He noted that they anticipate receiving about 25 applications for the youth Commission. Joe Kline, Public Information Coordinator, reviewed the City's web site, and commented on planned changes for the future. Jim Craig, Operations Services Manager, noted that the chip seal program will start soon. He commented on the new street sweeping program and the Bicycle and Pedestrian Advisory Board. He noted that they are working on a cross-training program for the operations area. He commented on improvements to our facilities. The Mayor deviated from the regular order of the agenda to accommodate interested persons in the audience. The Mayor stated it was the time and place scheduled for a Public Hearing on a Vesting Tentative Map request to subdivide approximately 21.4 acres into a 58- lot single family residential subdivision with open space areas, on property zoned Rl/OS-PUD (Single Family Residential/Open Space-Planned Unit Development), located on Luchessa Avenue, east of Greenfield Road. Thomas Road Properties, applicant, TM 99-14. The Mayor noted a request for a Planned Unit Development Architectural and Site design review approval to construct 58 single family residences on property zoned Rl/OS-PUD (Single Family Residential/Open Space-Planned Unit Development), located on Luchessa Avenue, east of Greenfield Road. Thomas Road Properties, applicant, A/S 00-25. The staff report was noted and further explained by Planner II Casper. The Mayor opened the Public Hearing. John Donohoe, RJA, reviewed the project and gave a presentation on the project. Amos Brown stated that the developer will be destroying this property. He stated that the homes do not belong there if the soundwall is needed to protect them. Arminta Jensen, RJA, reviewed the soundwall, noting that there is not enough room to have a berm at this location. The Mayor closed the Public Hearing. Councilmember G. Arellano stated that she is pleased that the developer has listened to the Council and staff. Motion was made by Councilman Sudol, seconded by Councilman Velasco and carried to direct staff to prepare a resolution approving TM 99-14 with conditions. Motion was made by Councilmember G. Bid- Train Depot The City Administrator presented a recommendation to authorize staff to negotiate and sign a lease agreement with Greyhound Lines, Inc. for lease of the Gilroy Train Depot. Councilman Pinheiro recused himself from discussion and vote on this issue. 76(',Q \ / ',J Administrative Services Director Dorn explained that the City had only received one proposal, which was from Greyhound, Inc. He introduced Tighe Boyle from Greyhound. Tighe Boyle, Greyhound, Inc., stated that Greyhound is committed to making sure this proposal works. He stated that he wanted to help make the station viable. Motion was made by Councilman Sudol, seconded by Councilman Morales and carried (Councilman Pinheiro absent) to authorize staff to negotiate a lease agreement with Greyhound Lines, Inc. for lease of the Gilroy Train Depot. Councilman Pinheiro returned to his seat at the dais. Pub. Hearing TM 00-05 The Mayor stated it was the time and place scheduled for a Public Hearing 01}. a Vesting Tentative Map request to subdivide approximately 7.2 acres into a 33-10t single family residential subdivision, on property zoned RI-PUD (Single Family Residential-Planned Unit Development), located along Muirfield Way, within the Eagle Ridge development. Eagle Ridge Development Corporation LLC and Shapell Industries Inc., applicants, TM 00-05. The staff report was noted and further explained by Planning Division Manager Faus. The Mayor opened the Public Hearing. Susan Mineta, Shapell Industries, noted that approval of this map will allow them to complete construction of this street. (At 10:15 p.m. Councilman Sudol left the Council Chambers, and returned at 10: 18 p.m.) Amos Brown stated that there should be a fire station provided by this project. Streetscape Kristi Abrams, Traffic Engineer gave a presentation on the Streetscape Design Design - for the Monterey Street Improvement Project. He stated that the neighborhood needs to be strengthened. Radiation Community Development Director Allen reviewed a request by Radiation Detection Co. Detection Company for an Economic Incentive. Barrie Laing stated that he is anticipating the move to Gilroy. He explained that their business plan is to make their business competitive. He