Mayor Protcmpore Rogers noted a proclamation "Grectings to Mcxico," which was presentcd to thc Mexican Consulate on Scptember I g, 1997. Mayor Protempore Rogers accepted a check for $300 towards the Community Services Youth Scholarship Fund from Craig Harrison, local manager, and Doug DeWitt, District Manager, for Hollywood Vidco. "- Rucker School Councilwoman Rowlison recognized Mrs. Krahenbuhl's Rucker School Class 1996-97 Third Grade Class who had toured City Hall. Mrs. Krahenbuhl thanked Councilwoman Rowlison for the tour and a student prescnted a book of thank you letters to Councilwoman Rowlison, who read several of the letters. Work Group Mayor Protempore Rogcrs recognized the work group of Michelle Costa and Kids Survival Pam Latronica, who organized the Kids Survival Camp. Camp Closed Sessions Mayor Protempore Rogers rcported that no action was taken on thc closed sessions, which were: THREAT TO PUBLIC SERVICES Consultation with Chief of Police pursuant to Government Code Section 54957; and LIABILITY CLAIMS Mark Zappa claimed against the City of Gilroy pursuant to Government Code Section 54956.95. Consent Calendar Claim Emerg.Prep. -Council Res. 97-52 Councilman Gilroy questioned who the City of Gilroy representative is for the Emergency Prcparedness Council, and was told it is Councilwoman Rowlison. Motion was made by Councilman Valdez, seconded by Councilman Morales and carried that the following items under the Consent Calendar be approved by the following Roll Call Vote: Ayes: Councilmembers: K. A. Mike Gilroy, Charles S. Morales, Suellen C. Rowlison, Thomas W. Springer, Pcte Valdcz, Jr., and Connie Rogers: Denied claim of Mark Zappa; Approved sending a letter of support/endorsement for the Emergency Preparedness Council resolution recommending that the Santa Clara County Board of Supervisors pass an urgent resolution designating the Santa Clara County Emergency Preparedness Council (EPC) as the Santa Clara County Operational Area Council (OAC); and Adopted Resolution No. 97-52 authorizing the City Administrator to cxecute Transportation Enhancement Activities agreement; RESOLUTION NO. 97-52 RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY AUTHORIZING THE CITY ADMINISTRATOR TO EXECUTE TRANSPORTATION ENHANCEMENT ACTIVITIES AGREEMENT. He also reviewed the Blight Ordinance. Bid-Museum & City Administrator Baksa presented recommendations to award the bid of Old City Hall The G. 13. Group, Inc. in the amount of$38,236.00 for the Gilroy Museum and Reroof & Old City Hall reroof and repairs (97-ASO-479). Repairs Mayor Protempore Rogers requested this include some pigeon protection for Old City Hall, if possible. Motion was made by Councilwoman Rowlison, seconded by Councilman Morales and carried that the bid by The G. B. Group, Inc. in the amount of $38,236.00 be awarded for the Gilroy Muscum and Old City Hall reroof and repairs (97-ASD-479). Bid-Sidewalk/ City Administrator Baksa presented recommcndations to award the bid of Curb/Ramp Sposeto Engineering in the amount of$77,368.00 for the Sidewalk/Curb/Ramp Project (97-COO-478) Mayor Protempore Rogers requcsted advance notice be givcn to property owners. Motion was made by Councilman Morales, seconded by Councilwoman Rowlison and carried that the bid by Sposcto Engineering in the amount of $77,368.00 be awarded for the Sidewalk/Curb/Ramp Project (97-COO-478). Thomas Road City Attorney Callon explained the request for a Consideration of Notice to Sports the director of the Oepartment of Conservation and findings associated therewith Complex in regard to acquisition of the Thomas Road Sports Complex. Motion was made by Councilman Springer seconded by Councilman Morales to approve the two findings and direct staff to prepare appropriate papcrwork. Mayor Protempore Rogcrs askcd if there was anyone in the audience wishing to speak on any matter not on the agenda. There was no comment from anyone in the audience. The minutcs of the Senior Advisory Board meeting of August 18, 1997 were noted. City Administrator Baksa stated that a study session needs to be set for discussion of small lot sizes. Council agreed to meet on September 29, 1997 at 7:00 p.m. at Senior Center. City Administrator Baksa stated that a study session needs to be set for review of the Police Department Draft Master Plan. Council stated that this could be set possibly after the 2nd or 3rd meeting in October. Mayor Protempore Rogers statcd that she attended the symposium "Back to a Liveable Future" on Saturday. Councilwoman Rowlison stated that last week was the kick off for the General Plan process. Councilman Morales stated that Victory Outreach is having a youth activity at Las Animas Park on September 27, 1997 from noon to 5:00 p.m., and if anyone is interested in helping they can call 848-8219. Councilman Gilroy stated that he would like to have the number and status of temporary employees in the City. Councilman Springer stated that he is working with Rod Pavao to give recognition at the October 6, 1997 Council meeting to those who helped with the Princevalle Street fire.
