The City Clerk noted that the agenda had been posted on March 27,2002
at 2:10 p.m.
Present: Councilmembers: Peter D. Arellano, Robert T. Dillon, Craig

The Mayor noted discussion on the General Plan land use designation
regarding Rancho Hills Drive.
The staff report was noted and further explained by the City Administrator and
Planning Division Manager Faus.

Motion was made by Councilman Pinheiro, seconded by Councilman Gartman
and carried to approve retaining the existing land use designation for the property
on Rancho Hills Drive as Residential Hillside, Residential Low Density, and
Park/Public Facility.
The Mayor noted review and direction to staff regarding mitigation measures
for the General Plan Environmental Impact Report.
The staff report was noted and further explained by the City Attorney.
Council agreed to set a study session for April 8, 2002 at 6:30 p.m. in the
Council Chambers, to be televised, to further review the mitigation measures for
the General Plan Environmental Impact Report. Council further agreed to
continue the discussion to April 22, 2002, if needed, otherwise the proposed
meeting for April 22, 2002 would be cancelled.
At 6:44 p.m. the Mayor adjourned the meeting to the Regular Meeting.

The Mayor led the Pledge of Allegiance to the Flag.
Pastor Mark Milwee, First Baptist Church, gave the Invocation.
The City Clerk noted that the agenda had been posted on March 27,2002
at 2: 10 p.m.
Present: Councilmembers: Peter D. Arellano, Robert T. Dillon, Craig
Gartman, Charles S. Morales, Al Pinheiro, Roland Velasco, and Thomas W.
Springer - 7:02 p.m.
The Mayor noted that Item VII.A. had been requested by Michael Bonfante to
be continued until he is available to speak to the Council. He announced that the
special meeting earlier at 6:00 p.m. and Item VII.B. have been continued to April
8, 2002 at 6:30 p.rn.
Councilman Arellano announced that due to medical problems he would be
standing for most of the meeting.
The Mayor introduced promoted employees Noel Provost, Police Sergeant,
Police Department and Robert Locke-Paddon, Police Corporal, Police
Department.
New Employee The Mayor introduced new employee Andrea Arthur, Public Safety
Communicator, Police Department.
Proc.-NAACP The Mayor presented a proclamation for NAACP Day - April 13, 2002 to
Day Chris Elias.

Vol. Award The Mayor presented the Volunteer of the Month of March, 2002 award to

Proc.-Gilroy The Mayor presented a proclamation for Gilroy Goodwill Day - March 23,

Proc.-Arbor Day The Mayor presented a proclamation for Arbor Day - March 23,2002 to Todd
Barreras and Michael Jernigan.
Proc.-SclerodermaThe Mayor presented a proclamation for Scleroderma Awareness Month-
Awareness June, 2002 to Michelle Lawrence.
Dental Access The Mayor noted a presentation on dental access in South County by the
Health & Safety Alliance of the South County Collaborative and the Community
Health Council presented by Lynn Magruder and Santa Alvarez.

William M. The Mayor noted a presentation by William M. Capps, Santa Clara Valley
Capps, VT A Transportation Authority, on the proposed VT A Transit Service Reduction and
New Route Plan.
Dwayne Carpenter thanked the Mayor for his comments on the VT A proposal.
He noted the ridership is limited in his neighborhood.
Keith Price noted that he is not against the bus picking up people on Santa
Teresa Boulevard, but is opposed to the bus driving on Sunrise Drive.
Sharon Parks noted her support for the bus route on Sunrise Drive and Rancho
Hills Drive. She noted the noise from the garbage trucks is worse that the noise
from the buses. She noted other persons concerns for the safety of the children,
but stated that the children should not play in the street.
Pam Charron presented the original petition of those against the VT A proposal
for the route in her neighborhood. She stated that it is a minimally used route.
She noted the inconvenience of many for the convenience of a few.

John Green noted his support for bus service in the northwest quad. He
responded to concerns with regard to safety, noise, pollution, and crime.
Celso Sanchez stated that he likes VT A. He noted his concern regarding the
fare increases. He stated that VT A's goal should be to improve public relations
with the communities to increase ridership.

