Motion was made by Councilman Gilroy seconded by Councilman Springer
and carried that the Equal Employment Opportunity Policy be tabled for City
Attorney review as it relates to State and Federal Guidelines and to be reagendized
as an Unfinished Business item by the following Roll Call Vote: Ayes:

Write-Off Discussed the write-off of Uncollectible Utility Accounts and whether The
Uncoll.Accts. Bridge is responsible for payment on some of the Uncollectible Accounts.

Motion was made by Councilwoman Rowlison seconded by Councilman
Valdez and carried that the Uncollectible Utility Accounts be written off, with the
request that Staff research to determine whether The Bridge is responsible for
payment on some of the Uncollectible Accounts by the following Roll Call Vote:

ADOPTING A FLEXIBLE BENEFITS PLAN.

Acting City Administrator Dorn presented a proposal on Friday Night Jams
recommending award of proposal to MACSA.
Discussed the requirements for registration of the participants.
Motion was made by Councilman Morales seconded by Councilman
Gilroy and carried to award the bid to MACSA in the amount of$11,100. for
services to be provided for Friday Night Jams as recommended, noting that staff
shall "tone down" the registration requirements.
The Mayor stated that due to withdrawal of the request by the applicant,
no Public Hearing will be held to consider an appeal on the decision of the
Planning Commission regarding a Conditional Use Permit pursuant to Zoning
Ordinance Section 15.20 and 18.30, to allow the operation ofa Card Room in the
C3 (Shopping Center Commercial) Zoning District, at 353 E. 10th Street, Suites F
and G, R. J. Dyer, General partner, Orchard Center Investors, applicant, CUP 96-
01.
The Mayor recommended appointment of John Ceballos to the Parks &
Recreation Commission to fill an unexpired vacancy (1-1-99).
Motien was made by Councilman Valdez seconded by Councilman
Morales and carried that John Ceballos be appointed to the Parks and Recreation
Commission to fill an unexpired vacancy (1-1-99).
Motion was made by Councilwoman Rowlison seconded by Councilman
Valdez and carried to approve the Ballot Arguments submitted by the City
Council/Mayor.
Neighborhood Discussed and noted presentation by Annabel Yurutucu, HCD Grant
Revitalization Coordinator, on the Neighborhood Revitalization Strategy.

City Attorney questioned whether Mr. Carmichael had been notified of
this hearing, since he was not present, and was informed that he had been notified.
Motion was made by Councilman Valdez seconded by Councilwoman
Rowlison and carried to continue the appeal of Bruce Carmichael re: a Graffiti
Abatement Notice, requesting that Mr. Carmichael be given notice when it is
reagendized.

Hand. Appeals The minutes of the Handicapped Board of Appeals Meeting of July 11,
Bd.-7/11/96 1996 were noted.
The Mayor announced this week's City Beat program on Channel 34 which
will discuss the gang situation in Gilroy with Gilroy Police Intervention Officer
Daniel Castaneda.
Councilman Morales commended the Rogers Lane residents for beautifying
their neighborhood and thanked Rachel Munoz, Tom Joyce, Tom Springer, and
John Kilcoyne for their assistance. He noted the Phillies, a girl's (age fourteen and
under) softball team, who need the assistance of the community to participate in
the National Softball Tournament to be held in Portland, Oregon. Anyone wishing
to help can call him at 842-0484 or Barbara Smith of South Valley Recycling.
Councilwoman Rowlison invited everyone to a California Conservation
Corps meeting on Wednesday, August 7, 1996 at 6:30 p.m. at MACSA.
Councilman Valdez echoed the efforts of Rachel Munoz and the Rogers
Lane residents and encouraged everyone to go see the flowers in that area donated
by Goldsmith Seeds, whom he thanked for their donation. He stated that he is
trying to assist the revitalization of downtown in the area of transportation. He
noted that he met with Paul Kloecker and Herman Garcia to try and get the Cal
Train Service Station located in Gilroy.
Councilman Gilroy invited everyone to a Golf Tournament and BBQ major
fund raiser for the Gang Task Force and the Youth Center on September 6 ($90
for golf and BBQ, $15 for BBQ only).
Councilman Springer noted that Rachel Munoz is an outstanding advocate
for the projects that she is involved with. He stated that we need to upgrade the
lighting on the street for the Rogers Lane area.

The Mayor noted that this is the last scheduled public meeting for August,
but the Councilmembers would be available if citizens would like to meet with
them during the rest of the month.
At 8:55 p.m. the Mayor ADJOURNED the meeting to a Closed Session
regarding Employee Labor Negotiations/Meet & Confer. .
At 9:08 the Mayor RECONVENED the meeting and noted that no action
was taken during the Closed Session, and at 9:09 p.m. the Mayor further
ADJOURNED the meeting.
