Budget Amendments/Transfers as recommended.
Minutes of the Regular Council Meeting of January 2,2001; and
Motion was made by Councilman Morales, seconded by Councilman Sudol
and carried that the following items under the Consent Calendar be approved, by
the following Roll Call Vote: Ayes: Councilmembers: Guadalupe Arellano, Peter
D. Arellano, Charles S. Morales, Al Pinheiro, Anthony C. Sudol III, and Thomas
W. Springer; Absent: Councilmember Roland Velasco:
Amos Brown discussed his heritage, which he feels has been deprived
James Suner noted that he recently purchased a parcel on Lone Oak Court and
noted that he is having trouble getting a building permit through the RDO process.
He requested this issue be placed on the February 5, 2001 agenda for discussion.
The Mayor asked if there was anyone in the audience wishing to speak on any
item not on the agenda.
The Mayor presented the Employee Award for the Month of January, 2001, to
Judy Mireles-Janisch, Recreation Supervisor, Community Services Department.
The Mayor presented the Volunteers of the Month Award for December, 2000
to the Volunteers in Policing.
The Mayor presented a proclamation on the establishment of the Gilroy
Affiliate Chapter of the Santa Clara County Martin Luther King Jr. Association to
Dr. Frank Azad, Brenda Owens, and T. 1. Owens.

Promoted Emp. The Mayor noted that promoted employee Cydney Casper, Planner II,
Community Development Department was not available for introduction.
The Mayor explained that the applications for Z 00-07, TM 00-08, and
NS 00-40 will be heard together.

Bid-Monterey The City Administrator presented a recommendation to award the bid for the
Streetscape Monterey Streetscape Improvement Project (Project 00-CDD-524) to Golden
Imp. Project Bay Construction in the amount of$I,552,018.00.
Motion was made by Councilman Sudol, seconded by Councilman Pinheiro
and carried (Councilman Velasco absent) to award the bid for the Monterey
Streetscape Improvement Project (Project 00-CDD-524) to Golden Bay
Construction in the amount of$I,552,018.00.
Bid-Golf Course The City Administrator presented a recommendation to initiate contract
Maintenance negotiations with International Golf Maintenance, Inc. (IGM) for golf course
maintenance. Operations Services Manager Craig reviewed the service levels of
the proposed companies.
Motion was made by Councilman Morales, seconded by Councilman Sudol and
carried (Councilmember G. Arellano voting no and Councilman Velasco absent) to
initiate contract negotiations with International Golf Maintenance, Inc. (IGM) for
golf course maintenance.
Councilmember G. Arellano explained that she voted no on the
recommendation because she is not sure exactly how much money will be offered
to the full-time and part-time employees and how they will be absorbed due to the
outsourcing.
Public Hearing The Mayor stated it was the time and place scheduled for a continued Public
Z 00-07 Hearing on a Zone Change request to change the City of Gilroy Zoning Map from
Al (Agriculture) to R3-PUD (Medium Density Residential-Planned Unit
Development) on approximately 22.3::1:: acres ofland located at the southwest
corner of Santa Teresa Boulevard and Hecker Pass Highway. Coastal Rim
Properties, applicant, Z 00-07.
Public Hearing The Mayor stated it was the time and place scheduled for a continued Public
Hearing on a Tentative Map request to subdivide approximately 22.3::1:: acres of
land into a 13-10t residential (senior housing) subdivision on property proposed for
rezoning from Al (Agriculture) to R3-PUD (Medium Density Residential-Planned
Unit Development) located at the southwest corner of Santa Teresa Boulevard and
Hecker Pass Highway. Coastal Rim Properties, applicant, TM 00-08.

The Mayor noted a request for a Planned Unit Development design review for
the overall design concept for Village Green, a 175-bed senior care facility, 37
senior citizen cottage (condominium) units, and 75 senior citizen rental units, on
property proposed for rezoning from Al (Agriculture) to R3-PUD (Medium
Density Residential-Planned Unit Development) located at the southwest corner of
Santa Teresa Boulevard and Hecker Pass Highway. Coastal Rim Properties,
applicant, NS 00-40.
Councilman Sudol stated that he would need to leave this meeting shortly after
8:00 p.m. and requested that the votes on these issues be delayed until the
February 5, 2001 meeting.
The staff report was noted and further explained by Planner II Durkin.

return. )

The Mayor opened the Public Hearing on Z 00-07.
Franco Mola, developer of the project, reviewed the project, noting that they
are requesting below the maximum density for R3 zoning. He stated that he would
not be concerned with a continuance to February 5, 2001.

