The Mayor stated that it was the time and place scheduled for a Public Hearing to consider the city of Gilroy'S 21st year Housing and community Development Block Grant (CDBG) application. Councilman Kloecker declared a conflict of interest and noted that he would be able to discuss and vote upon the city projects only. The staff Report was noted and further explained by HCD Grant coordinator, Em Rojas. Leonard Hale, Chairman of the citizens' Advisory committee, addressed the council and explained their recommendation regard- ing funding for the applicants. He requested council seek alter- native funding in future years for the community Youth Center. The Mayor opened the Public Hearing and asked if there was anyone in the audience wishing to speak for or against the proposals. The following addressed the council representing the applicants: Ann Marquart, project sentinel, noted that they have limited services and urged council to be aware of the administra- tive costs and that no other funds are available for the city'S services provided. Maria Provencio noted that Administrative Funds can be used per federal guidelines; Lisa Brughera, south county Housing, supporting the recommendation of the citizens' Advisory Committee; Liz Auton, Emergency Housing consortium, agreed with the recommendation of the Emergency Housing consortium; Eleanor villareal, odd Fellows-Rebekah childrens' Homes, requested council support for funds recommended; and 6630 Santa Teresa Corr. Study RDO Marge Albaugh, st. Joseph's Family Center requested Council support for funds recommended. The Mayor asked if there was anyone further in the audience wishing to speak. There was no comment from anyone in the audience. The Mayor closed the public hearing. Motion was made by councilman Kloecker seconded by Council- man Valdez and carried that $468,150. be approved for projects as recommended by the citizens' Advisory Committee under the cate- gories of Administration, code Enforcement and other projects. At 7:55 p.m. Councilman Kloecker left the Council table. Further discussion was had by council on the matter. Councilwoman Rogers requested a narrative on each project that receives funding as to how these projects meet the priorities of the Council. councilman Gilroy complimented the Citizens' Advisory Committee and noted that Council should submit their priorities at an earlier date. Motion was made by Councilman Gilroy seconded by Council- woman Rowlison and carried that $110,850. be approved for Public service projects as recommended by the Citizen's Advisory Committee. councilman Kloecker absent. At 8:20 p.m. Councilman Kloecker entered and took his seat at the council table. Motion was made by Councilman Kloecker seconded by Council- man Gilroy and carried that Councilwoman Rogers be appointed as the Council's representative on the Santa Teresa corridor study Task Force. Motion was made by Councilman Gilroy seconded by Councilman Kloecker and carried that the following citizens be appointed to the Task Force: George Champion and Tim Filice, property owners; Robert B. Miller, resident of Mesa Ranch neighborhood, and phil Buchanan as the citizen-at-large. Planning Director Dorn presented and explained a recommen- dation on performance dates for all RDO Projects. Larry willard, addressed the Council in regard to financing parameters. Motion was made by Councilman Kloecker seconded by council- man Morales and carried that the proposal for performance dates for all RDO projects be approved in concept as recommended by staff and modified by Council for RDO projects, eliminating Item #5.
