The Mayor led the Pledge of Allegiance to the Flag.
Pastor Mark Milwee, First Baptist Church, gave the Invocation.
The City Clerk noted that the Agenda had been posted on May 2, 2001
at 1:40 p.m.
Present: Councilmembers: Guadalupe Arellano, Peter D. Arellano, Charles S.
Morales, Al Pinheiro, Anthony C. Sudol III, Roland Velasco, and Thomas W.
Springer - 7:02 p.m.
The Mayor noted that a rolling blackout could occur, and if so the meeting
would be adjourned to tomorrow at 7:00 p.m., same location. He noted that
introductions for the police and fire personnel would depend on their schedules
and that he would introduce them as they arrive. He stated that the Youth
Ambassadors/Gilroy High School Youth Chorus would arrive around 8:00 p.m.
and that he would be flexible for their performance arrival time.
The Mayor introduced new employees Michael Pardini, Firefighter, Fire
Department; Laurianne Fruit, Public Safety Communicator Trainee, Police
Department; Annette Diaz, Office Assistant I, Police Department; Teresa
Rodriguez, Office Assistant I, Police Department; and Alison Comerford, Police
Records Technician I, Police Department.
Proc.-Days of The Mayor noted a Proclamation for Days of Remembrance - April 15-22,
Remembrance 2001, which was previously mailed to the recipient.
Hank Snow The Mayor noted that Hank Snow, Gilroy Police Department Officer of the
Year, was not present and that he would be introduced at the next meeting.
Roy Shackel The Mayor recognized Roy Shackel - Gilroy Fire Department Employee ofthe
Year.
Danny Martin The Mayor recognized Danny Martin - Gilroy Fire Department Paid Call
Firefighter of the Year.
Patty Harrell The Mayor recognized Patty Harrell - Gilroy Police Department Dispatcher of
the Year.
Monroe Family The Mayor recognized the Monroe Family, Team Gilroy 2000-2001
Volunteers of the Year.

The Mayor asked if there was anyone in the audience wishing to speak on any
item not on the agenda.
Len Pugh, VTP 2020 representative to CODE (Community Oriented Design
Enhancements) for the VTA (Valley Transportation Authority), noted that
surveyors are out on Hwy. 152 surveying the area to lead off construction of the
Measure A programs.
Motion was made by Councilman Sudol, seconded by Councilman Velasco
and carried that the following items under the Consent Calendar be approved,
removing Item C. Declaring Equipment as Surplus, by the following Roll Call

Surplus Equip. Motion was made by Councilman Pinheiro, seconded by Councilman Morales

Rates
The Councilmembers requested the opportunity to review the City of Gilroy
policy with regard to surplus equipment. It was agreed that the policy will be
given to the Councilmembers.
Everett Burchell, Chairman of the Library Commission, gave an update on the
growth of the Library. He commented that this Wednesday the Library
Commission, the Library Expansion committee, and Fields Devereau will meet to
come up with a final recommendation for the City Council on the alternatives for
the library expansion. He noted the library is bursting at the seams.
Len Pugh invited everyone to the joint meeting of the Arts and Culture
Commission, the Public Art Committee, and VT A at the Willey Center tomorrow
at 7:30 p.m.
The Mayor stated it was the time and place scheduled for a Public Hearing on
the proposed amendment to the 2000-2005 Consolidated Plan and 2000-2001
Annual Action Plan, and on the 2001-2002 Program Year Community
Development Block Grant Program Year Funding Allocation.
The staff report was noted and further explained by the City Administrator and
Deputy Community Development Director Greenhut.
The Mayor opened the Public Hearing.
Connie Rogers noted that she was a committee member of the CAC (Citizens
Advisory Committee) for CDBG (Community Development Block Grant) funds.
She requested the Council modifY their action so that the housing rehabilitation
revolving loan fund can continue.
There being no further comment from the audience, the Mayor closed the
Public Hearing.
For the record, Councilmember G. Arellano stated that she was originally
opposed to ending the rehabilitation loan fund.
Motion was made by Councilman Velasco, seconded by Councilman Pinheiro
and carried (Councilmembers G. Arellano, P. Arellano, and Morales voting no) to
amend the 2000-2005 Consolidated Plan and 2000-2001 Annual Action Plan.
Motion was made by Councilmember G. Arellano, seconded by Councilman
Morales and carried to adopt the PY 2001/2002 CDBG funding allocations (One-
Year Action Plan).
The Mayor stated it was the time and place scheduled for a Public Hearing to
consider revision and adjustments of charges for the collection of garbage,
rubbish and refuse in the City of Gilroy.
The staff report was noted and further explained by the City Administrator.
The Mayor opened the Public Hearing.
John Nicoletti stated that the largest increase is due to fuel costs. In response
to a question, he stated that he would be willing to discuss the increase.
There being no further comment from the audience, the Mayor closed the
Public Hearing.

