The Mayor led the Pledge of Allegiance to the Flag.
The Mayor announced that council would adjourn to a closed
session following the regular adjournment of this meeting.

The city Clerk noted that the Agenda had been posted on
November 30, 1995 - 9:15 a.m.
Present: Councilmembers: K. A. Mike Gilroy, Charles S.
Morales, Connie Rogers, suellen C. Rowlison, Thomas w. springer,
Pete valdez, Jr. and Donald F. Gage~ 7:10 p.m.
The Mayor introduced new employees: Manina sheleman,
community services officer and Elizabeth ugalde, Human Resources
Analyst.
The Mayor presented the Volunteer Awards for November, 1955,
to police Explorers Ben charnotta, Rosse Oran, Melanie Butter-
field, Derrick Butterfield, Sohelia Guel, Aaron Avila, Megan
Perry, Drew viale, Brett silveria, Rene Arbizu, Roger Killam, Jr.,
Phillip Garcia, Reese Swanson, Jacob Sellers and Jared snyder.
Motion was made by councilwoman Rowlison, seconded by
councilman Morales that the following items under the Consent
calendar be approved, removing Item B re: Resolution Amending the
city's conflict of Interest code re: Title changes, by the
following Roll call vote: Ayes: councilmembers: K. A. Mike Gilroy,
charles S. Morales, Connie Rogers, Suellen C. Rowlison, Thomas W.
springer, Pete valdez, Jr. and Donald F. Gage:
Accepted Improvements for solis Heights at Kern Avenue,
Tract #8668, Greystone court, as recommended; and
Adopted Resolution No. 95-87 approving A/S 95-18 to
construct detached dwelling units on approximately 1.2 acres, Mark
Hewell, applicant. (previously approved by council 11-20-95.)

A/S 95-18 (PUD), AN APPLICATION FOR ARCHITECTURAL AND SITE REVIEW
APPROVAL FOR A PLANNED UNIT DEVELOPMENT (PUD) TO CONSTRUCT 12
DETACHED DWELLING UNITS ON APPROXIMATELY 1.2 ACRES, APNS 790-16-
015 AND 790-16-016.

Discussed an amendment to the city'S conflict of Interest
Code. Motion was made by councilwoman Rowlison seconded by
Councilwoman Rogers that the reading of Resolution No. 95-88 be
waived and that it be adopted.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY AMENDING
THE CITY OF GILROY CONFLICT OF INTEREST CODE TO CHANGE THE TITLES
OF THOSE PERSONS SUBJECT TO THE CITY OF GILROY CONFLICT OF
INTEREST CODE.

Discussion was had to cancel the January 2, 1996 regular
council Meeting. Motion was made by councilwoman Rogers seconded
by Councilman Valdez and carried that the January 2, 1996 regular
Council Meeting be cancelled and rescheduled to January 8, 1996 if
there are sufficient agenda items or adjourn to January 16, 1996.

November 16, 1995. councilman Gilroy noted the proposed setting
of limits regarding eastern growth. It was noted the Planning
staff would present a report on same at a future meeting and
requested councilmembers retain this document for use when this
item is discussed.
city Administrator Baksa noted an update on the Water
Conservation Program.
city Administrator Baksa distributed a list of business
locations with permitted car wash facilities.
city Administrator Baksa distributed a list of applications
for commission and Board appointments for use at the December 12,
1995 interviews.
council set 7:30 p.m. to 8:00 p.m. for Parks & Recreation
Commission applicants~ 7:00 p.m. to 7:30 p.m. for Planning
commission applications, and 8:30 p.m. to 9:00 p.m. for Library
and Arts & culture commissions.
city Administrator Baksa distributed 1995 city council
Goals/objectives Summary and noted the council Retreat would be
agendized for discussion at the December 18 council Meeting.
city Administrator Baksa noted staff would report back to
council regarding the curfew center proposal on January 16, 1996
meeting.
The Mayor noted the Toys for Tots Project of the Mayors of
Gilroy and Morgan Hill.
councilman springer reported on the south valley counseling
Annual candlelight Walk.
The Mayor noted the following meeting/events:
council Interviews for commission Appointments, Tuesday,
December 12, 1995 - 7:00 p.m., council Chambers, 7351 Rosanna
street, Gilroy, CA 95020~ and
santa Clara county cities Association Holiday Party and
General Membership Meeting, December 14, 1995 6:00 p.m., Hayes
Mansion, San Jose. (copies) RSVP city clerk.
At 8:00 p.m. adjourned the meeting to the continued closed
session.
At 8:20 p.m. reconvened the meeting and further adjourned.
