Pastor Kevin wilson, Gilroy Bible church gave the Invocation. The city clerk noted that the Agenda had been posted on october 26, 1995 - 9:15 a.m. Present: councilmembers: K. A. Mike Gilroy, Paul V. Kloecker, charles s. Morales, connie Rogers, Suellen c. Rowlison, Pete valdez, Jr. and Donald F. Gage~ 7:03 p.m. The Mayor introduced new employee, Kathy cakahara, clerk Typist I - Human Resources. The Mayor presented the Volunteer of the Month Award for october, 1995 to Nelson pineda, Channel 34 Volunteer. Roger Harney, Field Representative from Assemblyman Frusetta's Office, presented certificates to Roy sumisaki, Tom Carr, Tobias Rivera and Albert Gagliardi (not present) for their community services in the prevention of gangs and anti graffiti involvement. Fire chief Gillespie gave the Departmental by Fire captain Bozzo and Fire Education The Mayor reconvened the meeting at 8:07 p.m. The Mayor deviated from the regular order of the Agenda in order to accommodate interested persons in the audience. councilmembers valdez and Rowlison gave a report on a Domestic Violence Conference held October 20 and 21, 1995 at the Santa clara county Convention Center. Mary Ann Grilli, Family Court commissioner for santa clara county statistics on Domestic violence, addressed the council noting need to alert the communities of this issue. A Family Court representative explained availability of the Clinic for non-affordable clients and the need for these services in South county. paula Gann, Executive Director of Discover Alternatives and member of the Domestic violence Task Force, addressed the council noting the need for a local clinic and task force to be formalized. council agreed to agendize the following recommendations on the November 6, 1995 Council Agenda for action: 1) Appoint and form the Mayor'S Domestic Violence Task Force committee (noting councilmembers Valdez and Rowlison and paula Gann, Executive Director for Discover Alternatives volunteer for said appointment) to convene as soon as possible to forward to council initiatives and a plan to address domestic violence in the community and that their recommendation to council be completed by 120 days. 2) Approve Domestic violence sensitivity Training for the Gilroy police Department and communications Center to be provided by Discover Alternatives and domestic violence experts. The Mayor returned to the regular order of the agenda. The Mayor stated that it was the time and place scheduled for the continued Public Hearing on a zoning Ordinance Text Amend- ment request to amend the existing zoning Ordinance to include an additional section under exceptions, Section 46, regarding Residential Density Bonuses as subsection 46.40, city of Gilroy, applicant, Z 95-06. He further noted that the staff Report was inadvertently omitted from the agenda packet. council requested that the matter be re-agendized to allow for time to study the staff Report. council on Aging z 95-04 Hist.Neigh- borhood Des. Ord.Amend. Sec. 9.3(3) Res.95-77 6715 The Mayor asked if there was anyone in the audience wishing to speak for or against the matter. There was no comment from anyone in the audience. The Mayor continued the Public Hearing to November 6, 1995 regular council Meeting. The Mayor noted no applications were received for the south county Representative to the council on Aging and continued appointment to December at the time the other commission appointments are made. An ordinance rezoning from R3 (Medium Density Residential) to R3-PUD (Medium Density Residential-planned Unit Development) on 1.2 acres was noted. (Public Hearing held 10-16-95.) Motion was made by councilwoman Rowlison seconded by councilman Gilroy and unanimously carried that the ordinance be read by title and waived further reading. The clerk read the title of the ordinance. Motion was made by councilwoman Rowlison seconded by councilman Kloecker and carried that the ordinance amending the zoning ordinance approving Z 95-04 be introduced and published by title and summary. A request for removal of the Historic Neighborhood Designa- tion for property located at 7496 Hanna street was noted. The staff Report was noted and further explained by planner Durkin. Motion was made by Councilwoman Rogers seconded by councilman Kloecker and carried that the request be included in the annual zoning ordinance amendments. An ordinance amending section 9.3(c) of the Municipal code to change the titles of Designated Disaster council Members was noted and further explained by city Administrator Baksa. Motion was made by councilman Kloecker seconded by council- man Morales and unanimously carried that the ordinance be read by title only and waived further reading of the ordinance. At 9:15 p.m. the Mayor declared a Recess and reconvened the meeting at 9:20 p.m. A request for supplemental funding for the Ochoa winter Shelter Program was noted and further explained by Assistant Fire chief Ledesma and Barry Buono, Executive Director of the Emergency Housing Consortium. council requested staff further investigate the federal requirement on the use of administrative funds for rehabilitation projects and re-agendize the matter at a later date.
