The Mayor presented the Employee Award for the Month of July, 1995 to Jerry Thome, Facilities Maintenance specialist. The City Attorney recommended that Council take action declaring its intent to vacate a portion of Welburn Avenue as a public street prior to action on the bids received for Welburn Avenue Improvement Project. City Administrator Baksa and city Engineer Smelser explained the city'S intent to vacate a portion of Welburn Avenue as a public street. Motion was made by Councilman Kloecker seconded by Councilman Gilroy that the reading of Resolution No. 95-66 be waived and that it be adopted. RESOLUTION NO. 95 - 66 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY DECLARING ITS INTENT TO VACATE A PORTION OF WELBURN AVENUE AS A PUBLIC STREET. PASSED AND ADOPTED this 5th day of september, 1995, by the following vote: AYES: COUNCILMEMBERS: NOES: ABSENT: GILROY, KLOECKER, MORALES, ROGERS, VALDEZ and GAGE None ROWLISON. COUNCILMEMBERS: COUNCILMEMBER: City Administrator Baksa presented a recommendation to award the bid for welburn Avenue Improvement project to Granite Construction in the amount of $725,725.00. Motion was made by Councilman Kloecker seconded by Council- man Morales and carried that the bid of Granite Construction in the amount of $725,725.00 be awarded for the Welburn Avenue Improvement project as recommended. City Administrator Baksa presented and explained a recommen- dation to award the bid of unisys for the 2200/300 computer Replacement of the city's Mainframe computer System. At 7:25 p.m. Councilwoman Rowlison entered and took her seat at the Council table. Discussion was had by council on the proposed bid of Unisys and computer replacement. Motion was made by Councilman Valdez seconded by councilman Valdez and carried that the bid of Unisys for the computer replacement of the city'S mainframe computer system be awarded as recommended. 6698 Z 95-06 Hirasaki st. Weed Abate. Housing Elem. Task Force Housing , CalTrain Hadley ct. GDDC Council continued the Public Hearing on a Zoning Ordinance Text Amendment request to October 16, 1995 to amend the existing Zoning Ordinance to include an additional section under Excep- tions, section 46, regarding Residential Density Bonuses as Subsection 46.40, city of Gilroy Applicant, Z 95-06. Motion was made by Councilman Morales seconded by Council- woman Rogers and carried that staff be directed to prepare a Resolution selecting "Hirasaki street" for the future north-south "collector" street located perpendicular to Mantelli Drive, north of Rod Kelley School. Assistant Fire chief Ledesma explained and recommended denial of Mr. S. Yang's request for waiver of weed abatement fees. Motion was made by Councilman Kloecker seconded by Council- man Valdez and carried that the request of Mr. S. Yang for waiver of weed abatement fees be denied as recommended. Councilman Gilroy voted "no" on the motion. Mr. Matthew Drummond addressed the Council and noted that this is the first time in thirteen years that said property has been cleared of weeds. Ms. Martha Martinez, addressed the Council and noted that her parents reside in the area and were victims of the fire in the slough and that this is the first year that her parents were aware that the property in the slough belonged to the property owners. Motion was made by Councilman Gilroy seconded by Councilman Kloecker and carried that charles M. Waller be appointed to the Housing Element Implementation Task Force Member as recommended. Kathy Espinoza-Howard addressed the Council in appreciation of the City's support to Santa clara County Collaborative on Housing and Homeless Issue. The Mayor asked if there was anyone to speak on any matter not on the agenda. from anyone in the audience. in the audience wishing There was no comment Council unanimously supported the Draft CalTrain Ten Year plan with concerns regarding delays in fulfillment of the projects as recommended by Councilman Kloecker. A resident of Hadley Court addressed the Council in regard to traffic problems on Rogers Lane and Hadley Court requesting additional police traffic control and requesting a marked cross- walk for school children at Maple and sixth streets, noting no crosswalks at said location. She also requested the School be advised that she believes parents of students are not aware of the "safe route" to Eliot school. city Administrator Baksa explained the request of the Gilroy Downtown Development corporation for a zoning ordinance amendment regarding liquor sales, further explained by Joan Buchanan, representing the GDDC. Council concurred that this matter be initiated by the City at the time all of the zoning ordinance amendments are presented. Council also requested a report in regard to violations occurring at locations where liquor is sold both off and on-sale and requirements of the Alcoholic Beverage Control pertaining to issuance of liquor licenses in the city of Gilroy. Motion was made by councilman Valdez seconded by councilman Kloecker that Police Records Technician I and Police Lieutenant be reclassified as recommended. city Administrator Baksa distributed a Guide to Development Services to councilmemberso council agreed to schedule september 30, 1995 at 2~00 p.m. as Exhibition wheelerchair Basketball Game pending councilman Kloecker's response to said date. councilman valdez reported on a News Release from the Gilroy visitors' Bureau announcing Gilroy'S first plaza de Gilroy, Mercado and Fiesta on september 17, 1995 from 10:00 a.m. to 6:00 p.m. to celebrate the 125th Anniversary of the founding of Gilroy, sponsored by the Gilroy Downtown Development corporation. councilman Valdez noted the Cable workshops september 11-14, 1995. councilwoman Rogers reported on the successful spring concert. councilman Kloecker noted the League's community service policy committee Meeting that he will be attending and the cultural planned Retreat. He noted that he recently vacationed in pittsburg, Penn. celebrating their 200th Anniversary. councilman Gilroy noted the Youth Center Fund Raiser Golf Tournament and Barbecue september 8, 1995.