Amos Brown questioned how this project will benefit the community.
Suellen Rowlison stated that this project disregards the 'jewel" of Gilroy. She
stated that this is an entrance to Gilroy. She questioned why this parcel was not
reviewed in the current General Plan review. She stated that it is a great project,
but that it is in the wrong location and that it is too intense for this location. She
stated there could be some economic development with tourism on this parcel if
this is not approved.
Connie Rogers questioned of the 175 units, what portion is assisted living and
what portion is for Alzheimer's patients. She requested this 22 acres be included
in the Hecker Pass Specific Plan. She stated that this is a gateway to Gilroy.
Joel Goldsmith stated that this property is adjacent to the Specific Plan area.
He noted that this project is not consistent with what is proposed for the remainder
of the Hecker Pass area, which is proposed to remain rural and scenic.
Jim Hoey, on behalf of the Hoey family, stated that they are in favor of the
Coastal Rim project, but noted that conditions should be placed on the approval to
be more consistent with this rural and scenic area.

9:39 p.m.)
Lael McCormack stated that she was startled when she heard that a three story
building would be constructed at this location. She questioned how walkers will
get across the streets. She stated that she agrees with berms rather than fences.
Todd Perkins stated that the Hecker Pass Corridor is a true gift. He stated the
vision of the area can be set by the Hecker Pass Specific Plan group.
The Mayor closed the Public Hearing.
At 9:45 p.m. the Mayor called for a ten minute recess, after which he recalled
the meeting to order.
Motion was made by Councilmember G. Arellano, seconded by Councilman
Morales and carried (Councilmembers Sudol and Velasco absent) to continue
Z 00-07, TM 00-08, and NS 00-40 to February 5, 2001.
Public Hearing The Mayor stated it was the time and place scheduled for a Public Hearing
CALST AR concerning the issuance by California Statewide Communities Development
Authority of its tax-exempt obligations in an aggregate principal amount not
expected to exceed $2,275,000. Proceeds of the Obligations are to be made
available to California Shock Trauma Air Rescue (CALST AR), a nonprofit public
benefit corporation pursuant to a loan agreement to provide for the financing or
refinancing of air rescue helicopters, other air rescue equipment and related
property and to pay related expenses. The Equipment will be located at the
following addresses: (i) 20876B Corsair Boulevard, Hayward, California 94545,
(ii) 177 John Glenn Drive, Concord, California 94520, (iii) 590 Cohansey Road,
Gilroy, California 95020, (iv) 13750 Lincoln Way, Auburn, California 95603, and
(v) 1407 South State Street, Ukiah, California 95482, and will be owned by the
Borrower.
The staff report was noted and further eXplained by the City Administrator.
The Mayor opened the Public Hearing. There being no comment from the
audience, the Mayor closed the Public Hearing.

Resolution No. 2001-3 approving the issuance of tax-exempt obligations by the
California Statewide Communities Development Authority.

The City Administrator distributed the City Council Retreat agenda discussion
items. He distributed the Goals and Objectives Summary. He requested and
Council agreed to schedule a study session for an update on the Glen Lorna Ranch
project for February 20, 2001 from 5:30p.m. to 7:00 p.m., and also to invite the
Planning Commission to attend. He distributed an e-mail regarding the Police
Department employees enrolled in the 30-hour Spanish course. He distributed
information from the League of California Cities regarding an overview of the
Grassroots Coordinator Network. He requested direction as to whether the
Council direction was to have staff prepare information based on area or beat
regarding Police Department and Fire Department response time. Council agreed
to have staff prepare this information.

Councilman Morales congratulated Councilman P. Arellano for receiving the
Martin Luther King Good Neighbor Community Service Award.
Councilman Pinheiro also congratulated Councilman P. Arellano for receiving
the award. He stated that he has been attending the Glen Lorna plan meetings and
that he attended the Hecker Pass Specific Plan committee meeting last week.