The Mayor asked if there was anyone in the audience wishing to speak on any
item not on the agenda.
Donald George Perino noted that a nine person station wagon with natural gas
might help the VT A issue. He asked to repeal the utility tax, asked to exchange
the Catholic Hospital Dominican for St. Louise Catholic Hospital, and noted John
Cameron Gilroy was not a true Gilroy and asked that our City's name of Gilroy be
changed to Ortega.
Jim Gailey stated that he submitted a letter requesting reduction of Impact
Fees. It was noted that staff will look at the request.

Motion was made by Councilman Morales, seconded by Councilman Dillon
and carried to award the bid for three (3) 2002 Model Year Utility Vehicles,

The Mayor stated it was the time and place scheduled for a Public Hearing to
review the proposed 2002-2003 Community Development Block Grant (CDBG)
Public Service funding allocations (One-Year Action Plan).
The staff report was noted and further explained by Deputy Community
Development Director Greenhut and HCD Coordinator Roaf. Citizen Advisory
Committee (CAC) Chairperson Nancy Shardell reviewed the activity of the CAC.
The Mayor opened the Public Hearing.
Donna DiMinico, Catholic Charities - Long Term Care Ombudsman Program,
thanked the City for the long term support given to their program.
Helena Fox, Catholic Charities - Daybreak Respite and Caregiver Support
Services, thanked the Council for the support and the opportunity to serve Gilroy.
Erin O'Brien, Community Solutions - La Isla Pacifica, reviewed the activities
of their program. She thanked the Council for their past support.
Dina Campeau, Emergency Housing Consortium, Housing for Homeless
Residents, reviewed their program and thanked the Council for their support.
Mary Jane Pattie, Live Oak Adult Day Services - Adult Day Care, thanked the
Council for their support.
Ann Marquart, Project Sentinel- Fair Housing & TenantILandlord
Counseling, reviewed their programs.
Cindy McCown, Second Harvest Food Bank - Operation Brown Bag, thanked
the Council for their continued support.
David Cox, St. Joseph's Family Center - Housing & Family Services, thanked
the Council, Mayor, and Committee for their support. He reviewed the program
and outreach.

and carried to continue the Public Hearing to May 6, 2002 to consider adoption of
the 2002-2003 CDBG funding allocations (One-Year Action Plan).
The Mayor stated it was the time and place scheduled for a Public Hearing to
consider revision and adjustments of charges for the collection of garbage, rubbish
and refuse in the City of Gilroy.
The staff report was noted and further explained by the City Administrator.
The Mayor opened the Public Hearing. There being no comment, the Mayor
closed the Public Hearing.
Motion was made by Councilman Pinheiro, seconded by Councilman Arellano
and carried to continue this item to April 15, 2002.
The Mayor noted a continued request by Bonfante Gardens for an RDO
allocation under Gilroy Zoning Ordinance Section 50.63(c)(3).
Motion was made by Councilman Pinheiro, seconded by Councilman Morales
and carried to remove this item from the agenda at this time.
The Mayor noted a continued review and direction to staff regarding
mitigation measures for the General Plan Environmental Impact Report.
Motion was made by Councilman Dillon, seconded by Councilman Morales
and carried to continue this item to a Special Meeting on April 8, 2002.
The Mayor noted Item IX.B.l.a. regarding AB2292 and AB 1866, and that the
City will be taking a position on them.

Email from Deb Smith for the fabulous job the KDA Committee (Renee
Harrigan, Nick Povio, Robin Rianda, Geralyn Fortino, Lucy Solorzano, Rosie
Anzualda, and Cathy Mirelez) did this year; and
Memorandum of appreciation from Chief Giusiana to Corporals Georges and
R. Quinones and CSOs Begines and Muraoka for helping raise over $25,000 for

The City Administrator distributed information on an issue for SCRW Are:
NPDS program to start March, 2003.
Councilman Pinheiro questioned when the next mini-retreat would be and the
Council agreed on Friday, May 3,2002 from 8:00 a.m. to 2:00 p.m. He requested
the costs for the Monterey Streetscape, and was told that it would be agendized
for the May 3, 2002 mini-retreat. It was also noted that the workplan discussion
would be agendized for the mini-retreat.
