Resolution 1978-12 e e RESOLUTION NO. 78-12 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY DESCRIBING PROCESS TO BE USED IN SANTA CLARA COUNTY TO IMPLEMENT THE FEDERAL AID SAFER OFF-SYSTEM ROADS PROGRAM. WHEREAS, the Federal Aid Highway Act of 1976 provided for the establishment of a Safer Off-System Roads Program; and WHEREAS, the Federal Aid Highway Act of 1976 provides Fed- eral funds for expenditures on toll free county roads and city streets which are not on any Federal-Aid System, and which are under the jurisdiction of and maintenance by a public authority and open to public travel; and WHEREAS, Section 2530(c) of the California Streets and Highways Code requires that the distribution of funds among the cities within each county and the county shall be determined by agreement between the county and a majority of the cities, which cities shall include a majority of the municipal population within the county; and WHEREAS, the County of Santa Clara has been designated as the lead agency to coordinate this program in Santa Clara County; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Gilroy hereby approves the following process for distri- bution of Safer Off-System Roads Program funds among the cities and county; Each apportionment of Safer Off-System Roads Program funds to Santa Clara County will be allocated to the individual cities and unincor- porated area of the county in accordance with the following provi- sions: a. The funds allocated to each city and unincorporated area of the county shall be based upon the ratio of RESOLUTION NO. 78-12 -1- e e each jurisdiction's population to the total county population. b. The latest State Department of Finance population esti- mate figures will be used in determining each jurisdic- tion's share.