noted that he anticipates the business to expand to 65-70 employees. Motion was made by Councilmember G. Arellano, seconded by Councilman Sudol and carried to approve terms and direct staff to prepare an economic incentive agreement for Radiation Detection Company. Self-Sufficiency The Mayor noted a discussion of Self-Sufficiency Center contracts with the Center City of San Jose and NOVA Private Industry Council. The City Administrator reviewed the history of working with the NOVA PIC, and our need to also contract with a new agency to administer these programs. He explained that the City of Gilroy would be the conduit for disbursement of the grant money. Motion was made by Councilman Morales, seconded by Councilman P. Arellano and carried to authorize the City Administrator to enter into a contract with the City of San Jose in the amount of $327,894 and with Nova PIC in the amount of $64,500. Arellano and carried to authorize the recruitment and hiring of a new position entitled Grant Management Specialist and authorize the hiring of a contractual Case Worker. The following informational items were noted with no separate discussion on same: Legislation: Letter to Governor Gray Davis requesting his veto on SB 1621; and League of California Cities Priority Focus #8-2000 dated September 1,2000. 7610 Customer Service: E-mail from Adele Acosta to Officer Bozzo for dealing with a difficult situation; Letter of appreciation from Phyllis Kelly, Gilroy Foods, to Susan Black for her thank you letter; Memo of appreciation from Chief Giusiana to All Gilroy Police Department Employees for the smoothest Garlic Festival ever; E-mail to Yvette Gonzales from Vivian Sanchez for her professional and informative presentation on "Disaster Preparedness"; and E-mail of appreciation to Art Gillespie from Lisa Jensema recognizing Yvette Gonzales in teaching Pediatric CPR class. Informational items: Letter to District Attorney George Kennedy supporting the concept of formulating guidelines regulating residential treatment facilities within neighborhoods; Information from the Advisory Council of the Council on Aging; Pacific Gas and Electric Notice of Distribution Performance Standards Application dated September 5, 2000; and Certificate of Appreciation to KTEH San Jose Public Television for their donation of Spanish books for the City of Gilroy's Mujeres Pueden program. Personnel Com. The minutes of the Personnel Commission meeting of July 10, 2000 were 7-10-00 noted. Planning Com. The report of the Planning Commission meeting of September 7, 2000 was 9- 7 -00 noted. The City Administrator distributed RDO information for next Monday's study session. He noted the need to set a mini-retreat with the Police Department, which was tentatively set for November 17,2000 from 9:00 a.m. to noon. He stated that the City has received additional COPS money ($125,000 over three years) in the area of School Liaison for DARE and on-campus programs. City Adm. Comp. The Mayor noted a recommendation and Authorization to increase the City Increase Administrator's compensation. Motion was made by Councilman Morales, seconded by Councilman Sudol and carried to authorize increasing the City Administrator's compensation by the City of Gilroy paying 6% of the base salary to Deferred Compensation. The Mayor noted a request from AAUW to move the City/School District liaison meeting from October 18, 2000, due to an election forum they had scheduled. It was agreed to try to schedule it after the election on a Thursday. The Mayor stated that he has tickets for an Oakland As vs. Texas Rangers baseball game on September 30, 2000. He announced that anyone wishing to receive two free tickets per person to call the City Clerk. Councilmember G. Arellano reminded everyone that this Friday night is the Pasta Extravaganza downtown. She noted that she went to a CODE meeting and they tried to take money away from Gilroy. She noted the Library expansion is on-gomg. Adjournment 76; I Councilmember Pinheiro stated that the Visitors Bureau had a retreat last week and it went well. He thanked the City Administrator for facilitating the retreat. He noted that the Visitors Bureau is accepting applications for the new Executive Director. Councilman Morales thanked the taxpayers and the City Clerk for organizing the League of California Cities conference trip. He stated that the City of Gilroy needs a City flag.
