The Mayor led the Pledge of Allegiance to the Flag.
Dr. Mike Stewart, Director of Mission for Santa Clara Valley Baptist
Association, gave the Invocation.
The City Clerk noted that the Agenda had been posted on May 10,2000
at 11 :29 a.m.

The Mayor introduced new employee James Buessing, Firefighter, Fire
Department.
The Mayor presented the Employee Award for the Month of April, 2000, to
Dave Larton, Communicator, Police Department.
KDA Work The Mayor recognized and presented certificates to the Kids Discover Arts
Group Recog. Work Group including Gayle Glines, Cathy Mirelez, Rene Harrigan, Robin Rianda,
Geralyn Fortino, Anita Ritt, Fred Latimore, and Marla McCandless.

Care Month
The Mayor presented the Volunteers of the Month of May, 2000 award to Jan
Wells - Connie Rogers and Elizabeth Barratt were not able to be present.
The Mayor noted a proclamation for Foster Care Month - May, 2000, which
was previously mailed to Santa Clara County Social Services Agency.
Gilroy Visitors Gene Zanger, Chair of the Gilroy Visitors Bureau Advisory Council, presented
Bureau information regarding the restructuring of the Gilroy Visitors Bureau, including the
draft Bylaws and draft Articles ofIncorporation.
Memorial Day Anne Green presented information on the Memorial Day Parade and ceremony
Parade on May 29,2000 and invited all citizens to attend.

Calendar
The Mayor asked if there was anyone in the audience wishing to speak on any
item not on the agenda.
Celia McCormack made a recommendation to explore joining the Santa Clara
County Open Space Authority. She noted that Lloyd Wagstaff would be willing to
make a presentation to the Council on the Open Space Authority.
Councilman Sudol stated for the record that he has viewed the video tape from
the May 1, 2000 meeting and will vote on issues from that meeting.
Councilman Pinheiro questioned whether the Council will take action to
approve the Gilroy Visitors Bureau restructuring, and was told that it would be
scheduled for June 5, 2000.
Councilman Morales requested and Council agreed to a pre-meeting
presentation on the Open Space Authority.
Motion was made by Councilman Morales, seconded by Councilmember G.
Arellano and carried that the following items under the Consent Calendar be

Phys. Chall. Bd. Sherrean Carr gave an update on the activities of the Physically Challenged
of Appeals Board of Appeals.
Report
Bid-Mont.Corr. The City Administrator and Traffic Engineer Abrams presented a
Imp.Project recommendation to negotiate a contract with Higgins Associates for the Monterey
Corridor Improvement Project (RFP-CDD-264), and if unsuccessful to negotiate a
contract with TPG Consulting.
Motion was made by Councilman Morales, seconded by Councilman Velasco
and carried (Councilman Sudol voting no) to negotiate a contract with Higgins
Associates for the Monterey Corridor Improvement Project (RFP-CDD-264), and
if unsuccessful to negotiate a contract with TPG Consulting.

Bid-Monterey Traffic Engineer Abrams presented a recommendation to negotiate a contract
Streetscape with Merrill & Befu for the Monterey Streetscape Improvement Project (RFP-
Impr.Project CDD-265), and if unsuccessful to negotiate a contract with RRM Design Group.
For the record in answer to a question, it was noted that Traffic Engineer
Abrams, Bill Headley, and Scot Barron were on the Selection Committee.
Motion was made by Councilman Velasco, seconded by Councilman Morales
and carried (Councilmembers G. Arellano and P. Arellano voting no) to negotiate
a contract with Merrill & Befu for the Monterey Streetscape Improvement Project
(RFP-CDD-265), and if unsuccessful to negotiate a contract with RRM Design
Group.
Bid-Fifth St. The City Administrator presented a recommendation to re-bid the Fifth Street
Underground. Undergrounding Project (99-CDD-517).

Motion was made by Councilman Morales, seconded by Councilman Pinheiro
and carried to re-bid the Fifth Street Undergrounding Project (99-CDD-517).
The Mayor stated it was the time and place scheduled for a continued Public
Hearing on an Affordable Housing Exemption request pursuant to Zoning
Ordinance Section 50.62(b)(4) to allow the construction of 46 housing units
consisting of 45 low-income studio apartments and one manager's unit, to be
developed as a part ofthe proposed City Plaza project to be constructed at 7598
Monterey Street, within the C2-HN (Central District Commercial-Historic
Neighborhood) zoning District. North Point Management (c/o Bruce
Tingey)/Darrel Kelly, applicant, M 99-10 (ARE 99-01).
The City Administrator noted that no units are available for this project at this
time and recommended that it be continued to see if additional units become
available.
Motion was made by Councilman Pinheiro, seconded by Councilman Morales
and carried to continue the Public Hearing to June 19,2000.
The Mayor stated it was the time and place scheduled for a Public Hearing on
a Zone Change request to amend the City of Gilroy's Zoning Map from R1/R2
(Single Family Residential/Two Family Residential) to Rl/R2-PUD (Single Family
Residential/Two Family Residential-Planned Unit Development) on 1.68 acres
located at the southeast corner of Rogers Lane and Lewis Street. Alfonso
Almeida, applicant, Z 00-02.
Motion was made by Councilmember G. Arellano, seconded by Councilman
Sudol and carried to continue the Public Hearing to June 19, 2000 at the request of
the applicant.
The Mayor stated it was the time and place scheduled for a Public Hearing on
a Tentative Map request to subdivide 6.68 acres into seven (7) residential lots in
two configurations: three (3) single family residential lots (one for each existing,
non-conforming single family dwelling on Lewis Street) and four (4) duplex lots,
on property located at the southeast corner of Rogers Lane and Lewis Street,
proposed for rezoning to R1/R2-PUD (Single Family Residential/Two Family
Residential-Planned Unit Development). Alfonso Almeida, applicant, TM 99-05.
Motion was made by Councilman Sudol, seconded by Councilmember G.
Arellano and carried to continue the Public Hearing to June 19, 2000 at the request
of the applicant.
Councilman Pinheiro recused himself from voting on the next item due to a
business relationship with the applicant, and Councilmember G. Arellano recused
herself from voting on the next item due to the appearance of a possible conflict of
interest, and they stepped down from the dais.

