Minutes 2005/08/04 8422 Special Meeting August 04, 2005 Gilroy, California The Mayor led the Pledge of AIlegiance to the flag. The Mayor noted that the Council held a closed session prior to this meeting, which will be continued to follow the close of this meeting, and that there was no reportable action taken in the closed session. Deputy City Clerk's Report on Posting the Agenda Deputy City Clerk McPhillips noted that the agenda had been posted on August 1, 2005 at 4:30 p.m. Roll Call Present: Paul Correa; Robert T. Dillon; Craig Gartman; Charles S. Morales; Russ Valiquette; Roland Velasco; AI Pinheiro - 6:00 p.m. City Charter Request to review possible resolutions amending Section 1004 of the City of Gilroy Charter to eliminate binding arbitration following an impasse in contract labor negotiations with police or firefighters. Charles Sakai stated that the City had received a communication from Local 2805 regarding the ballot measure. He gave a summary of information received from Local 2805 and the GPOA. Ken Heredia, representing Local 2805 in negotiations, brought forth issues from the Local 2805 members. He stated that court decisions have indicated that any ballot measure must go through the meet and confer process and if there is an impasse, then the resolution would be to go through arbitration. He deferred further comment to Local 2805's legal counsel Chris Platten. The Council continued discussion and action to the meeting of August 11,2005. City Charter Request to review possible resolutions amending Section 1004 of the City of Gilroy Charter to provide that under certain circumstances the City Council may submit to the electors of the City for approval or disapproval provisions of a decision rendered by an arbitration board following an impasse in contract labor negotiations with police or firefighters. The Council continued discussion and action to the meeting of August 11,2005. Adjourn to Closed Session At 6: 12 p.m. the Council adjourned into closed session. Adjourn to Open Session At 7:57 p.m. the Council adjourned to open session and announced that there was no reportable action taken in the closed session.
