The Mayor led the Pledge of Allegiance to the Flag. Father Dan Derry, St. Mary's Catholic Church, gave the Invocation. The City Clerk noted that the agenda had been posted on September 26,2001 at 10: 10 a.m. Present: Councilmembers: Guadalupe Arellano, Peter D. Arellano, Charles S. Morales, Al Pinheiro, Anthony C. Sudol III, Roland Velasco, and Thomas W. Springer - 7:03 p.m. The Mayor noted that there will be no presentation on Item VIII.B. (Housing Element), and that a workshop will be scheduled later in the meeting. New Employee The Mayor introduced new employee Michael Beebe, Police Officer, Police Department. Charlotte Powers The Mayor noted a presentation by Charlotte Powers, Bay Area Alliance for Sustainable Development (Bay Area Alliance), on the Draft Compact for a Sustainable Bay Area. Emp. Award Group/T eam Award The Mayor presented the Employee Award for the Month of September, 2001 to Moe McHenry, Provisional Fire Division Chief, Fire Department. The Mayor presented the Group/Team of the Month of September, 2001 to Cheryl Carreiro and Julie Guyton. Proc.-Alzheimer's The Mayor noted a proclamation for Alzheimer's Association Memory Walk Assoc. Day - October 6, 2001, which was previously mailed to the recipient. Proc.-Domestic The Mayor presented a proclamation for Domestic Violence Awareness Month Violence - October, 2001 to Lisa Ramos from Community Solutions. Proc.-People's The Mayor noted a proclamation for People's Republic of China - 52nd Rep.ofChina Anniversary on October 1,2001, which was previously presented to the recipient. Councilman Velasco indicated his opposition to the above proclamation. PG&E Rebate The Mayor noted a presentation by Jose Rios, PG&E, of a rebate check from Check PG&E in the amount of $30,701.62 for participation in PG&E's LED program. Consent Calendar Minutes THe Mayor asked if there was anyone in the audience wishing to speak on any item not on the agenda. Amos Brown spoke on owning and building, and concerns about the work being done downtown. He noted that he was representing J & J Antiques and Collectibles regarding the pasta dinner. He asked the City to find another way to issue permits for events such as this. Motion was made by Councilman Sudol, seconded by Councilmember G. Katrina Mertz reviewed the Youth Commission activities over the last few months. Kathryne Bevilacqua reviewed the Youth Commission survey, of which 55% were returned. Ty Ashford reviewed the future plans for the Youth Commission. Don DeLorenzo reviewed golf course maintenance, noting that the maintenance has been impressive with the new contract company, IGM. All-Way Stop The Mayor noted a request for an all-way stop at Alexander and Old Gilroy Streets. The staff report was noted and further explained by Traffic Engineer Abrams. Alicia Rosas stated that Alexander Street is a business street. She noted that a stop sign is needed at this location. Motion was made by Councilman Morales, seconded by Councilmember G. Arellano, who then recused herself from this item due to an appearance of conflict of interest due to the proximity of her residence to this location, and withdrew her second to the motion; Mayor Springer then seconded the motion which carried (Councilman Velasco voting no and Councilmember G. Arellano absent) to direct staff to prepare a resolution approving an all-way stop at Alexander and Old Gilroy Streets. Redevelopment The Mayor noted a discussion on preparation of a Redevelopment Plan for the Plan City of Gilroy. The staff report was noted and further explained by the City Administrator. (At 9:01 p.m. Councilman Sudol left the Council Chambers and returned at 9:03 p.m.) Jack Kazanjian noted issues regarding formation of an RDA, including the use of eminent domain, tendency to expand beyond that initially proposed, and potential for political patronage. He noted his opposition to formation of an RDA, and spending the money currently proposed for consultants. Ron Gurries, 3540C Hecker Pass, noted that he lived the history of stopping the RDA 12 years ago. He noted his opposition to an RDA. (At 9: 13 p.m. Councilman Morales left the Council Chambers and returned at 9: 15 p.m.) (At 9: 15 p.m. Councilman P. Arellano left the Council Chambers and returned at 9: 17 p.m.) Gandi Holson stated that she worked very hard to get the RDA on the ballot 12 years ago. She stated that the City already has eminent domain. She noted her opposition to the formation of an RDA. David Porcella expressed his opposition to an RDA. He noted his concern with eminent domain, and that he is worried that the City will form an RD A. 7l) :,") Housing Element (At 9:32 p.m. Councilmember G. Arellano left the Council Chambers and returned at 9:35 p.m.) Motion was made by Councilman Pinheiro, seconded by Councilman Velasco and carried (Councilmembers Morales and Sudol voting no) to direct staff to prepare an RFP for the consultant process regarding a proposed Redevelopment Agency for the City of Gilroy. Councilman Sudol stated for the record that 80% of the General Fund is spent for Police and Fire. He referred to his stand on the bond measure for paramedics, stating that he wanted the budget figures in front of him before he made his decision, and noted that that is why he is taking the position that he is now. Councilmember G. Arellano stated for the record that she is going along for this next step of getting the RFP. She noted that she will be looking to see what the dollar amounts are that will come back with that. She urged staff to be creative in the way they put out the RFP to lessen the amount. The Mayor noted an update on the Housing Element process. The City Administrator requested to set November 19,2001 from 6:00 p.m. to 7:00 p.m. for a workshop on the Housing Element process. (At 10: 16 p.m. Councilman Morales left the Council Chambers and returned at 10:20 p.m.) Councilman Sudol noted agenda Item IX.B.8. and questioned what the potential implications are to the City regarding the flat sales tax. The City Administrator noted that he put this in the packet to show the Council what is happening statewide. He noted that he budgeted about 5% less in this year's budget than last year's actuals. Councilman Sudol noted that Item IX.B.9. is a good model in terms of our median strips and asked that the Council take this into consideration. The minutes of the Youth Commission meeting of August 13, 2001 were noted. The City Administrator requested topics for the mini-retreat for Council and the Police Department. He stated that there are currently two items on the agenda, which include 1) comparative data and 2) beat by beat response times study. He stated that the November 14,2001 tentative meeting with the School Board is off, and Council agreed to leave the date open with no meetings. The Mayor stated that he was contacted by Calpine requesting representatives for the community board for their first meeting on October 11, 2001. Councilmembers G. Arellano and Pinheiro requested appointment. It was agreed that the Mayor's appointee would be Councilman Pinheiro and the Council's appointee would be Councilmember G. Arellano. He noted a Town Hall meeting Tuesday, October 16, 2001 from 6:30 p.m. to 9:00 p.m. at the Gilroy High School gym sponsored by the Hispanic Scholarship Fund with Jeff Garcia speaking to encourage more youth to attend college. He noted a Community Meeting by the developers of Carriage Hills Phase III and IV to be held at Luigi Aprea Fundamental School Multi-Service Room, Wednesday, October 10,2001 at 7:00 p.m. Councilmember G. Arellano noted that several groups are raising money for disaster relief. She recognized Norm and Gloria MacVicar who have raised over $20,000 on sales of T-shirts and wanted to give them public recognition. Councilman Sudol stated that there is a lot of junk being dumped on West Luchessa by the Sports Park and asked that that be addressed. He distributed information on a utility district.
