Resolution 1978-10 . e ~ RESOLUTION NO. 78-10 RESOLUTION DESCRIBING PROCESS TO BE USED IN SANTA CLARA COUNTY TO IMPLEMENT THE FEDERAL AID URBAN PROGRAM IN THE URBAN AREA OF GILROY FOR FISCAL YEARS 1976-77 AND 1977-78. ~~EREAS, the Federal Aid Highway Act of 1973 (as amended) pro- vides Federal funds for expenditures on the Federal Aid Urban (FAU) System of Highways and public transportation projects; and WHEREAS, the FAU System consists of State Highways, City streets and County roads located within urban areas and urbanized areas of the State; and TNHEREAS, the State Department of Transportation has required that each urbanized and urban area must have a cooperative process to produce a multi-year program identifying local projects, including State highway projects; and WHEREAS, the cooperative process must involve the cities, the County, the County Transit District, the Metropolitan Transportation Agency, and the State; and WHEREAS, before Federal aid will be made available for Urban System projects within Santa Clara County, the process for determin- ing project priorities and developing a multi-year program must be ap- proved by MTC with regard to the regional interest, and by the State Department of Transportation; and WHEREAS, the County of Santa Clara has been designated as the lead agency for purposes of developing the cooperative process in Santa Clara County; WHEREAS, the urban area of Gilroy desires to establish its own project priorities for projects to be funded with fiscal year 1976-77 and 1977-78 FAU funds. NOW, THEREFORE, BE IT RESOLVED that the City of Gilroy hereby approves the following process and procedures for determining Federal RESOLUTION NO. 78- 10 -1- . e Aid Urban System project priorities and developing a fiscal year 1976-77 and 1977-78 two (2) year Federal and Urban System FAU Program for the Gilroy urban area. 1. The fiscal year 1976-77 and 1977-78 Gilroy urban area FAU program will be incorporated as a part of the multi-year FAU Program in Santa Clara County. 2. The multi-year FAU Program will be developed by a com- mittee which includes a representative from the County of Santa Clara, the City of San Jose, Caltrans and MTC. (a) The multi-year program may include projects sub- mitted by CALTRANS, the County Transit District, the City of San Jose and the County of Santa Clara. (b) The following distribution of FAU funds will be used as a guideline in the development of the multi-year FAU program. 1. Regional transportation (including public transportation): 50% 2. Local agency project's: 50% (c) The City of Gilroy's project for fiscal year 1976-77 and 1977-78 FAU funds is the County of Santa Clara's project to im- prove Santa Teresa Blvd. between Hecker Pass Highway and Mantelli Drive, with the County of Santa Clara acting as the lead agency. 3. The multi-year FAU program will be approved by the City Council of San Jose, the County Transportation Commission (for that portion of the program which involves regional and public transporta- tion projects), and the County Board of Supervisors. It shall then be transmitted each year to the Metropolitan Transportation Commis- sion for review and approval with regard to regional interest and to the Director of the State Department of Transportation for approval.
