Regular Meeting

The Mayor led the Pledge of Allegiance to the Flag.
Father Jim wilson, st. stephen's Episcopal church gave the
Invocation.
The city Clerk noted that the Agenda had been posted on
January 19, 1995 at 8:45 a.m.
Present: councilmembers: K. A. Mike Gilroy, Paul V.
Kloecker, Charles s. Morales, Connie Rogers, suellen C. Rowlison,
Pete valdez, Jr. and Donald F. Gage. - 7:00 p.m.
Motion was made by Councilman Kloecker, seconded by Coun-
cilman Gilroy that the following items under the Consent Calendar
be approved by the following Roll Call Vote: Ayes: councilmem-
bers: K. A. Mike Gilroy, Paul v. Kloecker, Charles s. Morales,
Connie Rogers, suellen C. Rowlison, Pete valdez, Jr. and Donald
F. Gage;

Approved Budget Amendments/Transfers as recommended; and
Approved the sixth Amendment to the Agreement to Provide
Local Law Enforcement Agency Access to the California
Identification system.
Planning Director presented and explained a recommendation
of revisions to the Affordable Housing Exemption from the RDO
Process.
Discussion was had by Council on the matter.
Motion was made by Councilman Kloecker seconded by Council-
man Valdez and carried that the revisions to the Affordable
Housing Exemption from the RDO Process be approved as recommended
with an additional requirement that council shall receive a
report of the marketing efforts and results of attempt to sell to
low income buyers.
Councilman Kloecker recommended that Council decision to
approve or modify RDO allocations as recommended by the Planning
commission be continued to the February 6, 1995 regular meeting
to allow for receipt of pending information from the FPPC re:
the Mayor's possible conflict of interest in participating in the
decision. council concurred. (Public Hearing held 12-5-94;
Council decision continued to 12-19-94; 1-7-95 and 1-23-95.)
Councilman Morales suggested that Council meet with the
Planning Commission to strengthen the RDO Process.
Motion was made by Councilman Kloecker seconded by council-
man Gilroy and carried that Councilwoman Rogers be appointed as
the city's representative on the Santa Clara County Library Joint
Powers Authority. city Administrator Baksa noted Pat Snar,
Museum Coordinator has been attending the meetings in behalf of
the city.
The Mayor asked if there was anyone in the audience wishing
to speak on any item not on the agenda. There was no comment
from anyone in the audience.
The Mayor noted the following informational items with no
separate discussion on same:
Falcon Cable'S summary of Response to Council on January 3,
1995 re: KOFY-TV;
santa Clara County cities Association re: Limiting Number
of cable Rate Increases;
Proclamation Issued by Mayor Gage: st. Joseph's Family
Center Week - March 12-18, 1995; and
League of California cities Legislative Bulletin #2 - 1995.
The Minutes of the Parks & Recreation Commission Meeting of
December 13, 1994 were noted.
The Minutes of the senior Advisory Board Meeting of
November 21, 1994 were noted.
The Minutes of the Library & culture Commission Meeting of
January 10, 1995 were noted.
city Administrator Baksa gave an update on the Councill
Manager Retreat and distributed goals and objectives to Council.
City Administrator Baksa distributed the Fourth Quarterly
Reports.
Council concurred with staff pursuing land acquisition from
the County for property at the northeast corner of Monterey
street and Hornlein Court as noted by city Administrator Baksa.

The Mayor requested council assistance at the st. Joseph's
Dinner scheduled for March 18, 1995. Councilmembers Morales and
Rogers volunteered to assist.
councilwoman Rowlison gave an update on the silicon valley
Joint Venture Meeting.
councilman Valdez noted Falcon cable information before the
FPPC.
councilman Gilroy gave an update on the Gilroy Downtown
Development corporation noting a calendar of scheduled events
would be on the February 6, 1995 Council Agenda.
The city's 125th Anniversary, March 12, 1990 was noted and
briefly discussed in regard to a possible ceremony for the event.
city Administrator Baksa noted councilmembers Rogers and
Rowlison as~theonly" councilinemberswho have given him topics for
saturday's council/Manager Retreat. Councilman Kloecker noted
that he would provide topics to city Administrator tomorrow.

Gilroy city council study session, Monday, January 30, 1995
- 7:00 p.m., Council Chambers, city Hall, 7351 Rosanna street,
Gilroy, re: capital Improvement Budget 1995-2000; and
Gilroy city council study session, Monday, February 13,
1995 - 7:00 p.m., Council Chambers, city Hall, 7351 Rosanna
street, Gilroy, re: Discussion of Changes in Redevelopment Laws
and Effect Upon city of Gilroy.
