The Mayor led the Pledge of Allegiance to the Flag.
Pastor Bob Achilles, Trinity Bible Church, gave the
Invocation.
The city clerk noted that the Agenda had been posted on
February 16, 1995 at 12:25 p.m.

The Mayor presented the Employee Award for the Month of
January 1995, to Kathy Sakahara, part-time employee.
The Mayor recognized Volunteers of the Months of January
1995 - Jacqui Carrasco and February 1995 - Bill strange.
The Mayor presented a proclamation for Mediation week,
March 19-25, 1995 to Scott Mathews, volunteer of project
sentinel.
Motion was made by councilman Gilroy, seconded by council-
man Kloecker that the following items under the consent calendar
be approved by the following Roll Call Vote: Ayes: councilmem-

Approved Property Improvement Agreement #94-31, custom One,
Inc. as recommended.
city Administrator Baksa presented a recommendation to
award the bid of Fax Masters in the amount of $46,271.00 for a
Document Imaging/scanning project, further explained by senior
plan Review Technician McDonald.
Motion was made by Councilwoman Rowlison seconded by
Councilman Morales and carried that the bid of Fax Masters in the
amount of $46,271.00 be awarded for a Document Imaging/scanning
project as recommended.
The Mayor stated that it was the time and place scheduled
for a Public Hearing to consider a Tentative Map request of
Kaufman & Broad to subdivide a parcel totalling approximately
2.54 acres into a fifteen (15) lot single Family Residential
subdivision on property located on the north and south side of
Mantelli Drive, west of Wren Avenue, TM 94-06.
The staff Report was noted and further explained by planner
III Faus, noting that the Planning commission had added condition
#15, specifically to be: The developer shall also pay the costs
of any land purchase for the ultimate right-of-way and ease-
ments. The developer shall, within 21 days after Council
approval of the tentative map, deposit the estimated cost of all
condemnation expenses with the city of Gilroy's Department of
Public Works. All easements and rights-of-way must be dedicated
and/or deeded to the city of Gilroy before final map approval.
The Mayor opened the Public Hearing and asked if there was
anyone in the audience wishing to speak on the proposal.
Andy Holiday, 770 Ramona Way, addressed the council and
inquired of the time when the roadway will be constructed and
installation of stop signs at the Kern Avenue/Mantelli Drive
Intersection, further explained by Director of Public Works
Allen.
Armenta Jensen, representing Greiner Engineering, addressed
the council in regard to her opinion of Kaufman & Broad's prior
performance in completing a project to be expedient.
The Mayor asked if there was anyone further in the audience
wishing to speak. There was no comment from anyone in the
audience. The Mayor closed the Public Hearing.
Motion was made by councilman Kloecker seconded by council-
man Morales and carried that staff be directed to prepare a
resolution approving TM 94-06 as recommended, including the 15
mitigation measures noted.
The Mayor stated that it was the time and place scheduled
for a Public Hearing to consider a Tentative Map request of MVW
Partners to subdivide parcels totalling approximately 15.62 acres
into a five (5) lot commercial subdivision, TM 92-03.
The staff Report was noted and further explained by Planner
III Faus.
The Mayor asked if there was anyone in the audience wishing
to speak for or against the proposal. There was no comment from
anyone in the audience. The Mayor closed the Public Hearing.
Motion was made by councilman Kloecker seconded by
councilman Valdez and carried that staff be directed to prepare a
Resolution approving TM 92-03 as recommended.
city Administrator Baksa provided council with additional
information in regard to council questions regarding the 1995-
2000 capital Improvement Budget.

Motion was made by councilman Gilroy seconded by councilman
Kloecker and carried that action on the capital Improvement
Budget be continued to the February 27, 1995 regular meeting in
order to allow council time to study the additional information
provided.
councilwoman Rogers requested additional study be given to
a pedestrian bridge over the slough between chestnut and Lewis
streets, availability of TDA3 Funding and property owners
regarding the right-of-way issue for said bridge.
An ordinance amending section 15.113 of the Gilroy city
code relating to storage of abandoned, wrecked, dismantled or
inoperative vehicles on private property was noted and further
explained by city Administrator Baksa.
Motion was made by councilman Kloecker seconded by
councilman Gilroy and unanimously carried to read the ordinance
by title only and waive further reading of the ordinance. The
Clerk read the title of the ordinance.
Motion was made by councilman Kloecker seconded by
councilman Gilroy and carried that the ordinance be introduced
and published by title and summary.
The Mayor asked if there was anyone in the audience wishing

(The city Administrator noted that Greyhound Lines will provide
service at the same location but will change Management under a
franchise arrangement.);

Joint Venture: silicon valley White Paper for california
constitution Revision commission. (councilman Gilroy noted that
the city needs to address the city'S position on this matter.
councilman Kloecker noted that he would give an update on the
Revision committee at the next regular council Meeting);
Report on street Pole Decoration/Banners - 1994 Holiday
Season; and
certificates of commendation Issued by Mayor Gage to Honor
Local Residents of the community in conjunction with the American
Red Cross-south county Branch Programs.
The Report of the Planning commission Meeting of February
2, 1995 was noted.
A staff Report on A/S 93-05 planned unit Development Design
Approval on approximately 14.62 acres was noted as zoned CM-PUD
Adjrnmt.

, resolution approving A/S 93-05 as recommended by the planning
commission.
A staff Report on A/S 94-31 planned unit Development Design
approval on approximately 12.8 acres was noted as zoned R1-PUD
(single Family Residential planned unit Development), to allow
construction and development of a 64 lot single family residen-
tJal subdivision, on property located on the west side of Thomas
Road, northeast of Santa Teresa Boulevard, Kaufman & Broad,
applicant, further explained by planner III Faus.
Motion was made by councilman Kloecker seconded by council-
man Gilroy and carried that staff be directed to prepare a
resolution approving A/S 94-31 as recommended by the planning
commission.

Conservation Program.

to councilmembers.

to be scheduled for August 1995 would be agendized on the
February 27, 1995 regular council Agenda.
city Administrator Baksa noted the Joint Planning commis-
sion council study session of March 13, 1995 re: expectations and
philosophies and council study session of April 10, 1995 re: AB
939 and proposed charter Revisions.
The Mayor noted the Exchange Clubs to Dedicate a Freedom
Shrine to council prior to the March 6, 1995 regular council
Meeting.
The Mayor noted the st. Joseph's Fund Raiser, March 18,
1995, requesting council volunteers to assist at this event.
councilwoman Rowlison gave an update on the solid Waste
commission Meetings.
councilwoman Rogers noted solicitation of entry forms for
citizens seeking to ring the old city Hall Bell at the March 12,
1995 Birthday celebration scheduled from 1:00 p.m. to 4:30 p.m.
It was noted that the drawing would be at 6:00 p.m. in the
Council Chambers prior to the March 6, 1995 Regular council
Meeting. she also noted additional events scheduled during the
1995 year in conjunction with the city'S Birthday.
councilman Morales noted a scheduled Meeting of the
Birthday Committee on March 2, 1995 in the Employees' Lounge,
city Hall at 7:00 p.m. and solicits other organizations to
participate.
At 8:50 p.m. the Mayor adjourned the meeting.
