The Mayor led the pledge of Allegiance to the Flag.
Pastor Kevin wilson, Gilroy Bible Church gave the
Invocation.
The city Clerk noted that the Agenda had been posted on
April 27, 1995 at 9:20 a.m.
Present: councilmembers: K. A. Mike Gilroy, Paul V.
Kloecker, Charles s. Morales, Connie Rogers, suellen C. Rowlison,
Pete Valdez, Jr. and Donald F. Gage. - 7:00 p.m.
Motion was made by councilman Gilroy, seconded by Councilman
Kloecker that the following items under the Consent calendar be
approved removing Item "B" re: ordinance Amending chapter 4 of the
city code re: Animal control by the following Roll call Vote:

Approved Budget Amendments/Transfers as recommended;

Discussion was had regarding the ordinance Amending chapter
4 of the city Code re: Animal Control.
Motion was made by Councilman Kloecker seconded by
Councilman Valdez that the reading of ordinance No. 95-9 be waived
and that it be adopted.

CHAPTER 4 OF THE GILROY CITY CODE RELATING TO ANIMAL CONTROL.

The HCD Consolidated plan previously distributed to council
was noted and further explained by HCD Grant Coordinator Rojas.
Motion was made by Councilman Morales seconded by councilman
Valdez and carried that the HCD Consolidated plan be approved with
the minor change re: low and very low income requested by
Councilman Gilroy.
Motion was made by Councilman Kloecker seconded by Council-
man Valdez and carried that Councilman Morales be appointed as the
Council Representative to the south county Agricultural Study Task
Force and that the Planning commission select a representative
from their commission for the second appointment as recommended by
the Mayor.
The Historical society presented council with T-shirts
commemorating the 125th city Anniversary and thanked the Council
for the grant to purchase the shirts. Pat Snar, Recreation
coordinator/Museum gave an update on the Historical Society's up-
coming projects.

The Minutes of the south county Regional Wastewater
Authority Meeting of February 28, 1995 were noted.
city Administrator Baksa noted the Cable Refranchising
Meeting of May 24, 1995 at 7:30 p.m. in the Gilroy council
chambers with councilmembers, city of Hollister, Morgan Hill and
San Juan Bautista.
council concurred with Budget study sessions of May 23 and
25, 1995, time to be decided.
Motion was made by councilwoman Rogers seconded by council-
man Kloecker and carried that councilman Valdez be appointed as
the city'S representative on the cable Refranchising Ascertainment
Task Force.
The Mayor noted that he is a participant with the Mayors of
Monterey and Watsonville on a Health Issue sponsored by KSBW TV
and will be wearing a pedometer to measure his steps.
councilwoman Rowlison gave an update on the Water commission
Meeting.
The Mayor noted the Santa Clara valley Water District will
hold a Public Hearing in the council chambers May 2 at 7:00 p.m.
on Water utility Rates.
councilman Morales noted Senior Day May 12 co-sponsored by
the Dispatch to benefit Wheeler Manor and urges council to I
participate in selling newspapers and noted the evening basketball
event at the Elks Lodge for the scholarship Fund sponsored by the
Hispanic chamber of Commerce.
councilman Morales noted receipt of the Governor's
Preservation Award to the city for the old city Hall Restoration
project and noted that the city should support restoration of
other buildings in the city to maintain historical heritage.
councilwoman Rogers noted that she, Councilmembers Morales,
Kloecker and valdez and Pat Snar attended the Governor's Preserva-
tion Award Ceremonies in Sacramento noting the award was one of
eleven awards received throughout the state. she also urged
purchase of the 125th Anniversary T-Shirts at various businesses
throughout the city.

councilman Kloecker noted that those attending Sacramento
met with Senator Mello who congratulated the city for receiving
the Governor's Award.
Councilman Kloecker recommended the city oppose AB 1340 and
further explained same. Motion was made by councilman Kloecker
seconded by Councilman Valdez and carried that the city oppose AB
1340 legislation and forward letters to Assemblyman Frusetta and-
the city's Association urging they oppose same to extend this
legislation to include Santa clara county. Councilwoman Rogers
voted "no" on the motion.
Councilman Gilroy noted the performing Arts dance perfor-
mance at Jordan school - Grades 1-6 and noted that the city and
school should cooperatively obtain a facility in the community for
these types of performances.
At 8:00 p.m. the Mayor adjourned the meeting.
