Mayor Protempore Valdez led the Pledge of Allegiance to the Flag.
Pastor Lee Neish, Gilroy United Methodist Church, gave the Invocation.
Mayor Protempore Valdez read a statement from the Closed Session that
the Council, by a unanimous vote, has accepted the retirement of Police Chief
Sumisaki and has authorized the City Administrator to negotiate a written
settlement.
The City Clerk noted that the Agenda had been posted on October 23, 1997
at 9:05 a.m.

Mayor Protempore Valdez introduced new employees Kristi Abrams, Tratlic

Svardal, Handler.
Train Announce- Mayor Protempore Valdez accepted the original Gilroy Train Depot Train
ment Board Announcement Board for the Gilroy Train Station from Tom Mitchell.

Mayor Protempore Valdez presented the Volunteer for the Month of October,
1997 A ward to Debbie Livingston, who accepted it along with several members
of her class.
Motion was made by Councilman Springer, seconded by Councilman Morales
and carried that the following items under the Consent Calendar be approved by

AND SITE APPROVAL OF A PLANNED UNIT DEVELOPMENT (PUD)
INVOLVING APPROXIMATELY 15.3 ACRES, APN 783-53-012 AND 783-51-
04, ORCHARD VALLEY COMMUNITIES.
PASSED AND ADOPTED this 27th day of October, 1997, by the following vote;

Mayor Protempore Valdez deviated from the agenda to accommodate
interested persons in the audience.
Bid-Police Car City Administrator Baksa presented recommendations to award the bid of
Video Equip. Kustom Signals, Inc. in the amount of $54,828.60 for Police Car Video
Equipment (ABAG-RFP) (ten video cameras, plus one video camera to be
purchased by ABAG).
Motion as made by Councilman Springer, seconded by Council Morales and
carried that the bid by Kustom Signals, Inc. in the amount of $54,828.60 be
awarded for the Police Car Video Equipment (ABAG-RFP).
Mayor Protempore Valdez continued with the regular order of the agenda.
Fire Dept.
Report
Fire Chief Gillespie explained that this report will cover disaster preparedness,
including Assistant Chief Pavao reviewing the Standardized Emergency Management
System (SEMS), reorganization of the Emergency Operations Center, and winter
storm preparations including EI Nino.
Mayor Protempore Valdez asked if there was anyone in the audience wishing
to speak on any matter not on the agenda.
Vietnam Wan Joe Seferino Garcia, Princevalle Street, informed the Council that the moving
Vietnam Wall will be in Gilroy from November 16 to November 23,1997. He
stated that his group is calling the project "Operation We the People." He asked
that businesses and citizens fly an American flag and tie a yellow ribbon to the
flagpole or a tree in front of their business or residence. He distributed yellow
ribbons for the Council to wear from now to November 23, 1997. He also asked
that an announcement be put on Channel 34 regarding this event. He requested
citizens call 842-2367 if they want to help with the project. He stated that if they
want to help financially, to send checks to P. O. Box 1065, with checks made out
to the Vietnam Moving Wall.
Councilwoman Rogers requested that this be put on the next agenda to discuss
airing the project on Channel 34 and to request the City become a financial
partner.
EMS AI Nunes, 783 I Santa Teresa Drive, stated that his company will donate $500
to Mr. Garcia for the Vietnam Wall project. He expressed concerns with the
emergency medical services for the City of Gilroy.
Council requested that City Administrator Baksa give a report at the next
meeting regarding his discussions with the various Santa Clara County city
managers on this issue.

City Administrator Baksa distributed the quarterly reports.
Councilwoman Rowlison reminded everyone of the November 6,1997 "Safe
Homes, Safe Schools, Safe Neighborhoods" conference from 8:30 a.m. to 4:30
p.m. at the Masonic Temple in San Jose, California.
Councilwoman Rogers announced the results of the Library JPA regarding the
Internet issue.
Councilman Springer invited everyone to the Halloween party at the Strand
Theater on October 30, 1997 from 7:00 p.m. to II :00 p.m.
