The Mayor led the Pledge of Allegiance to the flag.
Mike Etemadi, a member of Gilroy Baha'i Community, gave the invocation.
The Mayor announced that the Council had adjourned from a Closed Session
regarding Conference with Labor Negotiator pursuant to Government Code Section
54957.6 and Conference with Legal Counsel- Existing Litigation pursuant to
Government Code Section 54956.9 (a) and that no action had been taken.
The City Clerk noted that the agenda had been posted on March 1,2006 at 1:25 p.m.

Presentations & Proclamations
The Mayor noted a presentation by Don Gage in support of the renewal of the Santa
Clara County Park Charter.
The Mayor noted a proclamation for Science Fair Week - March 6-11,2006, which
was previously mailed to the recipient.
The Mayor noted a proclamation for Orchard Supply Hardware on their 75th
Anniversary, which was previously presented to the recipient.
The Mayor presented the Volunteer of the Month of December, 2005 award to
Jeff McPhail, Ryan Coy, and Mario Razo.
The Mayor noted the Volunteer of the Month January, 2006 award for John Young,
who was not able to be present.
Tim Day, Planning Commissioner, gave a report on their activities.
Presentations by members of the public for items not on the agenda, but within the subject matter
jurisdiction of the City Council.
There were no comments by the public.

Motion was made by Councilman Velasco, seconded by Councilman Gartman and
carried to approve the Consent Calendar, removing Item III.A. Minutes of February 27,
2006 and Item III.B. Resolution on the Santa Clara County Park Charter.

Recommendation to negotiate a contract for Professional Services of Traffic Signal

City of Gilroy - General Plan
Recommendation to award the Request for Proposal for the Downtown Specific Plan
Marketing and Economic Study to Economic & Planning Systems, not to exceed
$60,000.00.
The City Administrator presented a recommendation to award the Request for

Appointment of member to the Parks and Recreation Commission.
Consensus of the Council was to appoint Kathleen Clarke to fill a term on the Parks
and Recreation Commission expiring December 31, 2006.

Councilman Bracco recused himself from discussion and vote on this item due to
owning a business in the vicinity, stepped down from the dais and left the room.

carried (Councilman Bracco absent) to adopt Resolution No. 2006-17 approving DTPE
06-01, an application for a Downtown Project Exemption from the Residential

staff.

Mesa Ridge
TM 02-11 (Mesa Ridge Subdivision) request for a Tentative Map extension.
The staff report was noted and further explained by Planner II Polubinsky.
Motion was made by Councilman Valiquette, seconded by Councilman Gartman and
carried to direct staff to prepare a resolution approving the request for extension of
TM 02-11.
City Attorney's Report
The City Attorney commented that Councilmembers can step into the TV room when
they recuse themselves, if it is for a short time.
Council Members Report
Councilman Velasco thanked City Administrator Baksa, City Clerk Pellin, City
Attorney Callon, Planning Division Manager Faus, and Mayor Al Pinheiro for helping
with the Leadership Gilroy Local Government Day on Friday, March 3,2006.
Councilman Bracco stated that as a student for that day, thanked Councilman Velasco
for facilitating the day and noted that the class learned a lot from the session.
Mayor Pinheiro also thanked Councilman Velasco and the staff members for taking
the time to help with Leadership Gilroy. He noted that this is a great program.
