Minutes 2002/02/04 78aO Regular Meeting February 4, 2002 Gilroy, California The Mayor led the Pledge of Allegiance to the Flag. The Mayor noted that the Council had just adjourned from a Study Session regarding the Santa Teresa Corridor and that he will make references to that study session later in the meeting. Posting Agenda The City Clerk noted that the agenda had been posted on January 30, 2002 at 11 :59 a.m. Roll Call Present: Councilmembers: Peter D. Arellano, Robert T. Dillon, Craig Gartman, Charles S. Morales, Al Pinheiro, Roland Velasco, and Thomas W. Springer - 7:00 p.m. Under Orders of the Day, the Mayor announced that Item VI.A. would be continued for two weeks to the February 19,2002 meeting at Mr. Bonfante's request. Councilman Velasco announced that he had reviewed the Council meeting of January 22, 2002 and will be voting on items related to that meeting. New Employee The Mayor introduced new employee Laurie Loveless, Engineering Technician/Inspector I, Community Development Department. Consent Calendar '. Minutes 7851 The Mayor asked if there was anyone in the audience wishing to speak on any item not on the agenda. There was no comment from anyone in the audience. Motion was made by Councilman Morales, seconded by Councilman Gartman and carried that the following item under the Consent Calendar be approved, by the following Roll Call Vote: Ayes: Councilmembers: Peter D. Arellano, Robert T. Dillon, Craig Gartman, Charles S. Morales, Al Pinheiro, Roland Velasco, and Thomas W. Springer: Minutes of the Regular Council Meeting of January 22,2002. Personnel Com. Annie Tomasello, Vice-Chairperson of the Personnel Commission, noted the Report current members of the Personnel Commission. She reviewed the Personnel Commission activities over the past year including approval of the City-wide job description update; review of job classification studies and salary reviews, and abolishment of job eligibility lists. She noted that the Commission also tracks and monitors the recruitment activity of the City. She commented that the Commission has not heard any disciplinary hearings this past year. She noted that the Commission, over the next year, will review the part-time recreation job classifications and salary ranges and review the Human Resources Rules and Regulations. She reported that Jan Howell agreed to continue as Chairperson and that she was elected as the Vice-Chairperson for this year. She commented that the Commission recently said goodbye to Roxie Thomas after she served eight years on the Personnel Commission. Bid-RDA Pub.Hearing GPA 99-01 RDO Z 01-11 The City Administrator and Administrative Services Director Dom presented a recommendation to approve the consulting firm of McGill Martin Self, Inc. as the City's Redevelopment Agenda (RDA) consultant to prepare the Redevelopment Plan and associated environmental documents and also recommended approval of the firm McDonough, Holland & Allen as the City's legal counsel for RDA Plan development. The Mayor stated it was the time and place scheduled for a Public Hearing on the General Plan Update. The proposed 2001 Update of the City of Gilroy's General Plan document is the first comprehensive update of the General Plan since its initial adoption in November, 1979. The proposed 2001 General Plan Update provides a guide for the physical development of the City, and brings the Plan into conformance with changes in State law and other legal requirements; reflects changes in the local population and economy since 1979; incorporates the most recent projections and assumptions regarding future growth; responds to the issues, challenges and opportunities created by recent trends and developments. The proposed 2001 General Plan Update includes goals, policies and programs regarding State-mandated general plan elements (Land Use, Circulation, Housing, Open Space, Conservation, Safety, and Noise), and "optional elements" (Agriculture, Air Quality, Cultural Facilities, Economic Development, Growth Management, Historic Preservation, Parks and Recreation, Scenic Highways, Schools, and Water Supply and Quality) to the year 2020. City of Gilroy, applicant, GP A 99-01. Motion was made by Councilman Dillon, seconded by Councilman Gartman and carried to continue the Public Hearing to February 19, 2002 due to continuance by the Planning Commission. The Mayor noted an Ordinance of the City of Gilroy amending Gilroy Zoning Ordinance, the Residential Development Ordinance (RDO), Section 50.63 entitled "Annual Numerical Limits", Z 01-11, regarding RDO exemptions. 7852 Z 01-02 Motion was made by Councilman Gartman, seconded by Councilman Dillon and carried to continue this item to February 19,2002. The Mayor noted an Ordinance of the City Council of the City of Gilroy approving an application for a change in zoning designation from Rl (Single Family Residential) to RI-PUD (Single Family Residential-Planned Unit Development) on approximately 1.3 acres, APNS 790-19-086, 790-19-087 and 790-19-088, Syncon Homes of California, applicant, Z 01-02. Motion was made by Councilman Gartman, seconded by Councilman Morales and carried to read the Ordinance by title only and waive further reading of the Ordinance. The City Clerk read the Ordinance by title only. Motion was made by Councilman Morales, seconded by Councilman Dillon and carried to introduce the Ordinance approving Z 01-02. The Mayor noted Item IX.B.1.a. regarding a letter the City sent to Assemblyman Salinas in opposition to AB 680 regarding redistribution of sales tax revenues. The Mayor announced that the Assembly voted to support AB 680. He noted that a letter was drafted today to send to Senator McPherson in opposition to AB 680. He asked that a letter be drafted and signed by all seven Councilmembers to Assemblyman Salinas regarding the impacts this bill will have on the City of Gilroy. Councilman Arellano requested additional information on this bill. It was agreed that information will be provided to all the Councilmembers on AB 680. It was noted that a letter will be drafted and available for each member to sign, ifthey wish to do so. Gang Task Force The minutes of the Gilroy Gang Task Force meeting of December 3,2001 12-3-01 were noted. P&RCom. 12-18-01 Youth Com. 12-10-01 The minutes of the Parks & Recreation Commission meeting of December 18, 2001 were noted. The minutes of the Gilroy Youth Commission meeting of December 10,2001 were noted. The City Administrator noted the 2002 City Council workplan. He explained that this came out of the retreat, and is what staffwill start implementing. He requested that the February 19, 2002 Council meeting start at 6:00 p.m. to accommodate the General Plan Public Hearing, and the Council concurred. The Mayor announced that as a result of the study session on the design of Santa Teresa Boulevard, a Santa Teresa Corridor Landscape Review Subcommittee of the City Council was created, with Councilmembers Pinheiro, Morales, and Gartman to serve on the Subcommittee to work with staff to review the appropriate landscape that is being constructed on this revised corridor. Councilman Velasco asked if the February 25, 2002 workshop was optional, and was told that it was. Councilman Gartman questioned whether his City Email was up and running, and was told that it was. Councilman Pinheiro asked that the City entertain the idea that no cost estimates be given for a project when proposed to the Council, but rather the Council only be given an amount at the time of the bid. Councilman Arellano noted his Email is not working; and will not be working until he gets it repaired. He noted that this month is Healthy Heart Month and asked people to start looking at their health. He commented on a health survey, the National Health and Nutrition Examination Survey, that has been sent out, and asked that if they were contacted to please complete the survey.
