Discussion was had by Council on the matter. The City Attorney suggested revised wording of the proposed ordinance to include private, commercial and public properties owned by other agencies. Motion was made by Councilman Springer seconded by Councilman Valdez and unanimously carried that the reading of the revised proposed ordinance be waived and that it be re-introduced and published by title and summary. The Mayor noted a scheduled Public Hearing on a zone change request, Valley Title Company (Arcadia Development Co. & Farotte construction), Applicants, Z 95-03 and continued said hearing to March 25, 1996 to accommodate the appeal received on the decision of the Planning commission to deny the zoning. Council agreed that Staff obtain the information and schedule a Study Session at some future date to discuss proposed plans for the downtown area including First Street and Tenth Street with various options and requested that the downtown property owners be contacted early on to be sure they are in agreement with, and that there is a consensus and will support whichever plan is selected. Nancy Richardson, Santa Clara County Farm Bureau addressed the Council on behalf of the Cattleman's Association and Farm Bureau requesting Council support for proposition 197. Motion was made by Councilman Morales seconded by councilman Valdez and unanimously carried that a letter of support for Proposition 197 be sent to the Santa Clara County Farm Bureau. Council concurred with the th~e locations and requested a banner be installed and an exhibit of a permanent nature be placed in the museum. The Mayor thanked Council volunteers at the st. Joseph's Fund Raiser March 16, 1996. councilwoman Rowlison gave a report on an open House she attended for CAUSA to be combined with ESO at a new headquarters on Monterey and Hornlein Court and noted more resources in their tutoring program and grant. she distributed child Abuse Prevention literature and noted the Gilroy Youth Leadership Program she attended March 16, 1996. councilman Morales noted the Agriculture Preserve Task Force is finalizing their draft plan to be agendized for Council review of the proposed concepts of the 20 year plan. councilman Valdez reported on the 50th Anniversary of the Veteran's John Berri Post 6309 and ceremonies held March 16, 1996. councilman Valdez gave an update on the Constitution Revision Commission noting new members recently appointed and drastic changes to be provided to council at the next meeting. city Administrator Baksa noted at the City Managers' Association this was also discussed and that the League of California cities may recommend against these proposed constitution Revisions. councilwoman Rogers noted a Press confer~nce with the city of San Jose's Mayor Hammer that she attended on behalf of the Mayor, where it was recommended that all Mayor'S endorse AB 2828 (Sweeney) re: property Taxes recommending that the School Board support this legislative bill. council concurred with a letter of support and individual letters of support to local legislatures. councilman Gilroy recommended city review actions at a local Bar and Restaurant on First Street for an incident occurring March 15, 1996. city Administrator Baksa reported the city is reviewing the matter. councilman springer expressed concern for recognition by the community of local veterans who sacri~iced their lives for their country and echoed co~ncilman Valdez' sentiments ~f the VFW core- mony for the 50th Annivers~ry of the John Berri Post 6309, urging more co~unity involvement ct the Memorial Day services in May.
