Gartman, Charles S. Morales (arrived at 6:36 p.m.), Al Pinheiro, Roland Velasco,
and Thomas W. Springer - 6:31 p.m.
The Mayor reviewed the process that this meeting will follow.
Pub.Hearing The Mayor stated it was the time and place scheduled for a continued Public
Village Green Hearing to consider approval of the issuance by the California Statewide
Communities Development Authority of multifamily housing revenue bonds in the
aggregate principal amount of approximately $11,500,000 the principal amount of
which will be applied to the financing of the acquisition and construction of a 101-
unit multifamily residential rental facility known as the Village Green Seniors II
Apartments located at the southwest corner of the intersection of Santa Teresa
Boulevard and Hecker Pass Highway in the City of Gilroy, California.
Councilman Velasco recused himself from discussion and vote on this item due
to a conflict of interest because of the proximity of his residence to this project,
and stepped down from the dais.
The staff report was noted and further explained by Planner II Durkin.
The Mayor opened the Public Hearing. There being no comment, the Mayor
closed the Public Hearing.
Franco Mola clarified that this project has always been an assisted living
facility.
Res. 2002-38 Motion was made by Councilman Arellano, seconded by Councilman Morales
and carried to adopt Resolution No. 2002-38 approving the issuance of revenue
bonds for the purpose of financing the acquisition and construction of the Village
Green Seniors II Apartments, to include the requirement that a Conditional Use
Permit (CUP) will be required for the operation of the facility, which will mandate
that in all of the 101 residential units, it will be required that at least one occupant
will need to meet at least one of the eight activities listed under Care and
Supervision from Section 87101 of the Residential Care Facilities for the Elderly
(RCFE) requirements, and to also include the requirement that the CUP will be
reviewed by the City Council prior to submission to the Planning Commission for
approval.

to order.
Councilman Arellano noted that he would be standing for portions of the
meeting due to health concerns.
The Mayor stated it was the time and place scheduled for a Public Hearing on

The staff report was noted and further explained by Planning Division Manager
Faus.
The Mayor opened the Public Hearing.
Franco Mola, RD 01-01, stated that their project is making substantial
improvements to the intersection of First Street and Santa Teresa Boulevard and
also the intersection of Third Street and Santa Teresa Boulevard. He requested 39
units to complete their project.
Ping Hsu, RD 01-02, reviewed his in-fill project. He requested approval of 48
units.
Jim Hoey, RD 01-03, noted that they were the top scoring project under the
infrastructure category. He stated that the project consists of 15 units of custom
homes on approximately one acre lots. He explained that this will complete the
Country Estates Master Plan. He requested approval of the 15 units to complete
the project.
John Baer noted that the Vineyards, RD 01-04, ranked #1 in the project
ratings. He stated that their project exceeds open space requirements. He noted
that the project complies with the Zoning Ordinance and General Plan. He stated
that splitting construction and delaying construction would be a hardship on the
project. He requested that the project not be split and to allow it to proceed as
soon as possible.
Joel Goldsmith, RD 01-06, noted that the Council is familiar with this project.
He noted the Specific Plan for this area, which is a document that has been
prepared over a years time with various committee members. He showed an
animation of the project.
John Kent, RD 01-07, noted that this is a true in-fill project, and received the
second highest scoring. He stated that he hoped this project would receive
allocations.
Steve Riter, RD 01-08, reviewed the project. He requested approval of 31
units in the earliest year allocation possible. He stated that this is an in-fill project,
and would complete the neighborhood. He noted that this project would complete
the infrastructure along its frontage.
Geary Coats, Skip Spiering, and Ernie Filice, RD 01-09, reviewed the project.
They noted that the townhouses have been eliminated from the project. They
noted the habitat and open space area provided for mitigation for this project.
They asked for support for this project as it would be an asset to the community.
Geary Coats, RD 01-12, reviewed the project. He asked that the Council
consider only the area that is within the Gilroy City limits. He noted the changes
to the project for the record.

Susan Mineta, RD 01-13, noted that Eagle Ridge is a master planned
community. She commented on the large amounts ofland preserved in open
space. She noted that 64% of the project has been offered to the City of Gilroy for
open space dedication. She reviewed the community benefits provided to the City
of Gilroy. She stated that 134 additional units will complete this project.

Johanna Tuite, RD 01-14, reviewed the project and uses in the area. She
stated that now is the time to start planning for the future.
Arminta Jensen, RD 01-15, reviewed the location of the project, noting that it
is within the Urban Service Area. She stated that the project contains all housing
types, and includes a new Catholic Church and school. She noted that the
applicant is willing to take a partial allocation.
Ross Doyle, RD 01-16, reviewed the project. He requested the final 68 units
to complete the Rancho Hills project.
Rob Oneto, RD 01-17, reviewed the request of 56 units over four years. He
stated that it resembles an in-fill project, with development adjacent to the project.
He stated that this is a good project for allocations.
Greg Pinn, RD 01-18, reviewed projects in other areas that they have
completed. He stated that 12 units of the 22 lot project are complete, and that
they are asking for 10 units to complete the project.
Mike Mantelli, RD 01-19, stated that these units are the last units for the
Carriage Hills project. He stated that they are proposing 50 units.
Robert Odermatt, RD 01-19, stated that this is one of the five oldest projects
being proposed. He stated that they agree with staff to receive 30 units in 2004
and 20 units in 2005. He stated that this is an in-fill project.

Skip Spiering, RD 01-20, reviewed the project, a true neighborhood concept.
He stated that this is a low to moderate income housing project. He stated that
they are working with the Santa Clara Valley Water District as a prototype
regarding the water reclamation.
John Donahoe, RD 01-21, stated that this is a town home project, with 10% of
them single story geared to seniors, and includes handicapped access. He
reviewed the project and the architectural flow from single to two story. He noted
the diverse community amenities.
Arminta Jensen, RD 01-22, noted that this is a long time project, and was
awarded units in 1982. She stated that they are asking for the final 65 units to
complete this project. She stated that this is definitely an in-fill project. She
commented that the applicant has provided and participated in many infrastructure
projects. She requested 35 units in 2004 and 30 units in 2005 be allocated to
complete this project.
Tim Filice, RD 01-23, stated that the original units were awarded for this
project in 1999. He commented on the Specific Plan process that they are
proceeding with. He noted that they have flexibility on the numbers of units and
the year allocation, but would like the full allocation.

John Donahoe, RD 01-23, asked that 1) full allocation be given while staff
refines their long term planning processes, 2) noted that full allocation facilitates
the dove-tailing of Gilroy Unified School District planning with required
infrastructure and public safety needs, and 3) stated that he does support the
neighborhood planning concepts put forth as part of the City's General Plan.
The Mayor closed the Public Hearing.

Community Development Director Allen reviewed the Engineering
Infrastructure Analysis Report.
Motion was made by Councilman Morales, seconded by Councilman Gartman
and carried to continue discussion to a workshop on July 22, 2002 and to continue
RDO allocation distribution to the August 5, 2002 regular meeting.
