Community Development Block Grant

Mayor Pinheiro opened the Public Hearing.
Marlene Siebert, Catholic Charities-Long Term Care Ombudsman, stated that she
appreciated the ranking and recommendation of the committee and requested that they be
funded. She stated that she looks forward to using the funds to serve the residents of
Gilroy.
Marilou Cristina, Catholic Charities-Daybreak Program, thanked the Citizens
Advisory Committee for the recommendation for funding for the Daybreak Program.
She stated that she looks forward to the continued partnership with the City for this
important work.
David Montes thanked the City Advisory Committee for their recommendation.
Enrique Arreola, MACSA, Youth Services, thanked the Advisory Committee for
recommending funding for the summer day camp program.
Colleen Hudgen, Live Oak Adult Day Services, thanked the CAC for their
recommendation and staff for all their hard work. She stated that she appreciated the
rating and the recommendation.
Eleanor Villarreal, Rebekah Children's Services, noted appreciation for all the work
that the Citizens Advisory Committee and staff did on this, but stated that she feels that
they should receive more funds than recommended.
Michelle Ogburn, Community Technology Alliance: HMIS, answered questions from
Councilmembers.
Mayor Pinheiro closed the Public Hearing.

An Ordinance of the City Council of the City of Gilroy amending Gilroy City Code,
Chapter 19A, Article I entitled "Shopping Cart Management, Removal, Impoundment,
Retrieval and Disposal" to be renamed "Shopping Carts" and Gilroy City Code, Chapter
19A is further amended to add a new Article II entitled "Prevention of Abandoned Carts."

with the attached 19 mitigation measures, finding that (a) it is completed in compliance
with CEQA; (b) it reflects the independent judgment of the City; and (c) there is no

Campaign Contributions/Expenditure
An Ordinance of the City Council of the City of Gilroy regulating municipal elections
by repealing Ordinance Nos. 2001-11 and 2003-07 in their entirety and by replacing them
with a new ordinance regulating municipal elections by establishing campaign
contribution limits, establishing a voluntary expenditure ceiling for candidates and
controlled committees and by placing restrictions on the aggregation of campaign
contributions.
The staff report was noted and further explained by City Attorney Callon.
Motion was made by Councilman Correa, seconded by Councilman Arellano and
carried (Councilman Velasco absent) to read the ordinance by title only and waive further
reading of the ordinance. City Clerk Pellin read the ordinance by title only.

carried (Councilman Velasco absent) to continue this request to April 16, 2007 to review
information for 1) all four crosswalks to be installed, 2) locating the bus stop to the
northeast side of the intersection, 3) constructing a sidewalk on the northeast side of the
intersection, 4) installation of an audible traffic light,S) creating a bulb-out at Maple
Street, and 6) looking into removal of the traffic restriction at Princevalle Street.

Motion was made by Councilman Correa, seconded by Councilman Valiquette and
carried (Councilman Velasco absent) to appoint Marc David Turetzky to the City of
Gilroy BicycleIPedestrian Advisory Board.
City Attorney's Report
City Attorney Callon announced that the Fonseca case was favorably decided for the
City regarding the challenge to the Housing Element.

Council Members Report
Councilman Bracco stated that volunteers were out cleaning up Santa Teresa
Boulevard and thanked them. He asked that the City of Gilroy consider banning plastic
bags at grocery stores and asked that it be agendized for the July 20th mini-Policy
Summit.
Councilman Arellano asked if there was any way to encourage more diverse
attainable housing throughout the City of Gilroy. He asked that this be placed on the July
20th mini-Policy Summit with information on what Glen Lorna is providing.
Councilman Gartman stated that Memorial Day is coming up and the committee is
working hard on it. He stated that the web site is GilroyParade.com for those wishing to
SIgn up.
Councilman Valiquette commented on the annual breakfast meetings held with the
City Administrator and asked if the same could be implemented with the Assistant City
Administrator, and it was noted that individual Councilmembers could set those up with
her.
Mayor's Report
Mayor Pinheiro wished the Gilroy High School choir a safe journey to Japan to
represent Gilroy and to also learn and appreciate what other countries can offer.