Motion was made by Councilmember G. Arellano, seconded by Councilman P.
Arellano and carried to continue the Public Hearing to May 21,2001 to have
discussions with South Valley Disposal and Recycling regarding the increase.
The Gilroy High School Youth Ambassadors/Chorus gave a vocal
presentation.
The Mayor noted a resolution approving NS 01-17, an application for
Architectural and Site approval of a Planned Unit Development (PUD) on
approximately 8.78 acres, APN 841-14-076, Garlic Farm AnnexIHoward Vierra,
applicant.
Planner I Polubinski reviewed the landscape plan for NS 01-17.
Howard Vierra explained that the soundwall will be an earthtone color
masonry sound wall with the landscaping to hide it.

carried (Councilman P. Arellano voting no) to adopt Resolution No. 2001-23

Youth Com. The Mayor noted an Ordinance of the City of Gilroy amending Section 11(3) of
Ordinance No. 2000-18 regarding the terms of office of members of the City of
Gilroy Youth Commission.
Motion was made by Councilman Sudol, seconded by Councilman Morales and
carried to read the Ordinance by title only and waive further reading of the
Ordinance. The City Clerk read the Ordinance by title only.

Morales and carried to introduce the Ordinance amending Section 11(3) of
Ordinance No. 2000-18 regarding the terms of office of members of the City of
Gilroy Youth Commission.
NFP A 1710 The Mayor noted a request from the League of California Cities to send a
letter opposing the NFPA 1710 standard.

Motion was made by Councilman Morales, seconded by Mayor Springer and
carried to send a letter opposing the NFPA 1710 standard.
The Mayor noted a request from Senator Wesley Chesbro request to send a
letter of support for SB 844, (2002 School Facilities Bond Act).
Motion was made by Councilmember G. Arellano, seconded by Councilman
Morales and carried (Councilmembers Sudol, Velasco, and Springer voting no) to
send a letter of support for SB 844.
The Mayor noted a request from Senator Wesley Chesbro request to send a
letter of support for SB 3 81 (foster understanding among groups of various
ancestry, physical or mental disability, marital status, gender, sexual orientation,
socioeconomic status, or civic interest).
Motion was made by Councilman Velasco, seconded by Councilmen Sudol and
carried to not send a letter regarding SB 381.
The Mayor noted a letter of resignation from Huldah Champion, Planning
Commission.
Motion was made by Councilman Sudol, seconded by Councilmember G.
Arellano and carried to accept the resignation of Huldah Champion from the
Planning Commission with regrets.
Motion was made by Councilmember G. Arellano, seconded by Councilman
Sudol and carried to set June 8, 2001 to receive applications, set June 18, 2001 for
interviews, and set June 18, 2001 for appointment to the position.

Silent
Witness"
The minutes of the Youth Commission meeting of March 12,2001 were noted.
The City Administrator distributed the long term schedule for Council issues
which need time for meetings and workshops, and also the RDO process schedule.
He asked for direction for the Street Furniture Committee, noting that they would
like to make a presentation to the City Council. He commented that the Planning
Commission has made a formal request to be a part of the Policy review. Council
agreed that the Policy will go to the Planning Commission for recommendation to
the City Council. He distributed the quarterly report and presented the 2001-2006
Financial Plan to the Council. He noted the budget workshop on May 16,2001.
The Mayor noted a request for a letter of support for "Operation Silent
Witness".
Wayne Cegelski, Post Chaplain and incoming Commander ofVFW Post 6309,
requested support of "Operation Silent Witness" and noted that a Green Ash tree
would be planted at the conclusion of the Memorial Day Parade.
Motion was made by Councilman Sudol, seconded by Councilmember G.
Arellano and carried to send a letter of support for "Operation Silent Witness".
Conan Knoll Motion was made by Councilman Velasco, seconded by Councilman Pinheiro
and carried to send a certificate of appreciation to Conan Knoll for his service to
local government
