Pastor Mike Zukowski, South Valley Community Church, gave the invocation. The City Clerk noted that the agenda had been posted on November 30,2005 at 10:48 a.m. Roll Call Present: Paul Correa; Robert T. Dillon; Craig Gartman; Charles S. Morales; Russ Valiquette, Roland Velasco; Al Pinheiro - 7:00 p.m. The Mayor announced that the Council had adjourned from a Closed Session regarding Conference with Labor Negotiators pursuant to Government Code Section 54957.6 and that no action had been taken. Orders of the Day The Mayor stated that agenda Items v.A., V.B., V.C.,and V.D. would be continued to December 19, 2005. Introductions The following promoted employee was introduced: Lani Antonio, Fire Engineer, Fire Department. The following new employee was introduced: Jesus "Noel" Lemus, Police Officer, Police Department. Presentations & Proclamations The Mayor noted a proclamation for Dr. Antonio Jose Alves De Carvalho Day - November 28, 2005, which was previously presented to the recipient. The Mayor noted a presentation of the 2005 "Purchase Awards" - Glowing Beauty by Kimberly K. Cooke and Fruit of the Vine by Sergio Perez, from the Gilroy Art & Culture Exhibit. Dia Hoshida, Arts & Culture Commission, gave a report on their activities. Presentations by members of the public for items not on the agenda, but within the subject matter jurisdiction of the City Council. There were no presentations by the public. Consent Calendar Motion was made by Councilman Dillon, seconded by Councilman Valiquette and carried to approve the Consent Calendar, removing Item III.G. for further discussion. City of Gilroy - Zoning Ordinance A continued Public Hearing on a Zoning Ordinance text change, amendments to accommodate changes to the City's right-of-way standards, sections 11.23, 19.23 and 23.23. City of Gilroy, applicant, Z 05-06. Request for adoption of the 2005 City of Gilroy Right-of-Way Standards. Motion was made by Councilman Dillon, seconded by Councilman Correa and carried to continue Z 05-06 to December 19, 2005 at the request of staff 8460 City of Gilroy - Ordinance Codification A Public Hearing to consider adopting an ordinance amending the Gilroy City Code, Chapter 20 by adding a new Article X entitled "Maintenance and Repair of Sidewalks" regarding street tree and sidewalk maintenance, repair, and liability. Motion was made by Councilman Dillon, seconded by Councilman Correa and carried to continue to December 19, 2005 at the request of staff South County Housing Public Hearing on a Zone Change text amendment request to section 50.62(b)(3) of the Gilroy Zoning Ordinance to allow projects that seek an affordable housing exemption from the RDO (Residential Development Ordinance), to have flexibility in the number of units requested. South County Housing A continued Public Hearing on an Affordable Housing request to allot 303 housing units on property zoned NO (Neighborhood District), located on Monterey Road, north and south ofCohansey Avenue. Motion was made by Councilman Dillon, seconded by Councilman Correa and carried to continue ARE 05-02 to December 19, 2005 at the request of the applicant. Urban Water Management Plan A Public Hearing to consider adoption of the Urban Water Management Plan, which describes and evaluates the sources of supply, reasonable and practical efficient uses, reclamation and demand management activities. The staff report was noted and further explained by the City Administrator. The Mayor opened the Public Hearing. There being no comments by the public, the Mayor closed the Public Hearing. Motion was made by Councilman Dillon, seconded by Councilman Valiquette and carried to adopt Resolution No. 2005-90 adopting the 2005 Urban Water Management Plan. City Administrator's Report The City Administrator offered a field trip to the Council members to take a tour of the Hecker Pass area and also the Willey House.
