A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY
ADOPTING THE BUDGET FOR SAID CITY FOR FISCAL YEAR 2007-2008 AND
APPROPRIATING PROPOSED EXPENDITURES FOR PURPOSES SET FORTH IN
THE BUDGET.
PASSED AND ADOPTED this 18th day of June, 2007 by the following Roll Call Vote:
A YES: ARELLANO, BRACCO, CORREA, VALIQUETTE, VELASCO, AND
PINHEIRO.
NOES:GARTMAN
ABSENT: NONE
RESOLUTION NO. 2007-55
Motion was made by Councilman Velasco, seconded by Councilman Bracco and
carried to adopt Resolution No. 2007-55, a Resolution adopting the City Budget for
Fiscal Year 2007-2008.

There were no public comments.
Mayor Pinheiro opened the Public Hearing.

Budget - City of Gilroy
A Public Hearing on the 2007-2012 Financial Plan of the City of Gilroy.
Present: Peter Arellano (6:05 p.m.); Dion Bracco; Paul Correa; Craig Gartman; Russ
Valiquette; Roland Velasco; Al Pinheiro - 6:03 p.m.
Roll Call
Deputy City Clerk Serna noted the agenda had been posted on June 13,2007 at
5:55 p.m. and the revised agenda was posted on June 15,2007 at 10:00 a.m.
Mayor Pinheiro led the Pledge of Allegiance to the flag.
Mayor Pinheiro called the meeting to order at 6:00 p.m.

Appropriation Limits
Resolution Adopting the Appropriation Limit for 2007-2008 Fiscal year.
Motion was made by Councilman Velasco, seconded by Councilman Bracco and
carried to adopt Resolution No. 2007-56, a Resolution adopting the appropriation limit
for the 2007-2008 Fiscal Year.

A RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY ADOPTING

South County Regional Wastewater Authority
Motion to Approve the 2007-2012 South County Regional Wastewater Authority
(SCRW A) Financial Plan.
Motion was made by Councilman Velasco, seconded by Councilman Valiquette and
carried to approve the 2007-2012 South County Regional Wastewater Authority
(SCRW A) Financial Plan
Capital Improvement Budget
Motion to Approve the 2007 Capital Improvement Budget.
Motion was made by Councilman Velasco, seconded by Councilman Valiquette and
carried (Councilman Gartman voting no) to approve the 2007 Capital Improvement
Budget.
Residential Development Ordinance
Discussion regarding holding the RDO Public Hearing on July 16,2007.
City Planning Director Faus presented the item.
Michael McDermott spoke on the item asking the Council to hold the RDO process
in July.
Motion was made by Councilman Gartman, seconded by Councilman Bracco and
carried to ask LAFCO if an approved tentative map is required by April 12, 2008 for the
Luchessa Road Master Plan project to move forward, and if yes, move the RDO Public
Hearing to July 16,2007. Ifnot, hold the RDO hearing on September 10,2007.
Elections (Municipal)
Motion to adopt policy that candidate statement costs shall be subsidized at 50% by
the City of Gilroy, to be paid at the time nomination form and candidate statements are
filed.
Motion was made by Councilman Velasco, seconded by Councilman Valiquette and
carried (Councilman Gartman voting no) to adopt a policy that candidate statement costs
shall be subsidized at 50% by the City of Gilroy, and the remaining 50% to be paid by the
Candidate at the time the nomination form and candidate statements are filed.
Adjournment
At 7:29 p.m. the Mayor adjourned the meeting to thCJI1eeting of July 16,2007.
