CDBG Plan Regular Meeting November 25, 1996 Gilroy, California The Mayor led the Pledge of Allegiance to the Flag. Father Dan Derry, St. Mary's Catholic Church gave the Invocation. The Mayor announced that Council held a Study Session prior to this meeting regarding discussion with the Police Department on Goals and Objectives and noted that the public is invited and welcome at Study Sessions. / Present: Councilmembers: K. A. Mike Gilroy, Charles S. Morales, Connie Rogers, Suellen C. Rowlison, Thomas W. Springer, Pete Valdez, Jr. and Donald F. Gage - 7 :06 p.m. The City Clerk noted that the Agenda had been posted on November 21, 1996 - 10: 15 a.ill. The Mayor presented the Volunteer Award for the month of November, 1996 to Al Gagliardi. Motion was made by Councilman Valdez, seconded by Councilman Morales that the following items under the Consent Calendar be approved by the following Roll Call Vote: Ayes: Councilmembers: K. A. Mike Gilroy, Charles S. Morales, Connie Rogers, Suellen C. Rowlison, Thomas W. Springer, Pete Valdez, Jr. and Donald F. Gage: Minutes of the Regular Council Meeting of November 4, 1996; Approved Budget Amendments/Transfers as recommended; Approved Memorandum of Understanding for Firefighters' Local 2805, IAFF Fire Unit, July 1, 1996 - June 30, 1996; and Minutes of the Regular Council Meeting of October 28, 1996. At 7:15 p.m. Fire Chief Gillespie presented the Fire Departmental Report regarding Regional Fire Protection Services including Paramedic Services for the City. It was Council consensus that Staff continue with the researching of this proposa1. At 8:15 p.m. the Mayor reconvened the meeting. City Administrator Baksa presented a recommendation to award a bid to The G. B. Group Inc. in the amount of$72,682.00 for Painting and Carpeting Project of the Police Department. Motion was made by Councilman Morales seconded by Councilwoman Rogers and carried that the bid of The G.B. Group Inc., in the amount of $72,682.00 be awarded for Painting and Carpeting Project of the Police Department as recommended. The Mayor stated that it was the time and place scheduled for a Public Hearing to review and consider adoption of amendments to the City of Gilroy Community Development Block Grant Consolidated Plan and Review and Consider adoption of Reallocation Guidelines and approval of the Residential Anti- Displacement and Relocation Assistance Plan. The Staff Report was noted and further explained by City Administrator Baksa noting that Council held two Study Sessions regarding these proposals. There was no comment from anyone in the audience. The Mayor closed the Public Hearing. Motion was made by Councilwoman Rogers seconded by Councilman Valdez that the reading of Resolution No. 96-69 be waived and that it be adopted. RESOLUTION NO. 96 - 69 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY APPROVING AND AMENDING: I) CITIZEN PARTICIPATION PLAN; 2) RESIDENTIAL ANTI DISPLACEMENT AND RELOCATION ASSISTANCE PLAN; AND 3) REALLOCATION GUIDELINES. PASSED AND ADOPTED this 25th day of November, 1996, by the following vote: AYES: COUNCILMEMBERS: GILROY, MORALES, ROGERS, ROWLISON, SPRINGER, VALDEZ and GAGE. NOES: COUNCILMEMBERS: None ABSENT: COUNCILMEMBERS: None. A recommendation on AlS 96-26, Robert 1. Dyer, Applicant, for approval of plans to construct a 6,562 sq. ft. Automobile Tune-Up Service and Retail Sales Facility at an existing shopping center was noted. The Staff Report was noted and further explained by Planner Stice. Motion was made by Councilman Morales seconded by Councilwoman Rowlison and carried that Staffbe directed to prepare a Resolution Approving and Modifying AlS 96-26 to revise condition #10 requiring installation of something to aide in visual concept and not specifically window panels in the roll-up doors. A recommendation to approve the Willey House Landscape Master Plan was noted and further explained by Park Supervisor Headley and Architect 1. Beals. Discussion was had by Council on the matter. Motion was made by Councilwoman Ro gers seconded by Councilman Valdez and carried that Council approves the concept of the Master Plan and directed Staff to present a Phasing Plan and Cost for infrastructure and items proposed to be funded by the City. At 9:45 p.m. the Mayor declared a Recess and reconvened the meeting at 9:50 p.m. A recommendation from the San Y sidro Task Force was noted and further explained by Community Services Director Connelly and CSO Officer Munoz. Ms. Melissa Brooks, resident of Rogers Lane; Ann Zamarron, 7640 Rogers Lane and Ortensia Vasquez addressed the Council on behalf of the residents urging Council to approve the San Y sidro Task Force's recommendations. Community Services Director Connelly requested Council approve elimination of alcohol within San Y sidro Park and hire an architect to review the long and short term plans for re-design of the park layout. Police Captain Giusiana further explained the Police Department's proposed plans for the Park and reinforced the recommendation of the Task Force. Motion was made by Councilman Morales seconded by Councilwoman Rogers and carried that Council approves the concept of the recommendations of San Ysidro Park Task Force. It was noted that Staff would review City Code section referring to park violations being an infraction or misdemeanor. 