The Mayor acknowledged the Employee of the Month Award for June 1994, veronica Georges, Police officer, not present. Concurred to continue the continued Public Hearing to consider a General plan Amendment request to increase residential density on 10.2 acres from Low Density Residential to Medium Density Residential, located west of Kern Avenue, east of Santa Teresa Boulevard and north of Welburn Avenue, along the planned Extension of Mantelli Drive, Filice Family Estates, GPA 93-02 to september 19, 1994 as requested by south county Housing. The Hecker Pass Corridor Area Land Use study was noted for future discussion further explained by city Administrator Baksa. Motion was made by councilman Valdez seconded by Councilman Kloecker and carried to approve option #4 to schedule review and discussion of same during the city'S next major area-wide General plan land Use Element update. A recommendation on A/S 94-12 planned Unit Development (PUD) Design Approval for the development of a 56 unit apartment complex on property zoned R4-PUD (High Density Residential- planned Unit Development), located at the southeast corner of Kern and welburn Avenues, Albert Fortino, applicant was noted. The staff Report was noted and further explained by Planning Director Dorn. Motion was made by Councilman Gilroy seconded by councilman Kloecker and carried that staff be directed to prepare a resolution approving A/S 94-12 as presented and recommended. A recommendation on a proposed street Naming Policy was noted and further explained by city Administrator Baksa. Motion was made by councilman Valdez seconded by councilman Kloecker and carried that the Street Naming policy proposed be approved as recommended to include street names to be referred to Council for final approval. Councilwoman Rowlison voted "no" on the motion. council concurred that councilmembers Gage and Valdez remain as the two Council representatives on said Committee. The Mayor asked if there was anyone in the audience wishing to speak on any matter not on the agenda. Ms. Jackie March, President of Gavilan Hills Art Associa- tion, addressed the Council and noted the 3rd Annual Art Exhibit at the Gavilan college Library and presented a painting to the city from the city'S sister city - Monticelli d'ongina-Italy. Councilwoman Rowlison noted other exhibits entered by sister cities: st. clar, France and Takko Machi, Japan. Mr. David voytek, co-owner of Harvest Time Restaurant, addressed the Council congratulating the government students 6~~7 ~~ present in the audience and requested that the City and local businesses work together regarding graffiti incidents that have occurred throughout the city. The Report of the Personnel commission Meeting of July 11, 1994 was noted. Motion was made by councilman Kloecker seconded by council- man Valdez and carried that the recommendation to Reclassify Junior staff Accountant to Accountant II; senior Account Clerk to Supervising Account Clerk and new job descriptions of Accountant II and supervising Account Clerk be approved as recommended. Motion was made by councilman Kloecker seconded by Council- man Valdez and carried that the recommendation of title changes for Supervising officer to Corporal; Resource Management Coordi- nator to Environmental Program coordinator; and Public Informa- tion Technician to Public Information Coordinator be approved. city Administrator Baksa noted the update on the Water Conservation Program. city Administrator Baksa gave an update on Golf Course Master plan and noted inclusion of shapell project proposal regarding a Golf Course. city Administrator Baksa explained the Police chief's Advisory committee further explained by Police Chief sumisaki. Councilman Kloecker requested information on goals, activi- ties, etc. of this Committee to council on a continuing basis. Councilman Gilroy requested a presentation from the city of Salinas regarding their Advisory Committee Program at some future date. councilman Morales requested an update on the effect of the city's present curfew ordinance. city Administrator Baksa gave an update on the Joint GilrOY/Morgan Hill study session, July 21, 1994 at 7:00 p.m. in Morgan Hill regarding adjustments of refuse rates. city Administrator Baksa noted a recommendation on a Memorandum of understanding with the cities of Hollister, Gilroy, Morgan Hill, and San Juan Bautista regarding cable TV is forthcoming. council agreed to table proposed charter amendments to a future date. set september 15, 1994 at 7:00 p.m. as a Joint Council/chamber study Session. At 9:01 p.m. the Mayor declared a Recess and reconvened the meeting at 9:07 p.m. council agreed that the proposed policy on Economic Impact Report requirements be agendized in september sometime after the Joint council chamber study Session. set september 12, 1994 at 7:00 p.m. as a Council Study Session regarding council Goals and objectives - strategic Plan. Adjrnmt. 653~J City Administrator Baksa noted that there would be a presentation of the Thomas Road sports complex at the July 25, 1994 regular council Meeting. Councilwoman Rowlison gave an update on the Joint Venture _ silicon Valley Network re: Healthy Region Consortium project scheduled for a round table discussion July 22, 1994 in Cupertino to establish some health project for attendance by staff and Council Representatives at a future date in september. Councilman Morales gave an update on the Hall of Fame Awards for presentation september 16, 1994 and noted nominations on Chamber of Commerce forms need to be made before August 1. Councilwoman Rogers gave an update on the Visitors' Bureau Advisory council noting that carrie Dexter was recently appointed Executive Director of the visitors' Bureau. councilwoman Rogers noted that she and councilwoman Rowlison recently met with the "Good old Girls" (elected Women of Santa Clara County) and will be meeting in Gilroy and touring the Gilroy area on september 30, 1994. Councilman Kloecker requested a study session Briefing by the County before Council and Planning commissioners regarding the proposed County General plan revisions for a date prior to the Public Hearings to allow for city input. Councilman Kloecker gave an update on ABAG Committee and Board noting that recommendations on state Constitution revisions will be presented to the cities for input sometime in september for action at the ABAG General Meeting in December, 1994. councilman Gilroy noted that he would not be present at the August 1, 1994 regular council due to an out-of-state event. councilman Gilroy noted the Annual Golf Tournament Fund Raiser Event for Youth of Gilroy scheduled for september 23, 1994; Golf Fees $85.00; Barbecue Tickets $15.00 which can be obtained from Herman Garcia, and noting volunteers are needed. councilman Gilroy reported on the successful senior skills workshop and that another meeting is scheduled for September 12, 1994 and proposal to meet with seniors in other areas of the city. It was suggested that the council hold a Ceremonial Meeting at the old city Hall upon completion of construction. The Mayor noted the following meetings/events: Leadership Forum, July 21, 1994 - 7:30 a.m.-9:00 a.m., Gilroy senior Center Meeting Room, 7371 Hanna street, Gilroy;and city of Gilroy Annual Barbecue, August 20, 1994 - 4:00 p.m. to 11:00 p.m., christmas Hill Park.
