santa clara county Manufacturing Group re: Development Review Process. The Report of the Planning commission special Meeting of March 21, 1994 was noted. city Administrator Baksa distributed an overview of Economic Impact studies to be discussed at the Gilroy city council Study session of April 11, 1994. city Administrator Baksa gave an update on the American Leadership Forum noting certificate of Completion. councilwoman Rowlison gave an update on the solid Waste commission noting that a 2 cent per ton increase is being requested. councilman Kloecker gave an update on the Library Task Force regarding the proposed hours at the Gilroy Public Library if the ballot measure is approved.
