Pastor Fred Eden, South Valley Community Church, gave the Invocation. The City Clerk noted that the Agenda had been posted on November 20, 1997 at 8:45 a.m. Present: Councilmembers: Guadalupe Arellano, Lisabeth A. Gifford, Charles S. Morales, Suellen C. Rowlison, Thomas W. Springer, Anthony C. Sudol III, and K. A. Mike Gilroy - 7:02 p.m. The Mayor presented the Volunteer of the Month of November, 1997 Award to Sunny Khandwala. Public Information Coordinator McCann gave a presentation on the City of Gilroy Web Page. He introduced David Hillstrom and Renee Romero, from InfoLane, the company who designed the Web site. Administrative Services Director Dorn reviewed the City of Gilroy Investment Policy and the Investment Report for October, 1997. Information Technology Manager Quiroz reviewed the current computer network and the software package project schedule. The Mayor asked if there was anyone in the audience wishing to speak on any matter not on the agenda. There was no comment from anyone in the audience. The following informational items were noted with no separate discussion on same: Customer Service: Letter of Thanks from the Community Services Department to the Gilroy Men's Club for their effort and dedication on a successful "Work Day;" and Letter of Thanks to South Valley Disposal & Recycling for their assistance in cleaning on Fairview Alley. Informational Items: Letter from City Attorney informing City Staff that Attorney Scott Jaunich has left her firm; and League of California Cities Legislative Bulletin #34-1997 dated November 17, 1997. The minutes of the Parks and Recreation Commission meeting of October 21, 1997 were noted. The minutes of the Arts and Culture Commission meeting of October 14, 1997 were noted. The minutes of the Library Commission meeting of October 8, 1997 were noted. The minutes of the Senior Advisory Board meeting of October 20, 1997 were noted. City Administrator Baksa noted a meeting on December 17, 1997 regarding the Community Plan for the Los Arroyos Project by South County Housing scheduled for 7:00 p.m., to be held at the Renaissance Center unless otherwise notified. He announced to the South County Regional Wastewater Authority members that the meeting scheduled for December 5, 1997 at the Regional Board has been deferred. He announced 22 new employees who are graduates of his customer service training that was completed in Octobef. 7' O~~IQ d '.1 Adjrnmt. The Mayor stated that the closing ceremony for the Vietnam Wall on Saturday went very well, and thanked the Community Services Department for their extra maintenance work at the park. He stated that he needs the committee appointment requests back, and that an additional opening that was not on the list for the General Plan Update Committee is available. He gave his congratulations to the Gavilan football team on a great year. He announced the City-wide Christmas Program this Friday starting at 9:30 a.m., with entertainment downtown at 5:30, including the tree lighting ceremony. Councilman Springer noted his request to dedicate the Police Department range as the Tom Carr Memorial Range. Motion was made by Councilman Springer, seconded by Councilmember Arellano and carried to dedicate the Police Department range as the "Tom Carr Memorial Range" to be known as the "Tango Charlie Field." The Mayor asked that a plaque be purchased and a dedication ceremony be scheduled. Councilmember Arellano requested an evaluation on the outsourcing of the janitorial service, and requested an evaluation of the proposed water billing outsourcing. She requested a copy of the internal customer service surveys for custodial operations. Councilmember Gifford questioned where the Police Department master plan tour/meeting is to be held, and was told to meet at the Police Department at 7:00 p.m. for a tour, and the group will then proceed to the Senior Center for the meeting. Councilman Morales stated that Saturday was a very moving and touching ceremony for the Vietnam Wall. He stated that tomorrow there will be bone marrow testing at the Elks Lodge. He announced that the Salvation Army is looking for bell ringers for the holiday season. He wished everyone a Happy Thanksgiving. Councilwoman Rowlison stated that she received a report from Supervisor Don Gage's office called Violence Prevention in Santa Clara County. She announced that on December 4, 1997 from 3:30 p.m. to 7:00 p.m., there will be a workshop on Innovative Environmental Planning Approaches. She also announced a workshop with arts groups on December 10, 1997 from 6:30 p.m. to 8:00 p.m. at the Gilroy Senior Center. She stated that she spent Saturday helping to clean up the Fairview area with the community. The Mayor noted the following meetings/events: Study Session on the Community Development Block Grant Priorities, December 2, 1997,6:00 p.m. in the Gilroy City Council Chambers, 7351 Rosanna Street, Gilroy, California. Interviews by the City Council for Applicants for Commission/Board Appointments, 7:00 p.m., December 8, 1997, Gilroy City Council Chambers, 7351 Rosanna Street, Gilroy, California. Police Department Master Plan Tour and Review, 7:00 p.m., December 10, 1997, Senior Center Meeting Room, 7371 Hanna Street, Gilroy, California (meet at 7:00 p.m. at the Police Department for the tour). It was noted that LAFCO will meet on December 10, 1997 regarding the proposed new Golf Course for Gilroy. At 8:44 p.m. the Mayor adjourned the meeting.
