Minutes 2012/02/27City of Gilroy City Council Special Meeting Minutes February 27, 2012 I. OPENING A. Call to Order and Roll Call Mayor Pinheiro called the meeting to order at 6:00 p.m. Roll Call Present: Council Member Dion Bracco; Council Member Bob Dillon; Council Member Peter Leroe- Munoz; Mayor Pro Tempore Cat Tucker; Council Member Perry Woodward; Mayor Al Pinheiro Absent/Excused: Council Member Peter Arellano M.D. Council Member Dillon spoke on a concern brought forward in the newspaper about Council Member Bracco, asking the City Attorney to provide a formal report to Council on the legality of Council Member Bracco serving on the Council. Acting City Attorney Faber explained that his office had researched the issue following the newspaper report and had found no legal reason why Council Member Bracco could not continue to serve on the Council, and then suggested that if the Council so wished, they could agendize the item for a future meeting. He then explained that the City Attorney's office would provide the Council with something in writing if it was the Council's desire. It was the consensus of Council to receive something in writing. II. UNFINISHED BUSINESS A. California High Speed Rail Visioning Project The staff report was presented by Transportation Engineer Dey. Hexagon Transportation Consultants presented the outcome of the visioning project. Council Member Peter Arellano M.D. joined the meeting at 7:22 p.m. Public comment was opened. Christina Watson of the Transportation Commission of Monterey County shared a resolution from her agency supporting the downtown train station. Robert Sigala spoke on the importance of the State paying for the impacts on the community, and then spoke on the need for higher paying jobs. John Ristow of VTA spoke on the level of information provided in the study stating that VTA would like to see the City take a position on the station to get ahead of the High Speed Rail process, explaining that the Governor was trying to create a way to make the project move forward. John Sanders asked for clarification of the next phase of the process asking if the EIR impacts would be included in the decision making process of choosing the station location. Public comment was closed. City Council Meeting Minutes 2/27/2012 FA Motion on Item II.A. Motion: to recommend the downtown alignment with the caveat that the aerial alignment would be unacceptable. Moved by Council Member Perry Woodward, seconded by Council Member Peter Leroe- Munoz. Vote: Motion carried 5 -2.
