Emp. Award The Mayor presented the Employee Award for the Month of May, 2000, to
Bob Bozzo, Facilities Maintenance Specialist, Administrative Services
Department.
Proc.-US.Army The Mayor presented a proclamation for the United States Army's 225th
225th Birthday Birthday on June 14, 2000 to Captain Belton and Sgt. Kelsey. Sgt. Kelsey invited
the public to attend a cake cutting ceremony on June 14,2000 at the Veteran's
Hall.
Cert. of Service The Mayor noted certificates for retired Commission members Lael
McCormack, Arts and Culture Commission; Fred Trujillo, Arts and Culture
Commission; and Sohail (Sunny) Khandwala, Parks & Recreation Commission, not
present to receive the certificates.
The Mayor asked if there was anyone in the audience wishing to speak on any
item not on the agenda.
Ruben De La Rosa questioned the proposed expansion of the Police Station.
Mary Yates spoke in opposition to the location of the proposed new Police
Station and requested the City Council look for another site.

Arts & Culture Leonard Pugh, Vice-Chairperson of the Arts and Culture Commission,
Com.Report reported on the preparation and approval of the Public Arts Policy. He noted that
the Commission is currently preparing an application for members for the Public
Arts Committee. He noted a facility task force has been formed to obtain a
Cultural Arts Facility, and have received a $20,000 grant. He stated they are
working on the Willey House landscaping. He noted that they are working with
VT A on downtown improvements.

The Mayor stated it was the time and place scheduled for a Public Hearing to
establish Numerical Limits of Dwelling Units to be Permitted under the
requirements of the City of Gilroy's Residential Development Ordinance (RDO)
for the years 2001 through 2003, including review of potential redistribution of
remaining RDO exempt units and standard RDO competition units, M 00-03.
The staff report was noted and further explained by Planning Division Manager
Faus.
The Mayor opened the Public Hearing. There being no comment, the Mayor
closed the Public Hearing.
Motion was made by Councilmember G. Arellano, seconded by Councilman P.
Arellano, and carried to direct staff to prepare a resolution establishing Numerical
Limits for the years 2001 through 2003 to allow 284 units for 2001,232 units for
2002, and 243 units for 2003.

Appeal
Process
The minutes of the South County Regional Wastewater Authority meetings of
March 28,2000 and May 9,2000 were noted.
The City Administrator requested rescheduling a joint meeting with the Gilroy
Unified School District Board of Education. Council agreed to see if the School
Board can meet on July 19,2000, otherwise they will stay with the June 21,2000
date as previously set. He distributed the Parks & Recreation Commission Action
Report to be agendized for June 19,2000 for three action items. He distributed an
updated priority list of items/issues to be set for future meetings. He requested the
Council prioritize these items so that they can be agendized for future study
seSSions.
The City Attorney noted a request of the Gilroy Police Department to change
the appeal process involving towing permits and taxi cab owners and drivers
permits from final decision by the City Council to final decision by the City
Administrator.
The consensus of the City Council was to retain the appeal decision process
with the City Council making the final decision.

The Mayor noted a recommendation to appoint a City of Gilroy Bicycle
Advisory Committee.
Debbie Cottingham addressed the Council regarding the formation of a Bicycle
Advisory Committee.
Motion was made by Councilmember G. Arellano, seconded by Councilman
Sudol and carried to direct staff to look into this issue.
The Mayor noted a recommendation to send letters in opposition to AB 2838
and AB 2508 and a letter in support of AB 1709.
Council consensus was to send a letter of support of AB 1709 & a letter in
opposition to AB 2508.
The Mayor announced that effective today all of the four CalTrain trains to
Gilroy will have five cars and they are studying the possibility of some trains
having six cars. He noted CalTrain approval of ten additional trains to be added in
the fall, but not in Gilroy until negotiations are completed over trackage rights. He
noted that automated CalTrain ticket vending machines will be available soon and
hopefully one of the first will be in Gilroy. He noted the Silicon Valley
Manufacturing Group will be moving forward with a ballot measure in November
2000 for improved transportation, which is a follow-on to A & B. He noted the
need to be more timely in responses to the Legislative Digest, and stated that he
will reagendize this issue.
Councilmember G. Arellano noted a great Memorial Day parade and gave
kudos to those who organized it.
Councilman Morales stated that he attended the Brownell Junior High honor
roll breakfast this morning and congratulated all students on the honor roll in
Gilroy. He also congratulated all the graduates.
Councilman Velasco thanked Anne Green and John Ceballos and all the other
organizers for their hard work on the Memorial Day Parade.
