The Mayor led the Pledge of Allegiance to the Flag.
Brian Smith, St. Mary's Church, gave the Invocation.
The Mayor announced that Council had just adjourned from a Closed
Session re: Threat to Public Services, Consultation with Chief of Police, pursuant
to Gov't. Code Section 54957, and that no action had been taken.
The Deputy City Clerk reported that the agenda had been posted on
February 27,1997 at 9:10 a.m.

Gage; 7 :04 p.m.
Mayor Gage presented Certificates of Appreciation from the Employee
Awards Committee to the following employees who assisted with the Rogers Lane
Neighborhood Clean-up: Jose Avelar, Joe Barrientez, Paul Bischoff, Jon Castro,
Bob Elia, Jose Muniz, Lupe Perez, Matt Sullivan, Jim Trujillo, and Annabel
Yurutucu. Not present: Mark Fachin, Louis Palacios, Albert Signorotti, Rick
Smelser, Tom Gotterba, and Hernan Cortez.
Mayor Gage presented the Helen Putnam Award to the City which he had
accepted from the Governor, noting assistance with application from Sherri Stuart,
Robert Connelly, Susan Black, Torn Springer, and Maria Elena de la Garza.
Motion was made by Councilman Valdez, seconded by Councilman
Morales that the following items under the Consent Calendar be approved by the

At 7: 15 p.m. Planning Commission Chairperson David Collier gave an
overview of what the Planning Commission has accomplished over the past year.
At 7:30 p.m. the Mayor reconvened the Council Meeting and deviated
from the regular order of the agenda to accommodate interested persons in the
audience.
VT A The Mayor noted a petition from the citizens of Gilroy concerning the
VT A Proposed Route 19 Bus Line and Route through selected neighborhood
streets.
The Staff Report was noted and further explained by City Administrator
Baksa.
Heard from Craig Gartman, 1284 Pheasant Drive, Gilroy, who presented a
petition with 530 signatures opposed to the proposed route changes.
Heard from Barbara Stockdale on the need for Dial-A-Ride.
Heard from Jim Harrington, 9268 Calle del Rey, opposed to the proposal.
Heard from Eleanor Villarreal, 1331 Third Street, opposed to the proposal
and stressing the need for Dial-A-Ride.

Heard from Mike Aro and Bill Capps from Valley Transportation
Authority that they are present to hear the concerns of the citizens.
Council agreed to reagendize this issue when VT A has considered the
information presented tonight and will notify the citizens in the area through Mr.
Gartman when the issue will be reagendized.
At 9:45 the Mayor called for a five minute recess, after which the Mayor
reconvened the meeting and continued with the regular order of the agenda.
The Mayor stated that it was the time and place scheduled for a Public
Hearing on the 1997-1998 Fiscal Community Development Block Grant Program
Year Funding.
The Staff Report was noted and further explained by HCD Coordinator
Y urutucu who reviewed the recommended funding.
Heard from Susan Valenta, 8198 Honeybee Court, Chairperson for the
Citizen Advisory Committee for the CDBG process, explaining their
recommendations.

At 10:03 p.m. Councilwoman Rogers left the Council Chambers, and
returned at 10:05 p.m.
The Mayor asked if there was anyone further in the audience wishing to
speak. There was no comment from anyone in the audience. The Mayor closed
the Public Hearing.
City Administrator Baksa suggested the Council hold a workshop in 30
days to prioritize recommended projects for funding.
Councilman Gilroy moved to accept the CAC recommendations with minor
adjustment, seconded by Councilwoman Rogers, and the motion carried
unanimously.
Councilman Springer moved to adopt Staff recommendations, seconded by
Councilman Valdez and unanimously carried that funds be awarded as follows:

OCH Lease Council reviewed the proposed lease between the City and South County
Housing for Old City Hall. Concerns were expressed regarding the use of liquor
on the premises, and the request by nearby merchants to see the clock lit and the
American flag flown.

Councilwoman Rogers moved to approve the lease, seconded by
Councilman Valdez, and the motion carried unanimously.
Councilman Springer moved to read the Ordinance by Title Only and waive
further reading of the Ordinance, seconded by Councilman Morales, and the
motion carried unanimously.
Councilman Springer moved to introduce an Ordinance Amending Section
50.62 (B)(3) and (4) of the Gilroy Zoning Ordinance, Z 96-11 re: Residential
Development, seconded by Councilwoman Rowlison, and carried unanimously.
The Mayor asked if there was anyone wishing to speak on any matter not
on the agenda. There was no comment from anyone in the audience.
The Staff Report was noted and further explained by City Adminis-
trator Baksa.
Council noted three amendments to be made to the Resolution.
Motion was made by Councilman Springer, seconded by Councilman
Valdez that the reading of Resolution No. 97-17 be waived and that it be adopted
approving a Municipal Administrative Hearing Policy.

City Administrator Baksa noted Department/Division Heads will be on
retreat March 6 & 7 at St. Francis Retreat Center.
City Administrator Baksa noted that 55 supervisors completed supervisory
training.
City Administrator Baksa distributed updates on the General Plan from the
last workshop, for review for next Monday.
City Administrator Baksa distributed the 1996 audit.
City Administrator Baksa distributed a letter from the Gilroy Downtown
Development Corporation requesting placement of banners, and reviewed the cost
for same.
City Administrator Baksa noted that he has not confirmed for next
Tuesday's meeting with the Fire District.
Acting City Attorney Faber noted the Planning Commission request for
clarification ifthey have a 3-3 tie, whether they should forward to the City Council
with no recommendation and it was noted that this is the most common method.
Councilman Valdez moved to send a letter of support for designation
of Highway 152 (Hecker Pass Highway) as a Scenic Highway, seconded by
Councilwoman Rogers and the motion carried (Mayor Gage and Councilman
Morales voting no).
Councilman Gilroy noted a copy of a newspaper from Wisconsin that
featured Gilroy on its cover.
Councilwoman Rogers noted that the train station subcommittee will be
looking at other train stations on Wednesday.
Councilman Valdez noted a letter from the State Board of Equalization re:
collecting on Measure B. He also stated that he had talked to a San Benito
County bus driver who stated that 42 people corne from Hollister to catch the
train.
Councilman Morales recognized the California Motorcycle Company and
the Sotelo family for creating jobs for area residents.
