The Mayor led the Pledge of Allegiance to the Flag.
Pastor Mark wilson, Four Square Foothill church gave the
Invocation.
The city clerk noted that the Agenda had been posted on
April 20, 1995 at 11:16 a.m.
Present: councilmembers: K. A. Mike Gilroy, Paul V.
Kloecker, charles S. Morales, connie Rogers, suellen C. Rowlison,
Pete valdez, Jr. and Donald F. Gage. - 7:00 p.m.
The Mayor introduced congresswoman Zoe Lofgren noting that
she now has local offices and noted a luncheon at Marie callenders
on April 27, 1995.

The Mayor presented a certificate of Appreciation to Scott
Weaver, Volunteer of the month of April, 1995.
Motion was made by Councilman Kloecker, seconded by Council-
man Valdez that the following items under the Consent Calendar be
approved removing Item "A" re: Alcoholic Beverage Control
Licensing by the following Roll Call Vote: Ayes: councilmembers:
K. A. Mike Gilroy, Paul V. Kloecker, Charles s. Morales, Connie
Rogers, Suellen C. Rowlison, Pete Valdez, Jr. and Donald F. Gage;
Approved South County Housing Request for RDO Exemption as
recommended;
Declared surplus Equipment and disposal thereof as
recommended;
Approved Budget Amendments/Transfers as recommended; and
Approved Property Improvement Agreement #95-09, silicon
Valley Diversified, Inc. as recommended.
Discussion was had regarding Alcoholic Beverage Control
Licensing further explained by city Administrator Baksa.
Motion was made by Councilman Kloecker seconded by Council-
man Gilroy and carried that the Police Chief be designated as the
delegate to determine whether or not public convenience and
necessity are met to a Subordinate Agency re: Alcoholic Beverage
Control Licensing, requesting Council be advised of applications
denied and method used in determining same. Council also
requested a report on the city'S present quota and number of
establishments in each census tract (current status).
city Administrator Baksa presented a recommendation to
approve the selection of Rain For Rent's two year bid for the
Gilroy Food Processor Rental Irrigation system further explaining
same.
Motion was made by Councilman Kloecker seconded by Council-
man Morales and carried that the selection of Rain for Rent's two
year bid be approved for the Gilroy Food Processor Rental
Irrigation system as recommended.
city Administrator Baksa noted a presentation and recommen-
dation to approve Kern Avenue Park Master plan, further explained
by Parks & Recreation Director Connelly and Jay Beals, AlA of the
project.
Motion was made by councilman Kloecker seconded by
councilwoman Rogers and carried that the Kern Avenue Park Master
Plan be approved as presented.
city Administrator Baksa presented a recommendation to
approve an Agreement for Boykin/south county Housing/city
property trade located on the west side of Kern Avenue between
Mantelli Drive and Rod Kelly school for street improvements
including removal of the hazardous oak tree on city property.
Director of Public Works Allen noted there has been a long
time need for additional roadway width on Kern Avenue and
pedestrian facilities between the school and Mantelli Drive, in
addition to completion of Mantelli Drive by south county Housing.
He noted the Boykin property owners have agreed to the proposed
agreement but want to maintain the size of their property and
would dedicate a portion of their property to south county Housing
for roadway purposes, in turn the city would adjust the Boykin
property lot line with the city'S parcel and South County Housing
would reimburse the city the amount the city paid for the property
in 1991.
The city Attorney emphasized that the improvements for
Mantelli Drive have been long requested and very much to the

public benefit; City is being paid the cost of acqu~r~ng the
property but will also receive improvements that the city has
wanted for a long time on both streets (Kern and Mantelli).
Motion was made by Councilman Kloecker seconded by
Councilwoman Rogers and carried that the Agreement for the
Boykin/south County Housing/City property trade be approved as
presented and recommended.
Director of Public Works Allen explained the recommendation
to remove the hazardous oak tree located on city property.
Motion was made by Councilman Morales seconded by Councilman
Valdez and carried that the hazardous oak tree be removed as
recommended. Councilmembers: Rogers and Rowlison voted "no" on
the motion.

The Minutes of the Parks & Recreation commission Meeting
March 21, 1995 were noted.
The Minutes of the senior Advisory Board Meeting of March
20, 1995 were noted.
The Minutes of the Library & culture commission Meeting of
April 11, 1995 were noted.
The Minutes of the Handicap Board of Appeals Meeting of
April 13, 1995 was noted.
city Administrator Baksa gave a Presentation of the City of
Gilroy's Administrative Reorganization proposal.
city Administrator Baksa distributed Quarterly Reports to
Council.
city Administrator Baksa presented a recommendation that the
city allow payment by Visa or Master Card for utility bills,
building permits and Parks & Recreation Fees.
Council had no objection to the recommendation to allow
customers to utilize visa or Master Cards for payments.
city Administrator Baksa noted the need for a Study Session
of Council tentatively scheduled for May 8, 1995 in regard to the
city'S policy for requirement of Economic Impact Reports.
Councilwoman Rowlison noted a Gilroy Youth Center Fund
Raiser at the Gilroy Skating Rink on May 1 and Conference on Arts
at Gavilan College on May 20, 1995.

Councilman Morales reported on the Santa Clara County cities
Association recent meeting and noted May 12 as Senior Day and fund
raiser for Wheeler Manor requesting Council Volunteers to sell
newspapers between 6:00 a.m. and 11:00 a.m.
councilwoman Rogers gave an update on the Gilroy Visitors'
Bureau and the Joint Powers Library Group noting increase in
Gilroy Library's staff and hours open per week. she also
requested the Library & culture Commission nominate a commissioner
to meet with the Joint Powers Group approximately every two
months.
councilman Kloecker gave an update on the ABAG General
Assembly; Agriculture Land Use Committee Meeting; and State
Constitution Revision Committee.
Councilman Gilroy noted a Dance Performance at Brownell Gym
7 p.m. on April 27, 1995 Grades 1-6.
Councilman Kloecker noted the Gilroy High School choir
performance April 26 at the presbyterian Church.
Councilman Morales inquired of the South Valley School
Swimming Pool issue. City Administrator Baksa noted it will be
closed after this season due to lack of funds.
At 9:40 p.m. the Mayor adjourned the meeting.