68;JO The Mayor asked if there was anyone in the audience wishing to speak or or against the proposals. World AIDS Day P.& R.Com 10-15-96 SCRWA 6891 Councilman Valdez recognized the volunteer time of the residents surrounding San Ysidro Park to solve the problems at San Ysidro Park. Council was invited to attend the December 18th Program - 9:00 a.m. at the Say Y sidro Park Recreation Center. A request of Jesse Garcia to televise on Channe134 a World AIDS Day Message was noted. Mr. Garcia addressed the Council and noted reasons for his request. Council took no action on the request noting that Channel 34 broadcasting is for government/City issues only. Council concurred with issuance of a Proclamation acknowledging World AIDS Day on December I, 1996 to be presented at the December 2, 1996 Council Meeting. The following informational items were noted with no separate discussion on same except as noted: Customer Service: City and School District In Appreciation of Donation from Nob Hill Foods; Councilman Springer requested ownership of the trees be clarified as the School District's November 26th agenda indicates the trees belong to the District. Police Department Inter-Office Memorandum In Appreciation of Cooperation by Community Services Department Personnel; Gilroy School District Teachers In Appreciation of Chestnut Fire Station Personnel regarding recent Field Trips; Gilroy Public Library In Appreciation of Community Services Staff for Assistance with Library Program; Police Chiefs Inter Office Memo In Appreciation of Officers Assisting RA TTF Investigator; Police Department Mounted Unit Synopsis; Fire Department Personnel In Appreciation of Goodwill Trip to Visit Mexican Agencies; Update Report of Long-Range Applications and Status ofRDO Allocation and Activity; Electric Vehicle Joint Demonstration Project/Purchase Agreement; City's Response to Pamela Jones' Tree Issues; and Transportation Agency's Renewal of Lease for Park & Ride Lot Located on Monterey Street at Howson Street. The Minutes of the Parks & Recreation Commission Meeting of October 15, 1996 were noted. The Minutes of the Gilroy Golf Course Mens' Club Board of Directors' Meeting of November 5,1996 were noted. The Minutes of the Arts & Culture Commission Meeting of October 22, 1996 were noted. The Minutes of the Library Commission Meeting of October 9, 1996 were noted. The Minutes of the South County Regional Wastewater Authority (SCRWA) Meeting of September 10,1996 were noted. 6392 Adjrnmt. City Administrator Baksa distributed Commission and Board applications noting none received for the Personnel Commission vacancy. Council extended the deadline to receive Personnel Commission applications to December 6, 1996 at 5 :00 p.rn. City Administrator Baksa distributed the Planning Division Staff Report and Planning Commission action report concerning the RDO review. City Administrator Baksa distributed a draft report of crime analysis comparison with four other cities requesting Council review and if format is satisfactory it will be used annually. Council set December 11, 1996 at 4:00 p.m. to approximately 5:30 p.m. as a Study Session to continue discussion with South Valley Disposal & Recycling Inc. on recycling plans and rate structuring. City Administrator Baksa distributed Calendars and Receipt Books from the Wellness Committee. The Mayor noted that he would be absent from the December 2, 1996 Council Meeting. Councilman Gilroy Reported on the Joint City/School Liaison Committee. re: Facility Use. Noted the School District members ofthe Committee want the agreement to be revised. It was the consensus of the Council that Staff review a cost analysis of same; Noted report of Officer on Campus. Councilman Gilroy reminded Council of the City-wide Christmas program at 5:00 p.m. November 29, 1996. Councilwoman Rogers noted the Cities Association Christmas Dinner Meeting December 12, 1996. Councilmembers: Rogers, Rowlison and Valdez requested reservations for same. Councilwoman Rogers presented the Annual Service Report of the Library Joint Powers Authority noting that she would give it to the City Administrator if any Councilmember wished to review it. Councilman Valdez noted the Maintenance Yard Site Selection Committee scheduled to meet in Gilroy December 13, 1996 and reservations should be made with Bill Lindsteadt. Councilman Valdez wished everyone a Happy Thanksgiving. Councilman Morales reminded everyone that the Salvation Army and St. Joseph's Center are in need of food for the holiday distribution event.
