The Deputy City Clerk noted the Agenda had been posted on March 13, 1997 - 9:40 a.m. Present: Councilmembers: K. A. Mike Gilroy, Charles C. Morales, Connie Rogers, Suellen C. Rowlison, Thomas W. Springer, Pete Valdez, Jr., and Donald F. Gage - 7:01 p.m. Noted the following Gilroy citizens recognized at the 17th Annual Human Relations Awards Banquet on February 27, 1997 in San Jose and present for introduction: TJ Owens, Sunny Khandwala, and Annie Tomasello. The Mayor introduced new employee Cliff Colyer, Firefighter. Aldo Viarengo and Matthew Vidrine presented a POW /MIA flag to the City Flag from the American Legion Post #217 and the VFW. The Mayor presented a proclamation in honor of Admiral Vonder Villa Rose ("Adi"), Gilroy Police Department Canine Unit, for Service Above and Beyond the Call of Duty, accepted by Police Officer Kurt Svardal. Garbage Collection City Administrator Baksa presented a recommendation to award the bid of Perrna Green in the amount of$9,562.00 for turfrepair at Las Animas Park. Motion was made by Councilwoman Rowlison, seconded by Councilman Morales and carried that the bid by Perrna Green in the amount of$9,562.00 be awarded for turf repair at Las Animas Park. The Mayor stated that it was the time and place scheduled for a Public Hearing to Consider Revision and Adjustments of Charges for the Collection of Garbage, Rubbish and Refuse in the City of Gilroy. The Staff Report was noted and further explained by City Administrator Baksa, who also commented that South Valley Refuse has requested to take over all billing and customer service. The Mayor asked if there was anyone in the audience wishing to speak for or against the proposal. The following persons addressed the Council: Lily Reinschrnidt, 9044 Freeman Court, in favor of recycling, but requested the fees be placed on the property tax bill. John Rice and Lisa Jensema explaining the program. Lettie Gutierrez Camarena, 8830 Fushcia Court, questioning the cost, how to sign up, and, the requirement to have service. ~coH Gustafsoh, 726 Alder Street, in favor of the recycling plan. 6942 Felicia Rosas, 269 Second Street, regarding leaf refuse from City trees. Mary Leets, 7380 Carmel Street, questioning the rebate or cost savings to the City. Torn Carmichael, 7700 Santa Barbara Drive, concerned about the commercial rates, and questioning whether there was a competitive bid process. Darlene Silva, 6520 Kings Place, in favor of the program. Craig Gartman, 1284 Pheasant Drive, on the lack of public education on this issue. Fred Aguilera, 445 Kennedy Court, stating that he has a large family and needs more cans. The Mayor asked if there was anyone further in the audience wishing to speak. There was no comment from anyone in the audience. The Mayor closed the Public Hearing. Discussion was had by Council regarding the franchise and the rate structure. Motion was made by Councilwoman Rowlison, seconded by Council- woman Rogers and carried to direct staff to prepare a resolution approving adjustments of charges for the collection of garbage, rubbish and refuse in the City of Gilro y (Councilman Springer voting no). At 9:07 the Mayor called for a five minute recess, after which the Mayor reconvened the meeting and continued with the regular order of the agenda. CIB The Mayor asked if there was anyone in the audience wishing to speak regarding the approval of the 1997-2002 Capital Improvement Budget. The following persons addressed the Council: Shirley McGee, 1028 Fillipelli Drive, on behalf of the Gilroy Skaters, and presented petitions requesting a place for skateboarders to practice their art. Lisa Terasco, 7110 Potomac Place, in favor ofa skateboard location so the skateboarders do not get ticketed by the Police. Rod Budness, 7130 Potomac Place, against ticketing skateboarders. Megan Budness, 7130 Potomac Place, in favor of a place for skateboarding. Motion was made by Councilman Springer, seconded by Councilwoman Rowlison and carried to approve moving the planning up to the 97-98 time frame and the construction as soon after as possible for the skateboard park. Heard from Scott Terasco against ticketing skateboarders. Heard from C,Quncilman Gilroy on his concern with spending money on the train statio";' at the ~xpense of money for reconstruction of Gilroy streets. Motion was made by Councilman Valdez, seconded by Councilwoman Rogers ahd carried to approve the Capital Improvement Budget (Councilman Gilroy voting no). The minutes of the Planning Commission meeting of February 6, 1997 was noted. City Administrator Baksa noted that he needs to do more analysis on the pending electricity deregulation before he can fmalize the 1997-2002 General Fund Revenue History and Five Year Projections. City Administrator Baksa distributed the fmal version of the City General Plan update. City Administrator Baksa distributed the Goals and Objectives updates. City Administrator Baksa distributed a report on the analysis of street lighting vs. crime. City Administrator Baksa distributed a report on handicapped ramps throughout the City. The Mayor wished everyone a happy St. Patrick's Day. Councilwoman Rowlison noted that she attended a meeting of the California Coastal Commission and distributed information from the meeting. Noted that she also attended a meeting on the need for foster homes for Hispanic children. Councilman Morales noted that he represented the Mayor at the 85th anniversary of Girl Scouting and also at the St. Joseph's St. Patrick's day dinner. Councilman Valdez distributed a Valley Transportation Authority booklet. Noted that several judges would like to talk to the Council about the domestic violence issue. He stated that he had toured the Willey House and publicly thanked Bill Headley for the tour since he could not be at the opening last week. He commended staff and the volunteers for their accomplishments in making a long term vision a reality. Councilwoman Rogers noted that she met with several other Council- members and representatives from HUD regarding CDBG funds. She distributed the library policy regarding materials for use in the library and noted the San Jose Mercury News article and discussion regarding the Internet and the library. Councilman Gilroy noted a letter to the Council from Joan Buchanan, secretary of the GDDC, regarding the capital expenditures that have been made with the $5,000 from the City for the GDDC. Councilman Springer reminded everyone to vote tomorrow. Councilwoman Rowlison questioned when the names for the Citizen Advisory Committee for the General Plan need to be in to the City Administrator, and he stated he needs them by tomorrow at 5 :00 to be on the next agenda to vote on.
