The Mayor led the Pledge of Allegiance to the Flag.
Pastor Bob Achilles, Trinity Bible Church, gave the
Invocation.
The city clerk noted that the Agenda had been posted on
November 2, 1995 - 12:25 p.m.
Present: councilmembers: K. A. Mike Gilroy, charles s.
Morales, connie Rogers, suellen C. Rowlison, Pete valdez, Jr. and
Donald F. Gage~ councilman Kloecker absent. 7:02 p.m.
The Mayor introduced steve schneider, Falcon cable TV,
Manager.
Motion was made by councilman Gilroy, seconded by council-
woman Rogers that the following items under the consent Calendar,
be approved by the following Roll call vote: Ayes: councilmembers:

Authorized city staff installation and removal of christmas
decorations in the downtown area requested by the Gilroy chamber

county Housing, applicant, PUD on 2.38 acres zoned R1/R3-PUD to
allow the construction of a 34 unit apartment complex (Monterra
village), located on property west of Kern Avenue on the south
side of Mantelli Drive~

RESOLUTION NO. 95-78
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY APPROVING
A/S 95-26, AN APPLICATION FOR ARCHITECTURAL AND SITE APPROVAL OF
MONTERRA VILLAGE, A 34 UNIT APARTMENT COMPLEX, ON PARCEL NOS. 790-
04-046 AND -066, ZONED R1/R3-PUD (MEDIUM DENSITY RESIDENTIAL,
PLANNED UNIT DEVELOPMENT).
PASSED AND ADOPTED this 6th day of November, 1995, by the
following vote:

city Administrator Baksa presented and explained a recommen-
dation to award the bid of Jenkins Machinery for a golf course
mower in the amount of $14,817 and West Star Distributing for a
greens roller attachment. Motion was made by councilwoman Rowli-
son seconded by Councilman Morales and carried that the bid of
Jenkins Machinery for a golf course mower in the amount of $14,817
and West Star Distributing for a greens roller attachment be
awarded as recommended. prior to action the Mayor asked if there
was anyone in the audience wishing to speak on the matter. There
was no comment from anyone in the audience.
city Administrator Baksa presented and explained a recommen-
dation to award the bid of collishaw construction, Inc. in the
amount of $995,200 (Base Bid for an Environmental Education Center
and Ranch site phase I) and $215,000 for christmas Hill Electrical
Additive (Electrical system Renovation).
Motion was made by Councilwoman Rowlison seconded by Coun-
cilman Valdez to award the bid of collishaw construction, Inc., in

city Administrator Baksa presented a recommendation of bids
received for mobile computer terminals further explained by Scott
smithee, steve Azunza and sandy Lee.
Motion was made by councilman Valdez seconded by Councilman
Morales and carried that staff be authorized to enter into
contract with GTE as recommended for mobile computer terminals
(MCT) for the police Department.
The Mayor asked if there was anyone in the audience wishing
to speak on the matter. There was no comment from anyone in the
audience.
The Mayor stated that it was the time and place scheduled
for the continued Public Hearing on a zoning ordinance Text
Amendment to include an additional section under Exceptions,
Section 46, regarding Residential Density Bonuses as Subsection
46.50, city of Gilroy, Applicant, Z 95-06.
The staff Report was noted previously explained by planner
Durkin and further explained by the city Attorney.
The Mayor asked if there was anyone in the audience wishing
to speak for or against the proposal. There was no comment from
anyone in the audience.
Motion was made by Councilman Gilroy seconded by councilman
Morales and unanimously carried that the Ordinance approving said
amendment be read by title only and waived further reading of the
ordinance. The city Clerk read the title of the ordinance.

Motion was made by councilwoman Rowlison seconded by
councilwoman Rogers that the ordinance be introduced and published
by title and summary.
Z 95-04
The Mayor stated that it was the time and place scheduled
for the continued public Hearing on a General plan Text Amendment
Request, City of Gilroy Applicant, GPA 95-04 and further continued
the Hearing to November 20, 1995 as recommended by Staff.
Domestic
Violence
The Mayor noted the Domestic violence Task Force recommenda-
tion for council approval previously discussed by council October
30, 1995.
The Mayor recommended that a Mayor's Domestic Violence Task
Force Committee be formed appointing councilmembers Valdez and
Rowlison and Paula Gann, Executive Director of Discover Alterna-
tives to convene and recommend council initiatives and a plan to
address Domestic Violence in the community within 120 days.
Motion was made by councilman Valdez seconded by councilman
Gilroy and carried that a Mayor's Domestic Violence Task Force
Committee be formed as recommended by the Mayor.
Motion was made by councilman Valdez seconded by councilman
Gilroy and carried to authorize Discover Alternatives and Domestic
Violence experts to provide Domestic Violence sensitivity Training
to the Gilroy Police Department and Communications Center with the
city Administrator to give final approval of said training as
recommended.
Ochoa shelter- A request for supplemental funding for the ochoa winter
shelter Program was noted. The staff Report was noted and
further explained by city Administrator Baksa.
Motion was made by councilwoman Rogers seconded by
councilman Gilroy and carried that staff be authorized to schedule
the required Public Hearing in order to possibly allocate $8000.
to the Emergency Consortium for the Ochoa request.
The Mayor asked if there was anyone in the audience wishing

city Administrator Baksa noted a time schedule would be
presented to council on the CDBG annual process for funding.
A report on utility payments at the shelter was noted.
Res.95-79
A Resolution adopting the 1993 National Electrical, and 1994
Editions of the Uniform Administrative, Building, Fire, Housing,
Mechanical and Plumbing codes was presented and the staff Report
for same was previously forwarded with the October 30, 1995
Council Agenda packet.
Motion was made by councilwoman Rogers seconded by
Councilman Morales that the reading of Resolution No. 95-79 be
waived and that it be adopted.

THE NATIONAL ELECTRICAL CODE 1993 EDITION, AND THE 1994 EDITIONS
OF THE UNIFORM ADMINISTRATIVE CODE, UNIFORM BUILDING CODE, UNIFORM
FIRE, CODE, UNIFORM HOUSING CODE, UNIFORM MECHANICAL CODE, AND THE
UNIFORM PLUMBING CODE, WITH CERTAIN AMENDMENTS.

Conservation Program.
city Administrator Baksa distributed copies of a Youth/Gang
Development plan, noting a video is available.
city Administrator Baksa distributed the third Quarterly
Reports.
Discussion was had regarding commission and Board appoint-
ments. council requested written applications for commission and
Board appointments noting if any of the applicants are eligible
for reappointment the interview process would be optional.
city Administrator Baksa gave an update on MRC (Municipal
Resource Consultants) plan for seeking additional tax revenues for
the city.
The Mayor reminded everyone eligible to vote November 7,
1995 at the General Municipal Election.
councilwoman Rowlison complimented the city in use of
recycled paper.
councilman Morales gave an update on Concerned citizens for
community safety meeting.
councilman Morales noted the South county Agricultural
Preserve Task Force Meeting November 9th at 10:00 a.m. council-
woman Rogers noted the scheduled tour has been cancelled.
councilwoman Rowlison noted the Dedication Ceremony November
9th at 10:00 a.m. on the Lower Llagas Creek Flood projection
project.

Councilman Morales noted the Salvation Army is requesting
frozen turkeys for the Holidays - 200-5th Street or contact him.
Councilwoman Rogers noted that the salvation Army is also
requesting donations of toys that can be delivered to the Church
between 12-1:30 p.m. November 9th.
Councilman Gilroy noted Veterans' Day Services at the
cemetery November 11.
At 9:30 p.m. the Mayor adjourned the meeting.
