The Mayor led the Pledge of Allegiance to the Flag.
Pastor Bob Achilles, Trinity Bible Church, gave the Invocation.
The City Clerk noted that the Agenda had been posted on February 14,
2001 at 11:35 a.m.
Present: Councilmembers: Guadalupe Arellano, Peter D. Arellano, Charles S.
Morales, Al Pinheiro, Anthony C. Sudol III, Roland Velasco, and Thomas W.
Springer - 7:06 p.m.
The Mayor announced that the Community Services report would be deferred
to a future meeting. He stated that this meeting would be adjourned in memory of
Susan Stenger, City Purchasing Coordinator who passed away last week.
The Mayor introduced new employees Adriana Vasquez, H. R. Office
Assistant I, Administrative Services Department and Gloria Gilleland, Office
Assistant I, Community Development Department.
The Mayor noted a proclamation for Joan Lewis, 2000 Woman of the Year,
which was previously presented on February 9, 2001.
The Mayor noted a proclamation for Greg Martinez, 2000 Man of the Year,
which was previously presented on February 9, 2001.
Proc.-Christine The Mayor noted a proclamation for Christine Filice, 2000 Firman B. Voorhies
Filice Volunteer of the Year, which was previously presented on February 9,2001.

Proc.-Frank's The Mayor noted a proclamation for Frank's Garden Florist, 2000 Small

Proc.-Heinzen The Mayor noted a proclamation for Heinzen Manufacturing International,
Mfg.Intl. 2000 Large Business of the Year, which was previously presented on February 9,
2001.
Emp. Award The Mayor presented the Employee Award for the Month of February, 2001,
to Tina Kekaha, Administrative Secretary, Community Services Department.
The Mayor asked if there was anyone in the audience wishing to speak on any
item not on the agenda.
Amos Brown noted concern regarding $4,030.00 that is not accounted for. He
noted a Councilperson was recalled in 1994 and is still on the Council. He stated
that he would give a document on historical sites to the City Attorney, in that they
have a right to be protected. He noted concern with speeders and the segregation
that is taking place in Gilroy. He noted intimidation by the Police Department. He
noted that African Americans are not being treated fairly.

The Mayor noted an Ordinance of the City Council of the City of Gilroy
approving an application for a change in Zoning Designation from Al
(Agricultural) to R3-PUD (Medium Density Residential-Planned Unit
Development) for a senior citizen housing project on approximately 22.3::1:: acres,
APN 810-21-006, Coastal Rim Properties, applicant, Z 00-07.
Councilman Velasco recused himself from voting on this issue due to the
proximity of his residence to this project, and stepped down from the dais.
Motion was made by Councilman Morales, seconded by Councilman P.
Arellano and carried (Councilman Velasco absent) to read the Ordinance by title
only and waive further reading of the Ordinance. The City Clerk read the
Ordinance by title only.
Motion was made by Councilman Sudol, seconded by Councilman Morales and
carried (Councilman Pinheiro voting no and Councilman V elasco absent) to
introduce the Ordinance amending the Zoning Map.
Councilman Velasco returned to his seat at the dais.
Victoria Woods The Mayor noted a request for a re-allocation of the Victoria Woods
Affordable Housing Units.
Motion was made by Councilman Morales, seconded by Councilman Sudol and
carried to re-allocate Victoria Woods 75 Affordable Housing Units to the small
projects exemption pool.

The Mayor noted discussion for appointments of a Board Member and
Commissioners.
Motion was made by Councilmember G. Arellano, seconded by Councilman
Sudol and carried to appoint Kermit Delaurant to the Arts & Culture Commission
and Norman V. Thompson to the Building Board of Appeals.
Motion was made by Councilman Sudol, seconded by Councilmember G.
Arellano and carried to appoint Chris Ordaz to a term to expire 12-31-04 and
Annie Tomasello to a term to expire 12-31-01 on the Personnel Commission.

The Mayor noted a discussion of Planning Commission committee
appointments.
Motion was made by Councilmember G. Arellano, seconded by Councilman
Morales and carried to specifY Option #2 (Planning Commission
recommendation/City Council appointment) as the policy for committee
appointments.
Motion was made by Councilman Morales, seconded by Mayor Springer and
carried to specifY Option #2 (Planning Commission recommendation/City Council
appointment) as the policy for internal committees appointments.
Motion was made by Councilmember G. Arellano, seconded by Councilman
Morales and carried to appoint John Ceballos as member and Cat Tucker as
alternate for the South County Joint Planning Advisory Committee (SCJP AC).
Motion was made by Councilman P. Arellano, seconded by Councilman
Morales and carried to appoint Tony Sudol as member and Guadalupe Arellano as
alternate for the SCJP AC.
Motion was made by Councilman Sudol, seconded by Councilmember G.
Arellano and carried to appoint Paul Correa of the Planning Commission to the
Street Naming Committee.
HHC The Mayor noted a request to appoint a Historic Heritage Committee (HHC)
citizens member from the Historical Society.

Growth
Motion was made by Councilman P. Arellano, seconded by Councilman
Morales and carried that the policy for citizen membership on the HHC shall be
that staffwill first solicit members from the Historical Society.
The Mayor noted a letter from the California Legislature inviting the Mayor
and Councilmembers to a hearing regarding growth and focusing on housing and
transportation planning scheduled on Wednesday, February 28,2001 from 3:00
p.m. to 6:00 p.m. to be held in the City of Mountain View, City Hall, Mayor
Springer and Councilman Sudol stated that they will attend.

Informational items:
Recent legislative changes to LAFCO (Cortese-Knox-Hertzberg
Reorganization Act of2000, AB 2838); and
Information from the Advisory Council of the Council on Aging.
The City Administrator noted Rule 20 money for the undergrounding for P. G.
& E. He noted that P. G. & E. and the California Public Utilities Commission will
be deferring all projects for at least six months, including the Fifth Street
undergrounding project downtown. He stated that he hoped that it would not
affect the Santa Teresa Boulevard project. Council agreed to send a response that
it is an unfortunate situation for projects currently in process.
Councilmember G. Arellano stated that there will be redistricting meetings this
Thursday, February 22, in San Jose and next Wednesday, February 28, in Salinas.
Council agreed to agendize this issue regarding an expenditure of funds to attend
the legislative sessions in Sacramento on redistricting.
Councilman Pinheiro requested an updated list of Council appointments.
