Plan.Com. Al Pinheiro, Chairman of the Planning Commission, noted projects that the
Report Planning Commission has reviewed. He commented on the General Plan Update
Committee proceedings and answered questions posed by the City Council.
Bid-Financial City Administrator Baksa reviewed the process for obtaining new financial
Mgt.Software management software. Rene Vise and Martin Quiroz answered questions posed
by the City Council and presented recommendations to initiate contract
negotiations with Pentamation Enterprises, Inc. for Financial Management
Software.
Motion was made by Councilmember Arellano, seconded by Councilman
Sudol and carried to initiate contract negotiations with Pentamation Enterprises,
Inc. for Financial Management Software.

Appointment
The Mayor regretfully accepted the resignation of Commissioner John
Kilcoyne from the Parks and Recreation Commission. He requested nominations
for appointment of a member to fill the vacancy on the Parks and Recreation
Commission to January, 1999.
Motion was made by Councilmember Arellano, seconded by Councilman
Sudol and carried to appoint Phil Buchanan to the Parks and Recreation
Commission vacancy to January, 1999.
MTBE
The Mayor noted concerns with Methyl Tertiary-Butyl Ether (MTBE) and the
drinking water in Santa Clara County.
Councilwoman Rowlison stated that she had talked with Rick Callender,
Santa Clara Valley Water District, regarding this issue and that he had no
concerns with a letter being sent to officials, but did not want a resolution done at
this time, as they would like to have all the cities do resolutions on this issue at
the same time.
Councilman Springer volunteered to draft a letter on this issue.
Motion was made by Councilmember Arellano, seconded by Councilman
Sudol and carried for Councilman Springer to draft a letter to be sent to various
State officials stating the City of Gilroy's concern and request prohibition of the
use of MTBE, or any other ether oxygenate, as an additive to motor vehicle fuels.
The Mayor asked if there was anyone in the audience wishing to speak on any
item not on the agenda.
Jeff Shood, Gilroy High School Student Body President, remarked on the
Renaissance Breakfast with 530 students to receive recognition. He noted the
basketball season has just ended, and that they have reinstituted the Block G Club
for displays of sportsmanship. He commented that Gilroy High School is
publishing a new web site, where students can access available scholarships. He
stated that the Prom will be held on May 2nd at the Palace in Sunnyvale. He
noted that they are planning activities with other schools in the area to bridge
partnerships with the other schools.
Councilman Springer commented on agenda item lX.B.6. regarding the
Peninsula Corridor Joint Powers Board recommendation on the maintenance
facility, noting that the Board's recommendation is for the Newhall site. He also
noted that the Board expressed deep regrets that it was not possible to have the
facility in Gilroy due to expense issues.

Legislation:
Letter in support of AB 1243 to allow the shift of resources to be controlled by
the cities, redevelopment agencies, counties or direct payment permittees filing to
identify the actual location of once pooled use tax proceeds.
Customer Service:
Letter of Thanks from Nicole Plourde to the City Administrator for discussing
evaluation practices at the City of Gilroy;
Fire Department Customer Service Survey comments regarding Fire
Department personnel; and
Letter from Joyce Patereau complimenting the Police Department on an
interesting presentation before the City Council.

The minutes of the South County Regional Wastewater Authority meetings of
December 2, 1997, January 6, 1998, and January 20, 1998 were noted.
City Administrator Baksa noted the South County Housing sublease of Old
City Hall to the New Renaissance Center at Old City Hall.
Motion was made by Councilmember Arellano, seconded by Councilman
Morales and carried to approve the South County Housing sublease of Old
City Hall to the New Renaissance Center at Old City Hall.
City Administrator Baksa distributed a press release regarding the review by
the Santa Clara County District Attorney's office regarding Police Chief
Sumisaki, noting that 8 of 9 issues had no validity, and on the ninth issue there
was a conflict of testimony, noting that this validates the investigation that was
done by the City last Fall. He also noted that the Office of Criminal Justice
reviewed the City's surplusing procedures and found that the City is in
compliance. He distributed Leadership Gilroy information from last week's
session, noting that the members had a role playing activity where they were the
City Council and were to determine the fate of the Strand Theater. The outcome
was three groups with three different outcomes.
Acting City Attorney Faber stated that the lawsuit filed by Perry Woodward
for disclosure of the Police Officer Association investigation of Police Chief
Sumisaki was denied by the Court.
The Mayor noted the 90 Day City Council Calendar, a list of upcoming
meetings. He asked when the Council would like to reschedule the Police
Department Master Plan, and the consensus was to schedule the meeting for April
13th at 7:00 p.m., possibly at the Senior Center. He announced that Gilroy has
been named a Tree City USA for the 19th year in a row.

Councilwoman Rowlison stated that she travelled to Sacramento and met with
legislators and Caltrans officials regarding signalization on Highway 152 with
Camino Arroyo, east of Highway 101 and also the request for freeway access at
the Buena Vista Bridge. She noted that on Friday she went to a Caltrain Transit
Oriented Development seminar. She stated that on Thursday, March 5th there
will be a similar seminar which will show housing developments in Mountain
View and Palo Alto near CaItrain stations.
Councilman Morales stated that last Friday he attended a neighborhood
meeting with citizens in the Ninth and Eigleberry Street areas. He commented
that he was impressed with the Police Officers, thanking them and Ortensia
Vasquez for their help. He stated that on March 7th at 9:30 a.m. there will be a
neighborhood meeting of the Rogers Lane/Hadley Court!Hoover Court areas at
San Y sidro Park. The Mayor asked ifNory Torres could put a schedule together
of planned neighborhood meetings, so that Councilmembers will know when the
meetings are, so they can attend.
Councilmember Gifford stated that last Friday she attended the Children's Art
Show at the Gilroy Museum and that it was extremely delightful.
Councilmember Arellano urged all the Councilmembers to attend the
Wednesday night and Thursday morning functions for the Renaissance Academic
Excellence group.
Councilman Springer questioned whether the Council is still scheduled to
review the Performing Arts Center issue on March 16th and was told it is still
scheduled for March 16.
Mayor Gilroy noted SB 2001 regarding Vehicle License Fees, and the
consensus of the Council was to send a letter in opposition to this bill.
