The Mayor led the Pledge of Allegiance to the Flag.
Pastor Bob Achilles, Trinity Bible Church, gave the Invocation.
The Deputy City Clerk noted that the Agenda had been posted on February
20, 1997 - 10:20 a.m.
Present: Councilmembers: K. A. Mike Gilroy, Charles S. Morales, Connie
Rogers, Suellen C. Rowlison, Thomas W. Springer, Pete Valdez, Jr. and Donald F.
Gage; 7:03 p.m.
Goodwill The Mayor presented Joshua Valverde, Gilbert Horta, John Espinosa, and
Trip/Mexico Martin Castaneda with certificates for their goodwill trip to Mexico.

The Mayor presented Pastor Malcolm MacPhail with the Volunteer ofthe
Month Award for February, 1997.
Motion was made by Councilman Gilroy, seconded by Councilman
Springer that the following item under the Consent Calendar be approved by the
following Roll Call Vote: Ayes: Councilmembers: K. A. Mike Gilroy, Charles S.
Morales, Connie Rogers, Suellen C. Rowlison, Thomas W. Springer, Pete Valdez,
Jr. and Donald F. Gage:
Approved Budget Amendments/Transfers as recommended.
The following informational items were noted with no separate discussion
on same:
Customer Service:
St. Mary's School in appreciation of Museum staff for their support;
Fire Department in appreciation of Community Services Department staff
for emergency vehicle repairs;
South Valley Hospital response to a patient inquiry;
Proclamation issued by Mayor Gage: Mediation Week - March 16-23,
1997;
Gilroy Visitors' Bureau Advisory Council meeting of January 23, 1997 and
January 1997 financial statements;
The National Arbor Day Foundation naming Gilroy as a 1996 Tree City
USA;
Report on new housing construction;
League of California Cities Legislative Bulletin #6 - 1997, and League of
California Cities Publication #4, February 14, 1997;
Gilroy residents honored for their volunteerism;
Fifth Street closure to through traffic.
The minutes of the South County Regional Wastewater Authority meeting
of November 26, 1996 were noted.
City Administrator Baksa distributed the schedule for hiring the City Clerk
position.

Adjrnmt.
City Administrator Baksa noted that the car wash issue will be reagendized
for a future meeting, and distributed information from previous meetings.
City Administrator Baksa noted that there is a problem with the current
City Code Ordinance regarding transient vendors and mobile vending facilities.
Noted that this issue will be reagendized with options for action. He stated that
the vendor in question will be invited to the meeting.
Councilwoman Rowlison stated that we have an opportunity to promote
Gilroy with the Economic Development Corporation. She suggested agendizing a
request to send a letter of support to the Santa Clara County Board of Supervisors
to request County Planning include in their workplan to pursue or investigate
designating Hecker Pass Highway as a Scenic Highway.
Councilman Morales stated that he represented the Mayor at a Town Hall
meeting with Zoe Lofgren.
Councilwoman Rogers stated that she and Councilman Gilroy attended a
frrearms seminar sponsored by the County Health Department. She stated that she
would like to talk about planning a retirement party for Susanne Steinmetz, and
noted that the Council should do something public for her.
Councilman Gilroy stated that the Gilroy Garlic Pressers have invited the
Council to attend, as audience members, a basketball game scheduled for March 5,
1997 at 9 :00 a.m.
The Mayor noted the following meetings/events:
