I. CALL TO ORDER

II. CAPITAL IMPROVEMENT BUDGET OVERVIEW
The staff report was presented by Finance Director Turner.
The Council agreed to look at the possibility of pursuing using the downtown capital
improvement funds to purchase the piece of property on Monterey and Fourth as a
possible future parking location.
Public comment was opened.
Mark Zappa spoke on the payback for the construction of the police building. He then
spoke on the loss of 2 Police Officers and the continued loss of quality officers stating
that public safety should be the priority of the Council, not swing sets.

Public comment was opened.
Mark Zappa spoke on the lack of contractual responsibility to purchase parks with
restricted funds. He spoke on the use of emergency funds to preserve the safety of the
citizens of Gilroy by maintaining the level of public safety within the community as crime
was would increase. He explained that staffing levels were being moved back 30 years
and a 16% cut in pay could be a house payment or a tuition payment for a member of
the City staff. He explained that the City had the asset of Gilroy Gardens and then
asked the Council to reconsider asking the bargaining units to take cuts.
Jim Buessing spoke on the fire union talks stating that the union had been working with
the City and was willing to work to help resolve the financial difficulties.

The Council adjourned to closed session at 7:03 p.m.
Closed Session Announcement:
The City Council met in Closed Session with City negotiating team represesntatives to
review proposals for budget reductions offered by each of the City's four labor
organizations. The Council appreciates the proposals from the bargaining groups and
remains committed to working with the labor units to balance the budget during these
trying times. Closed Sessions are scheduled for Monday, 18th and Wednesday May
20th so that the Council can continue to work on the proposals.