Res. 2000-33 Motion was made by Councilman Velasco, seconded by Councilman Morales
and carried to adopt Resolution No. 2000-33 approving AlS 00-06 (PUD), an
application for Architectural and Site approval of a Planned Unit Development
(PUD) to allow for the construction of a 17 -unit apartment complex on a 1.11-
acre parcel zoned R3-PUD (Medium Density Residential-Planned Unit
Development), APN 841-12-053, Joe Rocha, applicant.

Monterey St.
Streetscape
The Mayor noted a presentation by RRM Design Group of the Monterey
Street Corridor Streetscape Conceptual Plan.
The City Administrator stated that the consultants will present the Monterey
Street Corridor Streetscape Conceptual Plan.
T. Keith Gurnee and Diane Fredricks gave a presentation on the Monterey
Street Corridor Streetscape Conceptual Plan.
Motion was made by Councilman Pinheiro, seconded by Councilman Sudol
and carried to approve the Monterey Corridor Streetscape Conceptual Plan
Alternative 3 with the consideration that the median be reduced at Lewis Street to
allow a left turn lane.

The Mayor noted a review of the opinion of probable cost for the Monterey
Streetscape Improvement Project from 7th to 8th Streets.
The City Administrator noted the various options available for the cost of the
Monterey Streetscape Improvement Project. He reviewed various loan options
including bridge financing and pooling CDBG funds.
Traffic Engineer Abrams reviewed the opinion of probable cost provided by
RRM Design Group.
Motion was made by Councilman Sudol, seconded by Councilman Morales and
carried to direct staff to move forward with the ten (10) year loan basis, to include
bridge financing, for the full concept for the 7th to 8th Streets area for the Monterey
Streetscape Improvement Project.
At 9:00 p.m. the Mayor called for a five minute break, after which he recalled
the meeting to order.
Res. 2000-34 Motion was made by Councilmember G. Arellano, seconded by Councilman
Morales and carried to adopt Resolution No. 2000-34 upholding the appeal of
Variance V 00-01 and overturning the Planning Commission's denial of a Variance
from Zoning Ordinance Sec. 37.58 to allow construction ofa sign approximately 8
feet higher than allowed by Ordinance (APN 841-69-036). Hometown Buffet,

The minutes of the South County Regional Wastewater Authority meeting of
April 25, 2000 were noted.
660 Acres / The Mayor noted a request for clarification of the study parameters for the
General Plan 660 industrial acres.
Clarification
Motion was made by Councilman Morales, seconded by Mayor Springer and
carried to authorize staff to proceed on the traffic and hydrology studies on the
660 industrial acres east of the outlets, with the landowners to pay all the costs for
these studies.
The City Administrator distributed a handout from Marilyn Manning regarding
agenda topics for the June 9, 2000 mini-retreat. It was requested that the Mayor
and Councilmembers e-mail and/or send her their responses.
The Mayor stated that for the next meeting, he will reagendize the issue of a
City of Gilroy Bicycle Advisory Committee, since the City is losing grants due to
not having this Committee.
Councilman Velasco requested volunteers for the Memorial Day parade.
Councilman Morales volunteered to assist.
Councilman Morales noted the Agricultural Conservation Easement report and
Planning Division Manager Faus' memorandum that was distributed to Council.
Councilman Pinheiro invited the community to the May 28, 2000 Portuguese
Celebration.
Councilmember G. Arellano stated that she is getting the "run-around"
regarding Gilroy's share of the 2% of AB money for beautification of rail stations
which was discussed at the CODE (Community Oriented Design Enhancement)
committee meeting. She stated the Portuguese celebration is a wonderful festivity.
It was noted that the May 22, 2000 study session on the Financial Plan will
start at 6:30 p.m. rather than 7:00 p.m.
It was noted that the Mayor and Councilmembers have been invited to the
Wildfire 2000 Training Exercise on Saturday July 8, 2000 at the United
Technologies Corporation facility on Metcalf Road in San Jose.
