Mayor Protempore Rowlison led the Pledge of Allegiance to
the Flag.
Pastor Mark Wilson, Foursquare Foothill church gave the
Invocation.
The city Clerk noted that the Agenda had been posted on
July 20, 1995 at 9:00 a.m.

Month of July 1995 to Rosie sickmiller, assisting with channel 34
operations.

Road widening. Discussed proposed median strip for the project.
At 7:23 p.m. Community services Director connelly (formerly
Parks & Recreation Director) introduced staff: Gayle Glines,
Recreation Services Manager~ Mark Dover, Youths' sports
coordinator~ and Sandra sammut, Recreation Coordinator who gave _,
the Departmental Report.
At 8:13 p.m. the Mayor Protempore reconvensd the meeting.
City Administrator Baksa presented a recommendation to award
the bid of unisource in the amount of $16,134.00 for paper
purchase further explained by Acting purchasing Agent Quiroz.
Motion was made by Councilwoman Rogers seconded by council-
man Kloecker and carried that the Bid of unisource be awarded in
the amount of $16,134.00 for paper purchase as recommended.

city Administrator Baksa presented a recommendation to award
the bid of Genesys ATE, Inc. in the amount of $19,530.00 for
computers and printers.
Motion was made by councilman Kloecker seconded by council-
man Morales and carried that the bid of Genesys ATE, Inc. be
awarded in the amount of $19,530.00 for computers and printers as
recommended.
city Administrator Baksa presented a recommendation to award
the bid of collishaw Construction Inc. in the amount of $1,347,145
for Uvas creek Park Preserve project further explained by Park
superintendent Headley.
The Mayor Protempore invited bidders to speak on the matter.

Inc. addressed the council, prepared to answer any questions.
Motion was made by councilman Kloecker seconded by council-
man valdez and carried that the bid of collishaw Construction Inc.
be awarded in the amount of $1,347,245.00 for Uvas Creek Park
Preserve project as recommended.
An ordinance rezoning from R3 (Medium Density Residential)
to R3-PUD (Medium Density Residential) planned unit Development on
property located west of Kern Avenue, south of the future Mantelli
Drive Extension, city of Gilroy, Applicant, Z 95-05 was presented.
The public Hearing was held July 17, 1995.
Motion was made by councilman Kloecker seconded by
man valdez and unanimously carried that the ordinance be
title only and waived further reading of the ordinance.

Motion was made by councilman Kloecker seconded by council-
man valdez and carried that the ordinance be introduced and
published by title and summary, approving rezoning of Z 95-05.
Parks superintendent Headley presented the Master plan for
the willey Cultural center and introduced craig Mineweaser, AIA,
who further explained the Plan.
Motion was made by councilman Kloecker seconded by council-
man valdez and carried that the Master plan be approved for the
willey cultural Center as presented.
city Administrator Baksa presented and explained the
Drainage channel and utility corridor Development policy as
recommended by the Planning and Parks & Recreation Commissions
further explained by Park superintendent Headley.
Motion was made by councilman Morales seconded by
councilwoman Rogers and carried that the Drainage Channel and
utility corridor Development policy be approved as recommended by
the Planning and Parks & Recreation commissions.
Motion was made by councilman valdez seconded by
Councilwoman Rogers and carried that councilman Kloecker be
designated as voting Delegate for the League Annual conference,
october 22-24, 1995 and councilman Morales as Alternate Delegate.
community Development Director Allen presented and explained
a request of South county Housing for deferral of development fees
for the Glenbrook Gardens project near Kern & Mantelli.
Motion was made by councilman Kloecker seconded by
councilman Valdez and carried that development fees for the
Glenbrook Gardens project be deferred as requested by South county
Housing for this project only as a pilot program as recommended.

city Administrator Baksa noted Staff attending the Santa
Clara Valley Manufacturing Group Meetings and distributed the
organization's report to council.
city Administrator Baksa distributed the Quarterly Report to
councilmembers.
councilmembers on the Joint City/School Liaison committee
preferred september 27, 1995 - 5:15 p.m. date for their next
meeting.
The city Attorney recommended council take action on an
immediate need to appoint an alternate to the South county
Regional Wastewater Authority for action needed at their July 25,
1995 meeting and noted that a quorum was not expected which arose
since the agenda was published.
Motion was made by councilman Kloecker seconded by Council-
man Valdez and unanimously carried to add appointment of an
Alternate to SCRWA for the July 25, 1995 meeting to the Agenda as
an urgency matter.
Motion was made by Councilman Kloecker seconded by Council-
man Valdez and carried that Councilman Morales be appointed as
Alternate representative on the SCRWA for their July 25, 1995
meeting.
The city Attorney noted that arguments for ballot measures
on the November 7, 1995 Ballot are due on August 18, 1995 and
asked if council wished to author an argument for same.
council indicated that charter Arguments be prepared by
staff for action at the next regular Council Meeting including
action regarding authoring an argument for the Referendum Measure
"0".
The Mayor Protempore reported on the City'S contribution to
the Joint Venture silicon Valley.
Mayor Protempore suggested a city display be considered at
the Annual League Conference regarding the City'S Volunteer
Program.
councilwoman Rogers reported that the Visitors' Bureau have
noted their desire to provide information for a display the city
may have at the Annual League Conference.

Mayor Protempore Rowlison noted the paintings displayed at
the Visitors' Bureau office.
Councilman Morales suggested that the city Volunteer Program
have a booth at the Hispanic and Garlic Festivals.
The city Attorney noted that she should not author an
argument for the measures as she will be authoring the Impartial
Analysis.
councilwoman Rogers requested that Council consider those
councilmembers in favor of the storm Drain Fee Ordinance to author
an argument in opposition to the Referendum measure as she will be
absent at the August 7, 1995 regular council Meeting.
councilman Valdez noted the Garlic Festival Event July 28-
30, 1995 for the benefit of the television viewers.
councilman Morales expressed a "Get well soon" message to
Mayor Gage.
councilwoman Rogers gave an update on the Housing Element
Task Force and Joint Powers Library Board Meetings noting the
Board toured the Libraries within the county and that the Gilroy
Library will be on Internet soon.
councilwoman Rogers thanked councilman Morales and the His-
panic chamber for donation toward the 125th Anniversary Banners.
She noted preparations for the Garlic Festival are going well.
councilman Kloecker requested authorization to author a
letter regarding the rotation of Board of Directors of the
Transportation Agency further explaining same.
Motion was made by councilman Kloecker seconded by council-
man Valdez and carried that councilman Kloecker be authorized to
author a letter that the city supports status quo on the rotation
of Board of Directors of the Transportation Agency as explained.
councilman Kloecker gave an update on the constitution
Revision committee (ABAG) Meetings in sunnyvale noting a prelimi-
nary proposal will be sent to the legislature and four to five
months of public review throughout the state and input for the
public Hearings from the Bay Area should be complete by october
1995.
Mayor Protempore Rowlison reported that city councils of
this county were invited to attend the Garlic Festival.
At 9:38 p.m. the Mayor Protempore adjourned the meeting.
